could be an important benefit.
Noting concern about the possible
administrative impact the program
would represent to the county, the
com m issioners did, h ow ever,
authorize Van Deri ip to prepare
the application, which is due by
April 30, for further consideration
by the Court next week.
Sarah Carlson, in a request
for some funding, provided the
Court a history o f the Hands on
S cien ce p rogram , o ffe r e d in
Boardman, Im gon, and Heppner
and p a rtly fu n d ed by the
C om m ission on Children and
Families. She reported that she
has applied for a grant but w ill not
hear results until June 15. She
said that she needs to have
funding secured so that she can
begin a search for facilities and
start registrations. She requested
discretionary funds contingent on
return i f she gets the grant. She
offered details about the program
that serves children aged four,
fiv e and six with 2.5 hours o f
instruction for 10 days in each
community. The commissioners
asked several questions about the
program and oth er p o ten tial
sources o f fu n d in g and then
explained that a previous request
depleted the discretionary funds.
They asked to delay a decision for
two weeks during which they can
ascertain the time line o f the other
project.
B ev B rid gew ater o f West
Extension Irrigation District spoke
to the Court about some road and
irrigation-drainage issues, pointing
on a map to som e con fu sin g
designations o f canal roads as
county roads. She also questioned
w h eth er
the
co u n ty
had
com p leted som e g ra v e lin g to
which it had committed and was
assured that would be checked
and tended to, i f not already taken
care of. She addressed an issue
o f tail water drainage and said
that the district offers education
on m isu se/overu se o f w a ter
usually e v e r y oth er year. O f
concern fo r the county is the
undermining o f roads and the use
o f barrow ditches as irrigation
d e liv e r y d itch es. T h e C ou rt
agreed that landowners need to
take responsibility for ditches.
They also discussed some specific
roads and pipes situations that
need attention.
Counsel Hanlon presented a
revised agreement with Martin
Davis for economic development
services. He explained having
ex a m in e d the in d epen den t
contractor status, receiving input
from the county CPA, and making
some minor modifications. The
Court reviewed and approved the
contract.

Public Works Director Burke
O ’ Brien reported to the Court that
270 people have already requested
information on the county parks,
fo llo w in g an a rtic le in T h e
Oregonian. He also reported that
on A p ril 1, representatives o f
O regon Aeronautics inspected
work completed at the airport last
summer and showed interest in
the airport layout plan, for which
two more hearings must be held.
O 'B rien presented tw o permit
requests from CenturyTel, one to
cross Patterson Ferry and one for
a r e lo c a tio n o f lin e a lo n g
Columbia Avenue. A s there were
som e leg a l q u estion s to be
answered, the Court requested
County Counsel Hanlon to speak
to some property owners.
The county crew, O ’ Brien
said, have been removing snow
fro m C o a l M in e H ill R oad ,
continue work on Valby Road, are
cleaning up culvert installations,
are working on the Tower Road-
Highway 74 connection, and have
been crack sealing.

Dept, received a report from a
caller in Boardman o f a neighbor’s
dog barking. T h e n eigh b ors
weren’ t home and it was unusual
for the dog to bark. The caller also
saw several ju ven iles running
from the south to the north end o f
the street. Officers were unable
to locate any activity.

running from him. The subjects
were given a courtesy ride home.

sand at the sandpit in Irrigon. The

people involved were yelling at
each other.

strays were herded back to their
corral.

Police Dept, in locating a vehicle
previously stopped and released
by UCSO. Units were unable to
locate the vehicle.

caller that an unknown male sub­
ject was knocking at her door and
ringing the doorbell. It was deter­
mined that the subject was intox­
icated and at the w rong apart­
ment.

someone had been entering his
empty locked trailer without per­
mission.

for an ambulance from a caller in
lone for a 16-year-old female who
had a high fever and was vomit­
ing. The caller decided to trans­
port the patient by private vehi­
cle to Pioneer Memorial Hospital
in Heppner.
