perform in
district festival
Three band students from
H eppner participated in the
District VI Solo and Ensemble
Festival at Blue M ountain
Community College in Pendleton
on March 2.
Daniel Jepsen performed the
“Grand Duo Concertant” for
clarinet by Carl von Weber. He
was accompanied on the piano by
his sister, Amy Jepsen. Darren
Van Cleave performed Henry
Purcell’s “Sonata in Bb Major for
Trumpet.” He was accompanied
by Myma Van Cleave. Matthew
Van Cleave perform ed “The
Carnival of Venice” for trombone,
written by Henry Davis. He was
also accompanied by Myma Van
Cleave.
Solo and Ensemble Festival is
an annual event sponsored by the
Oregon Music Educators'
Association. District VI includes
students from the entire northeast
comer of the state. Participants
perform for an adjudicator, who
rates them on a scale of I to III,
with I being the highest score.
The adjudicator then chooses a
winner from each division to
advance to the State Solo and
Ensemble Festival. Daniel and
Darren both received a rating of
1-, and Matthew received a rating
of II. Darren placed second in the
trumpet competition and was
named “first alternate” for the
state event.
Daniel studies clarinet with
Anthony Marks of LaGrande and
Darren studies trumpet with
Randy Hubbs o f Pasco, WA.
Their school band instnictor is
Wendy Appleton.
Sheriff's Report
The Morrow County Sheriff’s
Office (MCSO) reports handling
the following business:
Jan. 28: Heppner Ambulance
received a request for an ambu­
lance for a 27-year-old female
who was semi-conscious after
mixing a large quantity of vodka
and an unknown drug (possibly
Vicadin). The patient refused
transport.
-MCSO received a report
from the Portland Police Dept,
that Lisa Luan Amme, 39, was
arrested on an Irrigon Justice
Court warrant for Failure to Ap-
pear/Driving while License Sus­
pended. She was lodged at the
Multnomah County Jail with
$6,000 bail.
-MCSO received a request
for an extra patrol at the Irrigon
stockpile due to juveniles with a
large 4-wheel drive tearing up the
area.
-MCSO received a request
from US Investigation Services
for a background check on a male
subject.
-MCSO received a report
from a caller in Irrigon whose
husband believed their missing
bicycle was next door.
-H eppner Police Dept.,
Heppner Ambulance received a
request for an ambulance at the
Heppner Elementary School for
a 20-year-old male who was in a
fetal position, breathing but unre­
sponsive. The patient was trans­
ported to Good Shepherd Medi­
cal Center in Hermiston.
-MCSO, Oregon State Police
received a report of a possible
DUII on 1-84 eastbound at the
Morrow/Gilliam county line.
-MCSO, OSP and numerous
other agencies received report of
an armed robbery. Subject was
reported to be heading towards
Biggs in a Ford Ranger and had
an automatic handgun.
-MCSO deputy cited a sub­
ject for Passing in a No Passing
Zone.
-MCSO received a report
from a caller in Boardman of a
vehicle with no headlights on.
-MCSO received a report
from a caller in Irrigon that some­
one broke out her vehicle win­
dows within the last 10 minutes.
-MCSO received a report
from Oregon State Police that a
female subject had been arrested
on a Morrow County warrant for
Failure to Pay Fine/Theft. She
was lodged at the Umatilla County
Jail with two additional warrants
out of Benton County, a parole and
probation violation and local
charges of Possession of a Con­
trolled Substance.
-MCSO deputy cited a male
subject for Driving while License
Suspended and No Insurance.
-MCSO received a hang-up
911 call from a residence in
Boardman. On recontact, it was
confirmed all was okay.
-MCSO, Irrigon ambulance
received a request for an ambu­
lance for a 69-year-old male in
Irrigon who was having trouble
breathing. The patient was trans­
ported to Good Shepherd Medi­
cal Center in Hermiston.
-MCSO, Boardman Police
Dept, received a hang-up 911 call
from Boardman. The line was
busy on attempted recontact. Of­
ficers were unable to locate any­
one.
-H eppner and lone Fire
depts., lone EMTs, Heppner Am­
bulance, Columbia Basin Electric
Co-op received a report of a chim­
ney fire in lone. The caller was
advised to leave the residence. It
was determined there was a fire
in the attic.
-MCSO deputy reported a
vehicle traveling on 1-84 east-
bound going 70+ mph with its haz­
ard lights on. The vehicle was
stopped; it was determined all was
okay.
Jan. 29: MCSO received a
report that someone broke into the
Moose Lodge in Irrigon through
the window and broke the juke­
box.
-MCSO received a report
from a caller in Irrigon that a brief­
case was found in her yard. It
was open and the contents were
scattered about.
-MCSO, Irrigon Ambulance
received a request for an ambu­
lance in Irrigon for an elderly male
who was having difficulty breath­
ing. The patient was transported
to Good Shepherd Medical Cen­
ter in Hermiston.
-MCSO received a report
from a caller in Irrigon that his
pickup had been broken into the
previous night.
-MCSO received an out-of-
state call concerning a landlord-
tenant issue that was patched
through to the Boardman Police
Dept.
-MCSO received a report
from a caller in Irrigon that some­
one broke into his vehicle the pre­
vious night and some items were
taken.
-MCSO received a report
from Mid-Columbia Bus Co. that
a female subject had passed a
school bus while the red lights
were flashing.
-Boardman Police Dept, of­
ficer cited a juvenile for MIP-To-
bacco.
-MCSO received a report
from a caller in Irrigon of a sto­
len vehicle and a subject was seen
driving it.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman that a young
male parked a vehicle in a park­
ing lot then ran away. It was de­
termined that it was a vehicle sto­
len out of Boardman.
-MCSO received a request
for a deputy contact at Oasis RV
Park concerning break-ins that
had occurred.
-MCSO received a request
from the Hermiston Police Dept,
for deputy assistance concerning
a motor vehicle accident. No dep­
uties were available to respond.
-MCSO received a report
from a caller in Irrigon regarding
money taken and a request for a
deputy contact.
-MCSO received a relayed
report from a caller in Irrigon
whose residence had been bur­
glarized again and a Nintendo had
been taken.
-MCSO deputy cited Erik
Ramirez, 20, for Furnishing Alco­
hol to a Minor.
-MCSO deputy cited a juve­
nile for MIP-Tobacco.
-MCSO, Boardman Police
Dept, received a report of an in­
trusion motion alarm at Potlatch.
It was determined to be a false
alarm.
-MCSO received a report
from Brown’s Auto Truck Stop
that a vehicle rear-ended another
vehicle. It was a minor accident
and only a log entry was needed.
-Heppner Police Dept, re­
ceived a report from a caller in
Heppner that her ex-husband had
called her residence two to three
times that day in violation of a
restraining order that is in place.
-MCSO, Boardman Police
Dept, received a report of an au­
dible alarm at Kegler’s Sentry
Market. The building was secure
and all was okay.
-MCSO deputy cited Latoya
Norwood, 26, for Driving Unin­
sured and Defective Equipment.
Jan. 30: MCSO, Oregon
State Police received a report of
an elderly man with a gasoline can
walking along 1-84.

Driving.
-Boardman Police Dept, of­
ficer cited Rosa C. Gutierrez, 36,
for No Operator’s License and
No Insurance. The vehicle was
towed.
-MCSO received a report of
an audible panic alarm. The alarm
was canceled.
-Heppner Police Dept, re­
ceived a request for officer con­
tact in Heppner regarding a pup­
py someone dropped off at the
caller’s residence.
-Boardman Police Dept, of­
ficer cited a juvenile male for
Improper Use of Horn.
-MCSO received a request
from parents and the Morrow
County Alternative School in
Irrigon that juveniles be cited for
MIP-Tobacco. One citation was
issued to a juvenile for MIP-To­
bacco.
-MCSO received a request
for information from a caller in
Irrigon who wanted to know how
many sheep could graze on prop­
erty. The caller was advised to
contact the Morrow County Plan­
ning Dept.
-MCSO, Oregon State Police
received a report from a caller in
Irrigon who witnessed a young girl
being hit by an older male. She
was reported to be running down
the street screaming.
-MCSO received a request
for a background check on a male
subject.
-MCSO received information
from the Gresham Police Dept,
of theft activity in the Gresham
area and that one of the suspects
was now living in the Irrigon area.
-MCSO received a report
from a caller in Heppner that a
male subject’s dogs were chas­
ing her horses.
-MCSO, Boardman Police
Dept, officers served a restrain­
ing order to a male subject who
became very upset.
-MCSO, Boardman Police
Dept, received a report of an au­
dible alarm at Boardman Kegler’s
Sentry Market. The building was
checked and all was okay.
Jan. 31: MCSO, Heppner
Police Dept, received a report of
a panic alarm at the Morrow
County Courthouse. It was deter­
mined all was okay.
-Boardman Police Dept, re­
ceived a report of a juvenile an­
telope at the intersection of Kunze
and Paul Smith roads that was a
possible traffic hazard.
-MCSO deputy spoke with a
person in lone regarding threats
and threatening actions made by
his grown son.
-MCSO, Morrow County
Public Works received a com­
plaint from a caller in Boardman
who said the county road crew
mowed along Kunze Road and
scattered brush all over his fence
and property.
-MCSO received a report
from a caller in Irrigon who re­
ported that her great-grandson
was to have come home from kin­
dergarten to her house but hadn’t.
She contacted the school and was
told he was on the school bus. She
contacted the bus company and
was informed that the child was
dropped off at her residence. The
child did not go to the house. The
child was located and reunited
with his mother.
-MCSO received a report
from Washington County Jail that
Paul Vemon Cowan, 43, was ar­
rested on a Heppner Justice Court
warrant for Failure to Appear/
DUII. He was lodged at the
Washington County Jail on a lo­
cal warrant with $6,000 bail with
a hold placed for Morrow Coun­
ty
-Heppner Police Dept, re­
ceived a report from a caller in
Heppner that she wanted to leave
for California but her significant
other wouldn’t let her.
-MCSO received a request
for a deputy contact regarding an
inspection for the American Le­
gion Hall in lone.
-MCSO deputy cited Dennis
Nielson, 57, for Violation of the
Basic Rule. 70 mph in a 55 mph
zone.
-MCSO received a report
from Oregon State Police in
Hermiston that Shane Lee
Wesley Roley, 21. was in custody
on a Morrow County Circuit
Court warrant for Possession of
a Controlled Substance and Un­
authorized Use of a Motor Vehi­
cle. He was lodged at the Umatilla
County Jail with $20.000 bail.

a report of a one-vehicle accident
on 1-84 at an off-ramp to High­
way 730. The patients refused
transport. MCSO deputy arrest­
ed Challis Craig Noble, 23, for
DUII, Interfering with a Police
Officer, Driving while License
Suspended misdemeanor and
Harassment. Noble was lodged at
the Umatilla County Jail.
-MCSO received a report that
Don Cory Pearson, 43, was
picked up on a probation violation
and lodged at the Umatilla Coun­
ty Jail on a Morrow County De­
tention warrant.
-MCSO received a report
from a caller in Irrigon that some­
one entered her shed and camp
trailer; items were missing.
-MCSO, Boardman Police
Dept, received a report of a bur­
glar and motion alarm at River­
side High School shop door. It
was a false alarm.
-Boardman Fire Dept, re­
ceived a report o f an audible
smoke alarm at Big Foot Indus­
tries in Boardman.
-MCSO deputy cited Kim­
berly Elizabeth Cross, 34, for Fail­
ure to Yield to an Emergency
Vehicle and No Operator’s Li­
cense.
-MCSO received a report of
a shoplifter detained at a business
in Boardman. The shoplifter es­
caped.
-MCSO received a report
from a caller in Irrigon that there
were kids riding go-carts on the
street and harassing her dogs.
-MCSO received a report
from a caller in Irrigon that his
trailer was burglarized and items
stolen.
-Heppner Police Dept, re­
ceived a report from a caller in
Heppner of possible identity theft.
It was determined there were two
people with the same name.
-MCSO received a report
from a caller in lone that his sis­
ter hit his truck and damaged it
with her vehicle then left.
-MCSO, Boardman Police
Dept, received a report of a sus­
picious vehicle driving in an area
in Boardman.
-MCSO deputy cited a juve­
nile for Careless Driving.
-MCSO, Boardman Police
Dept, received a report of a bur­
glar alarm at Kegler’s Sentry
Market in Boardman. It was a
false alarm.
-MCSO, Oregon State Police,
Boardman Police Dept, received
a report from a caller at the
Boardman Texaco that a male
subject in a vehicle just drove off
without paying for $ 15 in gaso­
line. Officers were unable to lo­
cate the subject.
Feb. 2: MCSO received a
report from Oregon State Police
that Thomas C. Waddell. 44, was
arrested on a Morrow County
Justice Court warrant for Failure
to Appear/Driving while License
Suspended. He was lodged at the
Umatilla County Jail.
-MCSO, Boardman Police
and Fire depts. received a report
of a bam fire in Boardman. The
bam was full of hay and there
were animals in or near the bam.
The fire was put out.
-MCSO deputy arrested Tra­
cy Ann Garver, 24, on an Irrigon
Justice Court warrant for Failure
to Appear Fumishing Alcohol to
a Minor. She was lodged at the
Umatilla County Jail with $6.000
bail.
-MCSO deputy cited Ralph
N. Davis. 40, for DUII (BAC
. 15), Violation of the Basic Rule,
71 mph in a 55 mph zone and No
Operator’s License.
Feb. 3: Boardman Police
Dept, received a report from a
caller in Boardman that vehicles
were broken into and that it ap­
peared a message had been in­
scribed by the suspect in the dirt
by the vehicles.
-MCSO. Boardman Police
Dept, received a report from a
caller in Boardman that one vehi­
cle had not been stolen, but a dif­
ferent vehicle had been taken.
Oregon State Police located the
vehicle near Hermiston and the
owner was to recover it.
-MCSO deputies arrested
Debra Jean Portillo, 41. on a Mor­
row County Circuit Court w arrant
