Sheriff's Report
The Morrow County Sheriff’s
Office (MCSO) reports handling
the following business:
Jan. 1: MCSO, Oregon State
Police received a report from a
caller that she heard loud banging
noises by her shed. Officers were
unable to locate any suspects.

Driving while License Suspended
I, No Insurance. The vehicle was
impounded.
-Boardm an Police Dept,
officer cited Dean Laroy Staten,
36, for DU11 (BAC .16), Driving
while License Suspended and No
Insurance.
-MCSO received a report of
a fire alarm at M J’s Motel in
Boardman. Kids set off the fire
alarm. The manager reset the
alarm.
-MCSO, Boardman Police
Dept, received an hang-up 911
call from Boardman. Officers
were unable to locate any
suspects.
-H eppner Police Dept,
received a hang-up 911 call from
a residence in Heppner. It was
determined all was okay and the
house was locked up.
-MCSO, Boardman Police
Dept, officers cited Alejandro
Rodriguez Madrigal, for DUII
(BAC .23). The vehicle was
impounded.
-MCSO, Boardman Police
Dept, received a hang-up 911 call
from Boardman. Upon call-back,
the subject said no one called 911.
The person had slurred speech
and background noises were
heard. It was possibly a MIP
party. It was determined all was
okay.

Claudine Alice Deiro Velasquez,
21, for No Operator’s License,
No Insurance. The vehicle was
towed.
-MCSO deputy cited Richard
Grant Monette, 61, for Exceeding
the Maximum Speed Limit, 89
mph in a 65 mph zone.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman the five or six
kids with bb gun9 were shooting
at targets. The BPD had been
called out to that residence before;
at that time one gun was taken
away and the subject was told not
to get another one.
-MCSO received a report that
three juveniles were discharging
two shotguns (shooting them in
the air) in the city limits.
-MCSO received a report of
a custody issue in Irrigon. The
caller reported that his ex-wife
would not return their daughters
and he has legal custody.
-MCSO, Boardman Police
Dept, officers cited Isidro Isalas-
Sanchez, 26, after the subject ran
into a building in Boardman. The
subject was cited for No
O p erato r’s License and No
Insurance. The vehicle was
impounded.
-MCSO received a report
from a caller in Irrigon that money
was stolen from her purse which
was in her vehicle at the Irrigon
76 station.
-MCSO received a hang-up
911 call from a residence in
Irrigon. On recontact a juvenile
spoken to said all was okay. It was
confirmed that all was okay; a
number was misdialed.
-MCSO received a report of
a gunshot or small explosion in
Irrigon. The noise came from a
burn barrel in the area. Joe
Chapelle was cited by the Irrigon
Fire Dept, for an illegal bum.
-MCSO, Colum bia Basin
Electric Co-op received a report
of a power outage.
-MCSO received a report
from a caller in Irrigon of a loud
popping noise. The same popping
noise was heard in the area a few
weeks earlier. The noise was
coming from the Washington side
of the river.
Jan. 2: MCSO received a
request for a welfare check from
a caller in Pendleton to check on
his daughter in Irrigon who was
supposed to be have been in
contact with him. The subject
called back and said he contacted
his daughter and everything was
okay.
-O regon State Police
received a report of a pickup with
a travel trailer driving 80+ mph
and passing other vehicles.
-MCSO received a report of
a vehicle stolen in December from
an 1-84 eastbound off-ramp. It
was determined the theft occurred
in LaGrande.
-O regon State Police
received a report from a caller he
was involved in a two-semi motor
vehicle accident. There were no
injuries but the road was partially
blocked.
-MCSO deputy cited Lisa
Kaylene Avina, 33, of Angwin,
CA for Violation o f the Basic
Rule, 77 mph in a 55 mph zone.
-MCSO, Irrigon ambulance
received a relayed message from
the Hermiston Police Dept, that
they had received a fourth party
call of a female with chest pains
in Irrigon.

Boardm an
Ambulance received a request for
an ambulance from a 91-year-old
female in Boardman who was
having heart problems, shortness
o f breath and was dizzy. The
patient was transported to Good
Shepherd M edical Center in
Hermiston.
-MCSO deputy arrested
David A llen Ryan, 34, for
Probable Cause charge of Theft
I. He was lodged at the Umatilla
County Jail.
-M CSO, Boardm an Fire
Dept, received a report of a fire
in the garbage container behind
C&D Restaurant in Boardman. It
was determined to be a controlled
bum.
Dec. 16: MCSO received a
report that John Eric Reddick II,
30, was cited for DUII (BAC
. 12 ).
-B oardm an Police Dept,
cited a male juvenile for Violation
of the Basic Rule, 50 mph in a
40-mph zone.
-MCSO, Boardman Police
Dept, received a report from the
Boardman Texaco of a possible
domestic situation involving two
males and one female. The parties
were separated.
-M CSO, Boardm an City
Crew, Boardman Fire Chief,
Cascade Gas Co. received two
reports from a callers in
Boardman that a w ater main
break had occurred and washed
out half of a road and there was
3" o f water. C ascade Gas
responded as there was a new
gas line in the area that may have
been damaged.
-MCSO deputy cited Clifford
Gary Olsen, 57, for Violation of
the Basic Rule, 72 mph in a 55-
mph zone.
-Oregon State Police Game
Dept, received a report from a
caller in Boardman that while at
the park he found a beaver that
had been stuck and was possibly
injured.
-MCSO received a report
from a caller in Boardman that
someone threw a beer bottle
through their window while they
were gone.
-MCSO received a report of
loud music at a residence in
Boardman.
-MCSO received a report
from a caller in Boardman of
hunters on property behind a
residential area, shooting toward
the houses and domestic animals.
-MCSO received a report
from a caller in Irrigon that a
vehicle that had been trespassing
tore up irrigation pipe the previous
night.
-MCSO received a report
from a caller in Irrigon that her
cat had been killed sometime the
previous night, possibly by a dog.
-MCSO received a report of
an audible alarm at a residence in
Boardman. It was determined all
was okay; the house was clear
and the alarm reset.
-MCSO received a report of
an alarm at the Irrigon Clinic. It
was determined all was okay; the
building was secure.
-MCSO received a report of
a brand-new mattress for a child’s
bed found on Highway 207.
-MCSO received a report
from a caller in Irrigon o f a
bicycle stolen som etim e the
previous night.
-MCSO received a report of
a fire alarm at Sam Boardman
Elementary School in Boardman.
It was a false alarm.

possible MIP party in Boardman.
There was no MIP party.
-MCSO received a report of
an unattended fire in Irrigon. It
was determined all was okay.
-MCSO deputy cited Joseph
Aaron Steinbruck for Violation of
the Basic Rule, 75 mph in a 55-
mph zone.

Dept, officers cited Richard
Marcelle Erevia for DUII (BAC
.16), Excessive N oise, No
O p erato r’s License and No
Insurance. The vehicle was
impounded.
-MCSO received a report of
information from a caller in Irrigon
who was to be evicted at midnight.

Heppner that a male subject left
his wallet at the store.

from a subject to file a complaint
against a neighbor for driving
recklessly in the neighborhood.
-MCSO received a request
for assistance from a male subject
who has a restraining order
against him but who wanted to go
to a residence and pick up
personal belongings.

-O regon State Police
received a report of a fully-loaded
semi that was disabled and
blocking the westbound lane of I-
84.
-MCSO, Boardman Police
Dept, received a report from a
caller in Irrigon that she was
being knocked down and thrown
out of the house. The phone call
was cut off.
-MCSO, Boardman Police
Dept, received a report of two
vehicles speed racing on Wilson
Road from the g o lf course.
Officers were unable to locate the
vehicles.
Jan. 3: MCSO received a
report that Isidrio Islas Sanchez
was cited for No O p erato r’s
License and No Insurance. The
vehicle was impounded.
-MCSO received a report
from the owner of a construction
company of the theft of additional
tools.

contact from a caller in Heppner
regarding an on-going dog
problem.
-Irrigon Fire Dept, received
a report of an illegal bum.
-MCSO received a report that
a boxer dog had been stolen. The
caller wanted the information
logged in case the dog was found.
-MCSO received a report of
two large strobe lights seen about
20 miles west o f the caller’s
residence. The caller was advised
they were possibly the w indmills
going up in Gilliam County.
-MCSO received a hang-up
911 call from Boardman. On
recontact, the person advised that
a number was misdialed.
-O regon State Police
received a report of a vehicle off
1-84 westbound with a female
subject attempting to wave down
vehicles.
-O regon State Police
received a report of a disabled
vehicle on 1-84 with a male
drivei. It may have been the same
vehicle as the previous report.
-MCSO, Boardman Police
Dept, received a request for a
welfare check on a woman the
caller had been unable to contact.
It was determined the resident
was not at home.
Jan. 4: M CSO, O regon
State Police, Boardman ambu­
lance received a report of a one-
vehicle rollover on 1-84 west­
bound. Hermiston ambulance
was dispatched. One subject
was injured. Hermiston ambu­
lance transported the patient.
-MCSO, Oregon State Po­
lice received a report of a motor
vehicle accident. It was a non­
injury, non-blocking accident.
-MCSO, Boardman Police
Dept, received a report from the
Boardman Texaco of a male sub­
ject who fueled his vehicle with­
out paying.
-Boardman Police Dept, of­
ficer cited Daniel James Daltoso,
35, for Failure to Renew.
-OSP, ODOT received report
of a large boulder in the middle
of the lane on 1-84.
-M CSO, H eppner Police
Dept, received a report from a
caller in Lexington that he is hav­
ing trouble with his tenant.
-MCSO, Hermiston Police
Dept, received a report from a
caller in Irrigon that her husband
had assaulted her the previous
night and took her vehicle. The
incident occurred in Hermiston.
-Boardman Police Dept, of­
ficer cited Joseph Ray Coyle, 22,
for Furnishing Alcohol to Minors.
-MCSO deputy cited a
Brittney A. Crist, 18, for No Op­
erator’s License and Failure to
Use Seatbelt.
-MCSO received a request
from Irrigon Sentry Market for a
deputy to stop by and pick up
nonsufficient funds checks.
-MCSO deputy cited Keith E.
Elward, 23, for Careless Driving.
-MCSO, Boardman Police
Dept, received a report from a
caller in Irrigon that her boyfriend
struck her with an axe. She did
not need m edical attention.
Patrick Joe, 36, was arrested for
Assault IV Domestic and Men­
acing. He was lodged at the
Umatilla County Jail with $ 12,000
bail.
-MCSO received a report
from a deputy of a suspicious ve­
hicle at the end of California Lane
in Irrigon.
-MCSO received a report of
an abandoned vehicle on High­
way 730 and Patterson Ferry
Road. It appeared as if the vehi­
cle was “hot wired.”
Jan. 5: MCSO deputy ar­
rested Kevin Martin, 19, on a
Morrow County warrant for Fail­
ure to Pay Fine/Driving while Li­
cense Suspended. He was
lodgedroofed
Jan. 6: Boardman Police
Dept, officer cited David
Hancock, 39, for DUII (BAC
.14).
-MCSO received a report
from a deputy of a subject trying
to elude on foot in Irrigon. Offic­
ers were unable to locate the sub­
ject.
-MCSO deputy gave a ride
to a female subject.
-M CSO, H eppner Police
Dept, received a report from a
caller in Heppner that the male
subject who had trespassed on his
property last night was back this
morning. While on the line, an of­
ficer received an additional call
advising of a possible domestic
situation in progress at the ad­
dress. William Jay Devin, 40, was
arrested for Criminal Trespass 1
(x2), and for w arrants from
LaGrande for Failure to Appear/
Driving while License Suspend­
ed and Failure to Appear/Desch.
Work Crew. He was lodged at the
Umatilla County Jail with $ 10,000
bail.
-MCSO received a request
for deputy contact from a caller
in Boardman regarding a restrain­
ing order and picking up his per­
sonal belongings.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman regarding
neighbors fighting and a female
“flipping out”.
-MCSO, Oregon State Police
received a report of a vehicle on
1-84 eastbound in the Boardman
area that was swerving all o v e r,
the road.

Dept, received a report from a
caller in Boardman that she heard
noises outside her residence. An
officer investigated.

Marilyn Jane Lienig, 49, for a
Washington warrant for Theft and
Trafficking in Stolen Property.
She was lodged at the Umatilla
County Jail with $50,000 bail.
-MCSO received a report
from a caller in Irrigon that two
horses that don’t belong to her
are in her pasture.
-Boardman Police Dept, re­
ceived a report from a caller of a
vehicle that spun its tires and
threw gravel. The caller wanted
the driver warned not to do that.
-MCSO received a report
from lone o f a suspicious,
scruffy-looking male driving a
dark-colored vehicle.
-MCSO, Oregon State Police
received a report from a caller at
the Boardman Texaco that a ve­
hicle drove off without paying for
$10 of gasoline.
-Heppner Police Dept, re­
ceived a request for officer con­
tact in Heppner regarding a male
subject going to the caller’s house
after he was asked not to.
-MCSO deputies arrested
Delfino Juarado Jimenez, 38, on
an Irrigon Justice Court warrant
for Failure to Appear/Driving
while License Suspended and
Driving Uninsured, and cited for
Driving while License Suspend­
ed and Driving Uninsured. He
was lodged at the Umatilla County
Jail with $6,000 bail.

Dept, received a request for of­
ficer contact in Heppner regard­
ing the welfare of a male subject.
-MCSO received a report
from a caller in lone that his ex-
wife had called him two more
times that night. He related that
there is a restraining order against
her.
