Dismissed without recognition
To the Editor:
One of our county's planning
board positions came up for re­
newal or reappointment recently
and our county court chose not to
reappoint
Marvin
Padberg
Marvin has served for 16 years. 1
am of the opinion that is long
enough to serve on any board. It
is good to allow other people to
participate in the planning proc­
ess and congratulations go out to
Anne Morter. 1 am sure she will
do a good job.
However, this letter is not
about who is or who is not on the
planning board, but how Marvin
found out he had been replaced.
It seems to me the court didn’t
have the stomach to notify him.
The December meeting was
about to close and Marvin asked
if he had been reappointed only
to be told he had been replaced.
Marvin was dismissed without
recognition or even acknowl­
edgement of his service through­
out the years. How embarrassing.
Why didn’t the court notify him?
I also understand all three
county court members were pre­
sent at the December meeting,
which was a first in a long time. I
wonder why?
The court had an opportunity
to redeem themselves when
Doris Brosnan had a piece in the
paper stating Anne Morter had
been appointed to the planning
board. Any mention of Marvin’s
service? No.
I only hope the other plan­
ning board members visit with
our county court about the inci­
dent.
I would be interested to have
a response to this letter, if I have
my facts wrong.

Column could make NY Times
To the Editor
Ha, ha, ha, I see the humorist
was back again in the Jan. 9 Ga­
zette-Times with another one of
his little funnies. Looks like he
did quite a bit of research on this
one. This might indicate he is
trying to impress the good editor
in hopes he will be asked to do
the weekly humor column. I
think if he keeps up the good
work, he will step out of his front
door some morning to find ESPN
and ABC both set up in his front
yard. Then his humor column
might just end up in the New
York Times.
P.S.-If motorcycles are li­
censed, ATVs should also be li­
censed.

To the Editor:
I recently visited relatives in
Salem and saw the 12/26 issue of
the Gazette-Times. I found sev­
eral interesting items that
brought back memories of the
years we spent in Heppner.
I remember that July in 1938
when I arrived at the CCC camp
from Western Oregon. It was so
different that I was ready to leave
as soon as possible. But I learned
to love the place, found my wife
there, and stayed seven years.
Following my two years at the
Camp, I worked for Case Furni­
ture, for the post office and as
Sheriff pro tern from 1942 to
1945, while Sheriff Bauman was
in the Navy Shore Patrol. I also
served as Scoutmaster for the
Boy Scout troop
An item awhile back in the
East Oregonian mentioned the
plans for the centennial for the
courthouse which was built in
1902. I hope to attend if there
will be an observance. I will
watch your publication for in­
formation.
Since leaving Heppner in
November 1945, my wife and I
Morrow County District
Attorney David C. Allen has
released the following report:
-Felix Reyes Garcia
plead guilty to Menacing, a Class
A misdemeanor, and was
sentenced to 90 days in jail,
suspended on the condition that
he
successfully
complete
probation conditions, and 12
months bench probation. He was
also ordered to have no contact
with the victim, obtain a mental
health evaluation, follow any
recommended treatment and pay
$339 in fines, fees and
assessments.
Kevin Haskell Bond was
found in violation of his
probation and his probation was
revoked and reinstated. His
probation was extended for 18
months and he was ordered to
complete 80 hours of community
service, serve five days in the
Morrow County Jail, report to the
Department of Corrections,
Parole and Probation and appear
at a review hearing to review
misdemeanor treatment status

To the Editor:
Sitting at the Christmas con­
cert of my young son with my
family, we greatly appreciated
the heritage of our old school and
gymnasium that we have in
Heppner. The stories that the
walls could tell...
Not only did I go to school in
the buildings, but also my hus­
band, his father and his father’s
father. Our family has a photo­
graph of a school photo taken
some time in the 1920’s. We only
know two of the people that are
pictured, Jerry Brosnan and Paul
Hisler, Sr., but this shows how
rich our history is. The two peo­
ple in the photo have since left
us, but they have left us with
many memories that can never be
replaced.
There is discussion of these
buildings being tom down, only
to be replaced with new struc­
tures. Are we going to let this
happen? These buildings are a
part of Heppner; they have with­
stood the hundreds and thousands
of footsteps that have gone up
and down the stairs that still exist
today after 80-plus years.
We have a similar building
located in Morrow County that
was closed several years ago,
making office space available for
our school system. This building
was not tom down or con­
demned, we renewed an existing
resource, why can’t we do the
same here?
Whose choice was this to
build a new gym, and whose
choice was it to place it at a dif­
ferent location? The school sys­
tem is talking about the shortage
of children, and not the least,
shortage of funds. We let our
teachers go, with a large impact
to our children. Concentrate on
the job at hand, our children. Not
who has the biggest and best
of...
Why build something new
when we can "recycle" what we
already have? We owe this to
Heppner to keep our history. This
building is older that those of you
who want to tear it down. I hope
that the Historical Society will
step in and research the historical
factor of these two buildings.
Please, let’s not take the loss
of these buildings so lightly,
there are other options available.
Let us take a look at these op­
tions, and make our decisions
wisely.

County Court hears Unocal property proposal
At the January 9 meeting of
the Morrow County Commis­
sioners, Heppner Mayor Bob
Jepsen and Larry Mills, member
of the Morrow County Museum
Commission, presented a pro­
posal for the Unocal property,
now owned by the city. They re­
minded the commissioners that a
previous Court had agreed to
help the city in development of
the property, if it should gam
ownership.
Jepsen reported a commit­
ment from the Oregon National
Guard for construction plans and
work on the property, which is to
become a display area and park
that will tie into the memorial
area and the museum. He and
Mills provided some details on
the preliminary work by the city,
specifics of the planned project,
and the agreements between the
city and the museum concerning
finances and responsibilities.
They explained the needs they
hope the county can help with,
and the Court agreed to further
study the project and the re­
quests.
County counsel Bill Hanlon
and planning director Tamra
Mabbott reported that they con­
tinue work on the language of the
Farm Exempt Permit agreement,
which should be drafted by the
next Court session. They also
reported their discussion about
hiring a contract attorney for the
speedway project, who would
review applications and provide
guidance in the event of dis­
agreements. Commissioner Dan
Brosnan noted that Oregon Mo­
tor Speedway would provide fi­
nancing for the position, and Port
of Morrow economic develop­
ment specialist Martin Davis said
that the port is willing to assist.
Hanlon explained the need for an
agreement between the port and
the county and between the
county and the attorney.
Director of Children and
Families Commission Barbara
Hayes reported the completion of
phase II of that commission’s
comprehensive plan, adding that
three department heads have yet
to complete readings of their
chapters and make changes if
needed. Additional portions to
phase II will need to be accom­
plished later, she reported. The
court approved the phase II plan.
Public Works director Burke
O'Brien reported that the crew
was working to correct a drain­
age problem on Bunker Hill
Road and continues work on the
Valby Road project. He reported
on permission granted in 1954 by
the Department of the Air Force
for a road or street on the
Boardman Bombing Range. He
noted that the agreement is not
typical, and the Court will need
to acquire a proper easement in
order to include the utility com-
dors on both sides of the road.
Judge Terry Tallman agreed to
contact Senator Gordon Smith's
office, and O'Brien agreed to
contact the Navy.
Other actions of the Court:
-approval of a plat map for
Meadows Addition, with a replat
of lots 16 and 17;
-approval of the order initiat­
ing the annexation of some terri­
tory into the Boardman Rural
Fire Protection District and
scheduling of a public hearing
for Feb. 20 at 10 a.m. at the
Boardman Annex on any other
adjoining lands considered for
addition;
-approval of the domestic
violence grant renewal applica­
tion;
-approval of a permit for a
driveway approach onto Colum­
bia in Irrigon, a permit to Cen-
turyTel for a line near Liberty
School Road, a permit to Colum­
bia River Processing for installa­
tion of signs near Rippee Road;
-approval of the weed-
chemicals bid by Wilbur Ellis.

512, Marine Air Group 12, 1st
Marine Aircraft Wing, Marine
Corps Air Station, Iwakurii, Ja­
pan.

based on sustained superior job
performance and proficiency in ,
his designated specialty.
Blackman is a 1996 graduate
of Walla Walla Valley Academy
of College Place, WA, and joined
the Marine Corps in October
1997.
