Sheriff's Report
The M orrow C ounty S h e riff s
Office (M CSO) reports handling
the following business:
-MCSO received a report from
a caller that a vehicle hit a deer on
Highway 730. It was a non-injury,
non-blocking accident; a tow was
requested.
-MCSO received a hang-up 911
call from Lexington. It was
determined all was okay, the phone
was in a cooler next to a tree and
they were putting in a new hose.
Nov. 5: MCSO received a report
o f an employee who did not show
up for work which was not like him.
The employee showed up; he had
car problems.
-Oregon State Police received
a report from a caller who had rolled
his vehicle by the fish hatchery but
was okay. The vehicle was not
blocking traffic and the owner would
return later to rem ove it.
-M CSO received a request for
deputy contact regarding bad checks
at Brown's Truck Stop.
-M CSO received a report from
a caller at Brown's Auto that two
small children were riding a small
electric car down Highway 730
westbound/W est Second Street in
Irrigon. Another caller advised he
was with the children and would
wait until a deputy arrived. The caller
then advised that the children's father
had shown up and picked up the
boys.
-M CSO received a report o f a
panic alarm at a residence in Imgon.
It was a false alarm.
-M CSO received a request for
a deputy contact regarding an assault
that occurred three hours ago. No
medical attention was needed.
-M CSO received a request for
deputy contact at Boardman Foods
regarding a suspicious fax they
received from Nigeria.
-M CSO received a report from
a caller in Boardman that she wanted
to call her father and to go home.
The caller’s husband explained she
has Alzheim er's.
-Boardman Police Dept, officer
cited W illiam Thom as Kennedy,
33, for Failure to Obey Traffic
Control Device and No Insurance.
The vehicle was towed.
-Boardman Police Department
received a call concerning a "party

report o f a fire alarm at a residence
in Irrigon. It was determined to be
a false alarm.
-Oregon State Police reported
a hold-up alarm going o ff in a
building again, for the third time
that day.
-Heppner Police Dept, received
a request for contact regarding a dog
that attacked another dog near the
ODO T shop.
-M CSO received a request for
deputy contact in Boardman
regarding several stray dogs
threatening the caller's goat.
-Boardman Police Dept, officer
reported that citizens caught a male
suspect breaking into a car at the
Sandpiper Inn parking lot. The
citizens took the suspect's wallet to
the police dept, and the suspect came
in to get it.
-M CSO, Oregon State Police
received a report from a caller in
Irrigon that a white-faced cow was
looking in her window.
-M CSO received reports o f the
sky being red. The Northern Lights
were visible.
-MCSO deputy cited J. Antonio
M ejia-Nava, 27, for Violation o f
the Basic Rule, 78 mph in a 55 mph
zone.
MCSO received a report o f an
office unnal at the Port o f Morrow
overflowing. The number o f the Port
m anager was provided.
Nov. 6: MCSO deputy arrested
Shawn Faye Hahn, 31, on a Morrow
County Circuit Court warrant for
Grand Jury Indictment for Possession
of a Controlled Substance- B Felony.
Hahn was lodged at the U m atilla
County Jail with $20,000 bail.
-M CSO received a report that
Toby Dale Rodriguez, 30, was
arrested on a Morrow County Circuit
C ourt w arrant for Failure to
Appear/Criminal Trespass II and
Failure to Appear/Attempt to Elude
by Vehicle and on Foot, Criminal
M ischief II and Driving while
License Suspended/Eluding. He was
lodged at the Umatilla County Jail
with $20,000 bail.
-M CSO received a report o f an
alarm activation at Kegler's Market
in Irrigon. There was no signs o f
entry and no window breakage. All
appeared okay.
-MCSO received a report from
Mid-Columbia Bus Co. that a Honda
Prelude passed a school bus and was
driving on a double line around
curves on Highway 74.
-MCSO, Heppner Police Dept,
received a report from the Lexington
Cenex station o f a suspicious vehicle.
It was confirmed the vehicle was
at the DMV and all was okay.
- Boardman Police Dept, received
a report from a caller in Boardman
that her purse was stolen from her
vehicle about 10-15 minutes earlier.
-MCSO, USFS received a report
from Anson Wright Park o f a fire
on both sides of the road on Highway
207-Spray. USFS advised that it was
a prescribed bum.
-MCSO received a request for
deputy contact at Pioneer Memorial
Hospital in Heppner concerning an
issue at the Im gon Clinic.
-MCSO received a request for
deputy contact in lone regarding an
occurrence in August; the caller
wanted to press charges.
-MCSO received a request for
deputy contact at A.C. Houghton
Elem entary School in Irrigon
regarding the theft o f skates.
-MCSO received a hang-up 911
call from the Riverfront Lodge in
Boardman. It was determ ined all
was okay; the phone company was
working on the phone.
-MCSO received a report o f a
burglary ip Boardm an. .
-Boardman Police Dept, officer
cited Oscar R. Cota, 21, for Improper
Exhaust.
-Heppner Police Dept, received
a report from a caller in Heppner
that a gun that had been taken from
her residence was found in the yard,
It possibly happened the previous
day.
-Oregon State Police received
a report from a caller on 1-84 that
a Chevy Cavalier was "playing
games" with a semi-truck.
-Oregon State Police received
a report o f a bull elk shot and left
on Wilson Prairie off USFS 2128
road.
-MCSO received a report from
Oasis RV Park in Imgon o f a theft
o f money from renters.
Nov. 7: MCSO received a report
o f an audible alarm at Kegler's
Sentry. The owner asked the alarm
to be turned off; he also said some
new graphics in the building were
setting the alarm off.
-MCSO, Boardman Police Dept,
received a request for an officer to
drive by a business in Boardman.
The caller said that some people in
the parking lot looked suspicious.
-Boardman Police Dept, officer
cited Gabnel Gutierrez Landin, 34,
for Violation o f the Basic Rule, 54
mph in a 40 mph zone.
-Heppner Police Dept, received
a report o f an alarm activation at
Les Schwab in Heppner It was
advised that the alarm was
accidentally set o ff through a
keyboard malfunction.
-MCSO, USFS received a report
o f a fire in the area o f USFS roads
5311 and 5308. Ukiah Ranger
Station and Central Oregon Dispatch
were contacted.
-MCSO deputy advised he would
be out tagging a disabled vehicle
for removal.
-Heppner Police and Fire depts.
received a report from a caller in
Heppner of smoke coming from her
basement. It was the furnace.
-MCSO received a report from
Imgon Moose Lodge o f a break-in
at the lodge sometime the previous
night.
-MCSO received a report from
lone o f a em ployee situation.
-MCSO received a request for
deputy contact from a caller
regarding vehicle title questions.
-Boardman Police Dept, officer
arrested Martha Ann Davis, 45, on
an Imgon Justice Court warrant for
Failure to Pay F'ine/Permitting Dog
to Run at Large. She was released
with $36 bail.
-M CSO deputy cited Thomas
Charles Waddell o f Plermiston for
Driving while License Suspended-
Infraction.
-Boardman Police Dept, officer
cited Shawn Leroy Creek, 27, o f
Umatilla for Switched Plates, Dnving
while License Suspended-Infraction
and No Insurance. His vehicle was
impounded.
-MCSO received a report o f a
vehicle that appeared abandoned
on Tower Road. The caller thought
that the same type o f vehicle had
been used in an armed robbery in
The Dalles. The vehicle was checked;
it was a different vehicle.
-Boardman
Police
Dept.,
Boardman Am bulance received a
report o f a single m otor vehicle
accident in Boardman. An officer
and the ambulance were unable to
locate the accident.
-M CSO, Oregon State Police
received a report o f an abandoned
911 call from Columbia Junior High
School in Irrigon. There did not
appear to be anyone with an
emergency.
-MCSO received a report o f a
speeder going 90+ mph on Highway
74 headed to Heppner.
-MCSO. Boardman Police Dept,
received a report from the C&D
Drive-In in Boardm an that they
possibly received a counterfeit $ 100
bill. The custom er was still at the
location at the tim e o f the report.
-MCSO received a report from
the Hermiston Police Dept, that
Garrett Wilhelm. 23, was arrested
on a Heppner Justice Court warrant
for Failure to Pay Fine/Resisting
Arrest.
-MCSO, Oregon State Police,
Boardman Police Dept, received
a report o f a vehicle going westbound
in the eastbound lane o f 1-84. All
units wfcre unable to locate the
vehicle.
-MCSO, Boardman Police Dept,
received a report o f a body wrapped
in a blanket on NE Columbia Road
near the Port o f Morrow. A folded
tarp was located on the side o f the
road; no body was found.
-M CSO received a request for
deputy contact regarding a barking
dog in Irrigon.
-MCSO received a request for
deputy contact in Boardman
regarding semi-trucks parked near
the Riverview Motel with their
engines running.
-MCSO received an abandoned
911 call from the Riverfront Lodge
in Boardman. On recontact, it was
determ ined all was okay.
-MCSO. Boardman Police Dept,
received a report o f a possible
burglary in progress in Boardman.
Units were unable to locate anyone.
Nov. 8: MCSO received a report
o f a dog found on Highway 74
outside o f lone north. The dog was
a four-six month old female with
a purple collar.
-MCSO received a report from
the Herm iston Police Dept, that
Kevin Daniel Helzer, 33, was
arrested on an Imgon Justice Court
warrant for Failure to Pay

Suspended and Dnving Uninsured.
He was released with $773 bail.
-MCSO received a request for
deputy contact in Boardman
regarding a suspicious package at
the caller's mailbox.
-Boardman Police Dept, officer
cited Miguel Angel M orales-
Pacheco, 38, for No Operator's
License.
-MCSO received a request for
deputy contact at the Columbia
Middle School in Imgon regarding
a student who took a $15 item. It
was requested the student be cited.
The juvenile was cited for Theft III.
-MCSO received a report o f
painting done to a building at the
Boardman Airport.
-MCSO received a report from
a caller in lone who wanted to get
a vehicle back from his wife. The
vehicle is in both their names, but
a restraining order was involved.
The caller was advised it was a civil
matter and if there was a violation
o f the restraining order he could
possibly be arrested.
-Boardman Police Dept, officer
cited Gerardo Villegas-Salazar, 19,
for Driving while License Suspended
Violation and No Insurance. He was
cited and released with $6,000 bail.
-Boardman Police Dept, officer
arrested a 20- year old female subject
on an Im gon Justice Court warrant
for Failure to Appear/Driving while
License Suspended.
-MCSO received a report o f an
audible alarm at the Imgon Learning
Center.
-M CSO received a report from
a caller in Im gon that a suspicious
male in a motor home stopped at
her residence and stated he had her
son. The subject left but continued
to drive by her residence. He didn't
have her son.
-Boardm an Police Dept, cited
Brian James Marple, 19, tor Failure
to Obey Traffic Control Device.
-MCSO, Oregon Police Dept.,
ODOT, Heppner Rescue, Heppner
Ambulance, Lexington Ambulance
received a report o f a vehicle on its
top on Highway 207 ju st outside
the Bombing Range. Guard rails
were damaged. No one appeared
to be by the vehicle.
-M CSO, Oregon State Police
received a report o f a dead deer on
1-84.
-MCSO received a report from
the Hermiston Police Dept, that
Michael Tipton, 41, was arrested
on an Imgon Justice Court warrant
for Failure to Appear/Theft II with
$6,000 bail.
-MCSO received a report o f a
possible DUII on Highway 730
westbound. A vehicle was all over
the road.
Nov. 9: MCSO. Oregon State
Police received a report of an
overdue motonst. The female subject
left Walla Walla, WA„ en route to
Biggs, but hadn't am ved there yet.
The caller was advised the subject
had broken down near Boardman
and had just left there en route to
Biggs.
-MCSO received a report o f a
vehicle in Im gon with its back
window broken out. Upon making
contact with the owner, it was
determined that someone had
attempted to take the vehicle.
-MCSO received a report from
Pendleton Police Dept, that Jason
Cook, 23, was arrested on a Heppner
Justice Court warrant for Failure
to Pay Fine/Harassment. He was
cited and released.
-Boardman Police Dept, received
a report o f a suspicious vehicle
parked near the Boardman Catholic
Church.
-MCSO received a report o f a
vehicle broken into and a stereo taken
in Imgon. A juvenile was cited for
Curfew Violation, Unauthorized
Entry o f a Motor Vehicle and Theft
II.
-M CSO, Oregon State Police
received a report from a caller that
a one ton dually Ford cut him o ff
and alm ost took o ff his bumper.
-MCSO received a report from
a caller in Imgon that her truck was
broken into. M oney, Rayban
sunglasses and a stereo were taken.
-MCSO received a report o f a
cow standing in the middle o f
Highway 730. The caller said it was
very foggy also. The owner was
contacted.
-MCSO received a request for
deputy contact regarding the caller's
father's estate.
-MCSO received a report o f a
runaway from Boardman. The person
was last seen the previous night.
-MCSO received a report from
a caller in Boardman that someone
ran over his mailbox.
-MCSO, Boardman Police Dept,
received a report o f a male juvenile
acting suspicious around her
residence in Boardman. Thejuvenile
left and went to another residence.
-M CSO received a report o f a
front entrance burglar alarm at A.C.
Houghton Elem entary School in
Im gon
-MCSO received a report o f a
person in a vehicle on the canal road
between Paul Smith and Peters that
was possibly dealing in drugs. Jose
Reynosa-Toscano, 27, o f Boardman.
was arrested on charges o f Possession
o f a Controlled Substance, Delivery
ofa Controlled Substance, Criminal
Possession o f a Forged Instrument.
Child Neglect (x2). Endangering
the Welfare ofa Minor (x2). He was
lodged at the Umatilla County Jail
-Im g o n Fire Dept, received a
request to respond to an illegal bum
in Im gon.
-M CSO received a report from
a caller in Imgon that his truck had
been broken into and several items
stolen.
-Heppner Police Dept, received
a report from a caller in Heppner
that someone broke into his residence
and stole items and money.
-M CSO deputy cited Rebecca
Williams for Violation o f the Basic
Rule, 75 mph in a 55 mph zone.
-MCSO received a report from
a caller in Imgon that her neighbor's
dog was trying to get into her chicken
coop. William Herbert Prosser was
cited for M aintaining a Dog as a
Public Nuisance.
Nov. 10: MCSO, Oregon State
Police received report o f a truck
and three cars drag-racing on Hinton
Creek Road doing 100+ mph.
-Boardman Police Dept, officers
cited Roque Rosales Vazquez, 56,
for DUII (with a BAC o f .10) and
the vehicle impounded.
-MCSO received a report o f a
vehicle driving all over the road
between Third Street and Highway
730. Deputies were unable to locate
the vehicle.
-MCSO received a report from
a caller in Imgon that her boyfriend
had hit her on the back o f the head.
The caller requested deputy contact.
-MCSO, Boardman Police Dept..
Boardman ambulance received a
911 hang-up call from Boardman.
On call-back, there was just static,
then a busy signal. Units went to
the residence and the ambulance
put on standby. It was determined
that a female subject's phone had
"died and automatically called 911;
all was okay and she was Fine.
-MCSO received a report that
Oregon State Police arrested Julian
Velasco-Robles, 20, on a Morrow
County warrant for Failure to Pay
Fine/Dnving
while
License
Suspended Infraction-and Dri vmg
Uninsured. The subject was lodged
at the Umatilla County Jail with $761
bail.
-Boardman Police Dept, officer
cited Tony Ramon Sepulveda for
Driving While License Suspended
Infraction/Dnving Uninsured. The
vehicle was towed.
-MCSO received a report o f
vandalism done to a vehicle. The
front tire was flattened, the light on
the roof and a m irror broken and
the stereo stolen.
-MCSO received a report from
a caller in Im gon o f a Honda 4-
wheeler stolen. It was last seen the
previous day.
