Ag board to
meet in Tigard
The role o f Oregon's 29
commodity commissions highlights
the agenda as the State Board of
Agriculture holds its quarterly
meeting in Tigard on Dec. 5-6.
On day one of the two-day
meeting, the 10-member board will
be updated on commodity
commission
rules
and
accomplishments. Representatives
of vanous commissions are expected
to take part in the discussion.
On day two, the agenda includes
an update on the statewide pesticide
use reporting system and the
implementation o f new rules for
animal feeding operations (CAFOs
and AFOs). The board will also be
asked to recommend approval of
a water quality plan and rules for
the Molalla- Pudding-French Praine-
North Santiam Agricultural Water
Quality Management Area, which
impacts
landowners
and
agriculturalists in Marion and
southwest Clackamas counties.
The board meeting begins at 1:30
p.m. on Wednesday, Dec. 5, at the
Embassy Suites, 9000 S.W.
Washington Square Rd., in Tigard,
and will resume at 8:30 a.m. on
Thursday, Dec. 6. The meeting is
open to the public.

Department is proposing to issue
a Water Pollution Control Facilities
(WPCF) permit to operate a CAFO
wastewater treatment and disposal
system on agricultural land in
Morrow County.
WHO IS AFFECTED: Persons
who reside downstream and in the
vicinity of the M & P Holdings LLC
dairy site.
NEED FOR PERMIT: This
permit is required by Oregon
Revised Statute (ORS) 468B.050
and by ORS 468B.200 et seq.
DESCRIPTIO N
OF
DISCHARGES: M & P Holdings
LLC will generate wastewater from
dairy animal confinement and milk
production. M & P Holdings LLC
proposes to beneficially land-apply
the wastewater on agricultural crops.
SPECIAL CONDITIONS: The
proposed permit requires M & P
Holdings LLC to provide a
hydrogeologic characterization
accomplished and signed by a
qualified individual at least 90 days
prior to placing the wastewater
handling system into service. The
results of this characterization will
determine a (uture course of action.
There are other conditions related
to operating and modifying the
wastewater treatment and disposal
system.
COMPLIANCE HISTORY: The
facility has not received any water
quality related Notices of
Noncompliance (NONs). The
Department has no records of any
water quality related complaints.

lone youth to advance to Eagle Scout
Jeff Hunt
Sixteen-year-old Jeff Hunt will
advance in rank to Eagle Scout
during an Eagle Scout Court of
Honor ceremony on Sunday, Dec.
Dec. 2, at 3 p.m. at the lone United
Church o f Christ.
Jeff is a member of Troop # 679
in Hermiston, which is sponsored
by Our Lady O f Angels Catholic
Church, and led by Scoutmaster
Larry Ross.
All are welcome to attend.
Jeffbegan in the scouting program
as a Cub Scout in the second grade
at Highland Hills Elementary School
in Hermiston. He progressed through
the years to the top rank in Cub
Scouts to become a Webelo (a word
taken from the phrase, "We'll Be
Loyal Scouts"). While a Webelo,
Jeff earned the Arrow o f Light
Award. It is Cub Scouts' highest
award and is the only Cub Scout
badge that can be worn on the Boy
Scout uniform.
Jeff bridged from Cub Scouts
to Boy Scouts in the spnng of 1997.

Who's Who, published by
Educational Communications, Inc.,
Lake Forest, Illinois, is the largest
recognition program and publication
in the nation honoring high achieving
high school students, according to
a news release. Students are
nominated by high school principals
and guidance counselors, national
youth groups, churches and
educational organizations based upon
students' academic achievement and
involvement in extracurricular
activities. Traditionally„99 percent
of Who's Who students have a grade
point average of'B' or better and
97 percent are college bound.
The 35th Annual Edition ofWho's
Who Among American High School
Students, 2000-2001, published in
18 regional volumes, features over
750.000 students or just five percent
o f the nation's 15,000,000 high
school students. They represent
approximately 20,000 of the 24,000
public, private and parochial high
schools in the country.
Who's Who students also compete
for $200,000 in scholarship awards
and participate in the publication's
Annual Survey of High Achievers,
an annual opinion poll of teen
attitudes. The book is distributed
on a complimentary basis to up to
15.000 high schools, colleges,
universities and public libraries
throughout the country.
Ag forum planned for
gubernatorial candidates
Two members of the Oregon
Agriculture Board and the Oregon
Wheat Growers League will host
a forum for Oregon gubernatorial
candidates on Wednesday, Dec. 5,
from 9 a.m. tonoon, in conjunction
with the OWGL annual meeting in
Tigard.
Rick Gustafson, executive director
of the Oregon Garden, and Mamie
Anderson, Morrow County wheat
grower, have invited all 10
candidates and all but one have
indicated that they will be attending.
Anderson, chair of the state ag board,
and
Gustafson,
consumer
representative on the board, said each
candidate will be given a significant
issue facing Oregon agriculture and
will have time to confer with advisors
at the forum and give responses.
The forum will start at 9 a.m. with
a panel-audience discussion on key
issues facing agriculture in Oregon.
Mike Thome, former state senator
and former Port of Portland manager.
Mike Forrester, publisher of Capital
Press, and Dean Thayne Dutson of
Oregon State University's College
of Agriculture, will lead the panel
discussion. Each candidate will then
be given a significant issue facing
Oregon agriculture and time to
develop a response. While the
candidates are preparing their
response the panel will present a
follow up to the Oregon State
University/Oregon Department of
Agriculture's Foundations for the
Future session held in Corvallis
earlier this year.
Notices about the forum, which
will be held in the Embassy Suites
Hotel, Washington Square, Tigard,
have been sent to all the commodity
commissions and agriculture
associations, according to a news
release. Everyone in agriculture and
agricultural-related industries is
invited to attend.

Wheat Commission plans meeting
The Oregon Wheat Commission,
in conjunction with Washington and
Idaho wheat commissions, will hold
a regular meeting on Thursday, Nov.
29, at the Spokane Airport Ramada
Hotel, Empire Room, 8909 Airport
Road. Spòkane, Washington at 8
a.m. Dress is business casual.
The commission will also hold
a regular meeting on Sunday, Dec.
2. at the Embassy Suites Hotel, 9000
S.W. Washington Square Road,
Tigard. The executive session will
begin at 3 p.m. and the open session
will begin immediately following.
The meeting location is accessible
to persons with disabilities.
The commission meeting is open
to the public.
moved from Hermiston to lone where
Jeffs dad Gary, teaches middle
school science, his mom Becky, is
a substitute teacher, and his sister
Miranda, is a seventh grader at lone
Middle School.
Jeff is a sophomore at lone High
School where he is a member of the
International Club, Future Business
Leader's of America, and Oregon
Students for Safety on the Move.
He plays basketball and tennis, is
a 4-H youth leader, a member of
Northwest Herpetology Keeper's
Association, a youth deacon at the
lone United Church of Christ, and
a member of the lone Ecumenical
Youth Group.
After completing all of the other
requirements for Eagle Scout rank,
including earning 32 merit badges,
for Jeffs Eagle Scout project, he
chose to improve the horseshoe pits
for the city of lone. The horseshoe
pits are used by the community
during the 4th of July celebration,
by vanous PE classes, and of course,
by anyone wanting to play
horseshoes.
After a presentation to the lone
City Council and gaining their
approval, Jeffbegan fund raising.
Various groups and individuals
eventually raised the total amount
to over $1000. With help from the
boys in Jeffs troop, working two
different workdays, decorative
benches, surrounded by bark, trees,
bushes and a commemorative sign,
were installed for a new look at the
lone horseshoe pits.
After Jeff receives his new rank,
he plans to continue in Scouts,
traveling to Hermiston on Monday
nights for troop meetings where he
is the current Senior Patrol Leader.
Ione girl wins all-around
Tracy Griffith of lone received
the Senior Girls All-Around Cowgirl
Award for the 2001 season at the
Cayuse Jr. Rodeo Awards Banquet
in Centerville, Washington, on Nov.
18.
An award is earned by the high
point cowgirl and cowboy in each
division with the most points
accumulated for the year in rodeos
held in Southeast Washington and
Northeast Oregon.
For her efforts Tracy brought
home a trophy buckle and the Becky
Shockley Memorial Trophy. Tracy
placed second in the team roping,
second in the ribbon roping, third
in the barrel racing, sixth in the
breakaway roping, seventh in the
pole bending and 10th in goat tying.
Other local Morrow County
contestants were:
-Emily Rietmann o f lone who
finished an outstanding season as
the CJRA PeeWee Girls Champion
Pole Bender. Emily also competed
in the barrel racing and goat typing.
-Mary Hays of Heppner in the
PeeWee Girls Division who finished
fourth in the barrel racing and 11th
in goat tying. Mary also competed
in the pole bending.
-Jenny Griffith in the Junior Girls
Division who placed fourth in the
ribbon roping, sixth in the pole
bending, seventh in the goat tying
and ninth in the barrel racing. Jenny
also competed in the team roping
and the breakaway roping.
-Ann Shear of lone, who is now
competing for the National Amencan
University Rodeo Team in Rapid
City, South Dakota, finished 10th
in the breakaway roping. Ann also
competed in the barrel racing and
pole bending.
