15-12, on Tuesday, October 23.
M egan M cCabe served seven
consecutive points in the first game,
allowing the Cardinals to lead the
Cougars, 7-0.
Megan McCabe led the team with
a perfect service game, nine points
scored, four aces, one kill, one hit
and four set assists. Emily Key scored
four points, one ace, accepted two
serves and delivered four set assists.
Barbara Holland scored four points
and received two serves. Kim Moms
scored three points, accepted three
serves, and delivered one kill.
Sara Peck scored three points,
two aces, four passes, one kill and

Heppner city hall/library building
has been supplied by a panel o f six
citizens formed to oversee questions
and answers regarding the proposed
city hall / library project. The panel
consists o f Judy Buschke, Patti
Prock. Gwen Healy, Marsha Sweek,
Bill Kuhn and C'yde Estes. Their
objective is to identify the proper
person to answer each question and
to see that the answers are presented
in an unbiased manner. Questions
may be sent, anonymously, to
Heppner City Hall, P.O. Box 756,
Heppner or e-mail them directly
to Cyde Estes at cydoa centurytel .net.

if desired, or can be printed with
the question. The questions will not
be edited.)
1. Is it true that Hayden Family
Dentistry group expressed an interest
in purchasing the property and was
discouraged by city officials from
purchasing? If true please explain
why city officials would deny an
opportunity to increase needed tax
revenue?
Answer: Hayden Family Dentistry
did inquire into purchasing the lot.
The city• did not discourage them
but rather informed them that the
city had intended to use the site fo r
a new city hall. They were asked
to make an offer fo r consideration
o f city council, and no offer was
submitted. -Heppner City Manager

that the new city hall would provide
space for conferences, weddings,
meetings, etc. Isn’t there sufficient
capacity for these same type events
available right across the street at
the Elks Lodge?

availability o f conference and
meeting space and presented these
results. Some o f the fa cilities are
offered to the com m unity at no
charge. The Bank o f Eastern Oregon
has a conference room. Columbia
Basin has a conference room, the
Elks Club has two large rooms with
kitchen facilities, the Morrow County
Fair Annex has the hall and kitchen
facilities. St. Patrick s Senior Center
has a hall and kitchen facilities. All
o f the churches in Heppner (seven)
offer a meeting area with kitchen
facilities.
3. Is the city revenue down with
all the houses that are for sale in the
city and at least 200 less people since
the mill went down?
Answer: Revenue is projected
to be up slightly in the general fund
this year due to increased property
values. Water and sewer revenue
show a slight decline due, we believe,
to increased vacancies.
Although there has been a definite
loss o f population since the mill
closure, much o f the loss as shown
on the 2000 census, is due to
