Sheriff's Report
The Morrow County Sheriffs
Office (MCSO) reports handling
the following business:
-Boardman Police Dept received
a request for an officer contact
regarding an unwanted subject at
the campground in Boardman. The
male subject, who had a black dog
with him, was harassing park
employees.
-MCSO, Oregon State Police
received a report of a black sports
car spinning circles on Highway
730 in Irrigon.
-BPD requested backup while
out with a subject in Boardman.
-MCSO received a report o f an
audible alarm at Cascade Specialties.
-MCSO received a request for
a deputy contact from a caller in
Imgon regarding questions about
begin a suspect in a case.
-MCSO received a report that
Greg Monzo, 35, turned himself
in to the Clackamas County Jail on
a Morrow County Circuit Court
warrant for Unauthorized Use of
a Motor Vehicle. He posted bail
and was issued a court date.
-MCSO received a report from
a caller in Heppner that a female
subject was on his property and
locked the keys to his camper inside
the camper intentionally. He said
she also threw a bunch o f junk in
his yard.
-MCSO received a report o f a
brush fire south on Tower Road,
Boardman.
-Boardman Police Dept received
a report from a caller in Hood River
that he may have left a candle
burning in the manager's office o f
Frontier Trailer Court in Boardman.
An officer was unable to contact
anyone with a key. When he checked
through the windows o f the office,
he didn't see any smoke.
-Boardman Police Dept received
a report relayed through Hermiston
Police Dept, of a Pontiac that was
ovei;the yellow line and speeding
on Highway 730.
-MCSO, Oregon State Police,
Boardman Police Dept, received
a req u est/o r an ambulance for a
40-year-old female with a broken
leg in Boardman. The caller said
he and the female subject had been
fighting when the incident occured.
One patient was transported to Good
Shepherd Medical Center in
Hermiston.
July 31: MCSO, Boardman
Police Dept, received a report from
the Nomad in Boardman that a
customer hit another customer with
a bottle then left running behind
the Nomad. Walter Leon Olson,
Jr., 40, was arrested on Assault II.
He was also arrested on two Klamath
Falls Circuit Court warrants for
Failure to Appear II and Failure to
Appear/Assault IV, Harassment.
He was lodged at the Umatilla
County Jail with $15,000 bail. The
customer hit with the bottle did not
need medical attention.
-MCSO received a report from
Irrigon that someone dumped the
caller's flowers and turned on the
water faucets.
-MCSO received a report from
Irrigon that the caller's CD player
was stolen from her car the previous
Saturday.
-MCSO received a request for
deputy contact as an unwanted
individual was at the caller's
residence.
-MCSO received a report that
a cell phone was lost or stolen
approximately three days previous.
-Oregon State Police received
a report of a Chevy Tahoe speeding
85-90 mph on 1-84 eastbound, with
a baby in the front seat who was
not m a car seat.
-MCSO deputy cited Robert
Louis Vandecar HI, 22, for Failure
to Obey Traffic Control Device and
Failure to Wear Helmet.
-MCSO received a report that
a male subject stole a horse from
a female subject.
-Boardman Police Dept received
a 911 call from a child in Boardman
that a mean dog was outside the
residence. ,
-Boardman Police Dept received
a dropped 911 call from Boardman.
A young male voice said he was
sick and 15 years old, then hung
up. On recontact, a male subject
said everyone was fine. An officer
responded, everyone was okay.
-Boardman Police Dept received
a request for an officer contact
regarding a male subject trespassing
on Sandpiper Apts, property in
Boardman.
-Boardman Police Dept, officer
arrested Joshua Bruce Viscol, 22,
on a Michigan warrant for Fraud-
Insufficient Funds Check, and on
local charges for Possession of Less

than One Oz. Marijuana and
Criminal Trespass D. He was cited
and released on local charges.
-MCSO received a report of a
small car that was possibly on the
railroad tracks by 1-84 westbound.
One male was waving. Union Pacific
was advised of the situation. It was
determined the vehicle was not on
the railroad tracks.
-MCSO received a request from
a caller for deputy assistance in
picking up his belongings from the
Irrigon Annex. No deputy was
available; the caller was advised
to call back in a little while and
check in.
-MCSO received a request for
deputy contact from a subject in
Irrigon regarding his neighbor's
vicious dog that attacked his dog
that evening.
-Boardman Police Dept, received
a report from Boardman that adult
males harassed the caller and his
son and stole the son's shirt.
-MCSO, Oregon State Police
received a report of a possible
assault in progress in Irrigon. The
report was that an older male subject
was in a vehicle with a younger
female who was screaming. The
car may have been stuck in die sand.
-MCSO, Boardman Police Dept,
received a report o f several loud
juveniles sitting behind the caller’s
residence in Boardman. An officer
was unable to locate the juveniles.
-MCSO, Boardman Police Dept,
received a repeal of a burglar alarm
at the Port of Morrow Adminstrative
building. There was an open door,
but all was okay when checked.
Aug. 1: MCSO received a report
that someone stole fruit and a cash
register from a fruit stand at the
caller's residence in Irrigon.
-MCSO received a report that
the caller's vehicle in Irrigon was
broken into last night.
-MCSO received a request for
deputy contact in Irrigon regarding
the caller's neighbor who said she
verbally threatened her at her front
door.
-Heppner Police Dept, received
a request for deputy contact
regarding questions about a
restraining order.
-MCSO received a report that
people in Boardman were burning
in their bum barrel. The subject
called back and said the people were
now burning plastics.
-MCSO received a report from
a caller in Irrigon that she was
having problems with her neighbor's
dog and wanted to sign a complaint.
-Oregon State Police received
information about a subject who
had just left the Heppner DMV who
tried to get his CDL using a forged
Social Security card. Jorge Artuero
Ordaz-Vera, 27, was arrested for
Forgery I, Possession of Forged
Instrument and cited for False
Application for License, False
Swearing to Receive License. He
was lodged at the Umatilla County
Jail.
-MCSO received a report of loud
music coming from next door to
the caller's residence in Irrigon.
-MCSO, Irrigon ambulance
received a report of a adult female
in Irrigon who had overdosed on
Darvon. The ambulance call was
cancelled; the patient had already
been taken to Good Shepherd
Medical Center in Hermiston.
-MCSO received a report of an
illegal plastics bum in the West
Glenn Edition in Boardman.
-Irrigon Fire Dept, received a
report of a smell of smoke in Irrigon.
-MCSO received a request for
a deputy contact regarding a stray
dog in the Driftwood RV Park in
Boardman.
-MCSO received a request for
deputy contact in Boardman
regarding a male subject's location.
The caller thought he knew where
the subject was.
-MCSO received a request for
deputy contact concerning an
incident at the Nomad in Boardman
that had occurred a few days ago.
The caller wanted to bring charges
against the bartender working that
night.
-Heppner Police D ept received
a request to speak an officer about
an on-going problem in Heppner.
-MCSO received a report o f a
possibly intoxicated driver on 1-84
who was unable to maintain speed
or lane control. Gilliam County
Sheriffs Office was contacted.
Raymond Enrique Bnones, 50, was
arrested for DUII The vehicle was
towed. He was cited, released and
transported to a motel.
-MCSO, Boardman Fire Dept,
received a report from Wilson Road
Trailer Court in Boardman that an
unknown animal was in the park.
It was a two-foot iguana that had
gone up a tree. The iguana was

safely removed from the tree and
returned to its owner.
-MCSO received a report from
a caller in Boardman that her
vehicle, a Ford Tempo, had been
missing since the morning. It was
determined she signed the car over
to her boyfriend and the boyfriend's
son had the car.
-MCSO, Boardman Police Dept,
received a report of a burglar alarm
at
the

Administrative building. The door
was secured; all was okay.
-MCSO deputy cited Aaron
Powers, 21, o f Scio, for Driving
while License Suspended-I and
Exceeding M aximum Speed, 96
mph in a 55 mph zone.
-MCSO received a report that
a driver in a red Chevy pickup
flicked a cigarette out the vehicle
window near the county line on
Highway 730. A deputy was unable
to locate the vehicle.
Aug. 2: Heppner Police Dept,
received a report at 1:38 a.m. of
two subjects, possibly male juveniles
walking south on Riverside/Gale
streets towards the Catholic Church
in Heppner.
-MCSO received a report from
Milton-Freewater that David T.
Holland, 46, was arrested on
Heppner Justice Court charges for
Failure to Appear. He was lodged
at the Umatilla County Jail.
-MCSO received a request for
an extra patrol for an area in Irrigon.
The caller observed an older female
in a blue Chevy checking out
mailboxes.
-MCSO, Boardman Police Dept,
received a report from a caller in
Boardman that her car that had been
reported missing before had been
returned but now the man who
returned it was harassing her.
-Irrigon ambulance received a
report o f a 10 year old child at the
caller's residence in Irrigon with
a cut hand that was bleeding heavily.
The parents were contacted and the
child transported to the hospital by
private vehicle.
-MCSO received a report from
Irrigon that the caller’s 14 year old
daughter ran away.
-MCSO received a report of
several vehicles that were going
to be towed.
-MCSO deputy cited Nava
Gutierrez, 32, for Failure to Obey
Traffic Control Device and Failure
to Register Vehicle.
-MCSO, Oregon State Police
received a report that a van pulling
a trailer on Highway 730 westbound
lost part of its load on the roadway.
-Heppner Police Dept, received
a report that a male subject almost
hit the caller with his vehicle.
-MCSO received a report of tire
shreds on 1-84 at the Irrigon
westbound exit in both lanes that
were causing a traffic hazard.
-MCSO, Boardman Fire Dept,
received a report o f a grass fire by
1-84 eastbound. No structures or
power poles were threatened.
-MCSO, Boardman Police Dept,
Boardman ambulance received a
request for an ambulance for a 27-
year-old man with pain in his left
arm and who was vomiting. The
patient was transported to Good
Shepherd Medical Center in
Hermiston.
-MCSO received a request for
deputy contact regarding a
suspicious man watching children
in Irrigon.
-MCSO received a report of three
grade school children shooting BB

to locate the children.
