Sheriff's Report
The Morrow County Sheriff’s
Office (MCSO) reports handling
the following business:
-MCSO received a another repon
o f the missing 4-wheeler reported
earlier. It had been found in the
middle of Highway 206 two miles
from Shaniko.
July 29: MCSO received a report
from Oregon State Police that Robin
Cheryl Klein, 41, was arrested on
an Irrigon Justice Court warrant
for Failure to Appear/Giving False
Information to a Police Officer. She
was given a court date and released.
-Boardman Police Dept, officer
cited Arielle Felicia Cumbie, 20,
for DUD (BAC was .12). Her vehicle
was impounded.
-Heppner Police Dept, received
a report o f a vehicle parked behind
GD’s Restaurant in Heppner with
a person passed out at the steering
wheel.
-MCSO received a report from
the Multnomah County Sheriffs
Office that James Rodney Clement,
51, was arrested on a Morrow
• County Circuit Court warrant for
Parole Violation/ Possession of a
Controlled Substance, and for
• charges out o f Umatilla County.
He was lodged at the Multnomah
County Jail.
-Heppner Police Dept, received
a repot of a dog barking all the time
in Heppner. The caller wanted the
owner notified.
-MCSO received a report from
the city of Heppner that a female
brown german short-hair dog was
found.
-Boardman Police Dept, received
a report o f an Impala with four
juvenile males playing loud music.
Cesar Armando Gutierrez, 25, was
cited for Unreasonable Sound
Amplification.
-MCSO received a report o f a
black Ford pickup burning rubber
and throwing rocks in Irrigon.
-MCSO, Boardman Police Dept.,
Umatilla Electric received a report
from a caller in Boardman that the
electricity was out; his wife is on
oxygen and has only enough tanks
to last three hours without
electricity. The caller would call
back if assistance from an
ambulance crew was needed.
-Boardman Police Dept, received
a report from a deputy at Sam
Boardman Elementary to watch for
a black Celica with possible MIP
passengers.
-Boardman Police Dept received
a report of a black Cadillac drive-off
from the Chevron station in
Boardman. The caller wanted to
press charges.
-MCSO received a report of a
suspicious vehicle in Lexington
driving around at a slow rate of
speed.
-MCSO received a report from
the Tigard Police Dept, that Gabriel
Garcia-Escobedo, 27, was arrested
on an Irrigon Justice Court warrant
for Failure to Appear/Driving while
License Suspended-misdemeanor
and on a Malheur County warrant.
He was lodged at the Washington
County Jail.
1 Aug. 4: Boardman Police Dept,
received a report that the caller's
father's vehicle was stolen. The
owner o f the vehicle was not
concerned about the situation and
declined to file a report.
-MCSO, Boardman Police Dept.,
Boardman Ambulance received a
request for an ambulance dispatch
to Sam Boardman Elementary
School. An older man was suffering
chest pains. One patient was
transported to Good Shepherd
Medical Center in Hermiston.
-MCSO, Boardman Police Dept,
received a report from Boardman
that the horn in her husband's pickup
was honking for no reason.
-MCSO, Boardman Police Dept,
officers arrested Geoffrey Ellsworth
Camine, 20, for MIP-Alcohol. He
was cited and released.
-Boardman Police Dept, received
a request from a subject that her
13- year-old daughter be picked
up by the police and brought home
to teach her a lesson. An officer
made arrangements for the daughter
to be picked up at the police dept.
-MCSO received a report from
Boardman that the caller's daughter
had been assaulted in Hermiston.
The call was transferred tq the
Hermiston Police Dept.
-Oregon State Police received
a report o f a commercial burglar
alarm at the Imgon Learning Center.
-Oregon State Police received
a report o f a sprinkler pipe in the
left lane o f 1-84 westbound.
-MCSO received a report of
illegal dumping. The caller found
a pile of auto parts dumped along
the Columbia River. Papers with

a name on it were found among the
auto parts.
-MCSO received a report from
a caller in Irrigon that her pickup
was either stolen or repossessed.
-MCSO received a request for
assistance for a vehicle that was
out of gasoline on 1-84 westbound.
Devin's Tow was contacted.
-MCSO, Irrigon ambulance
received a request for an ambulance
in Irrigon for a 41 -year-old female
who had fallen and hit her head.
She was in and out of consciousness.
The patient was transported to Good
Shepherd Medical Center in
Hermiston.
-MCSO received a request for
deputy contact from Boardman
regarding an ongoing problem with
a vehicle. The caller called three
times on the 911 line wanting the
vehicle back. The caller was advised
the vehicle is registered in her
boyfriend's name and the boyfriend's
son has permission to drive it. She
was warned that if any additional
911 calls were made about this issue,
she would be cited for misuse of
911. The caller was also advised
that this is a civil matter and that
the sheriffs dept, cannot get the
vehicle back for her.
-Oregon State Police received
a report o f a garbage can in the fast
lane o f 1-84 westbound.
-MCSO received a request for
deputy contact regarding an
abandoned vehicle in the caller's
driveway. The owners were located;
it was the neighbor's vehicle.
-Oregon State Police received
a report o f a speeding vehicle on
1-84 westbound. The vehicle was
located and stopped.
-MCSO received a request for
deputy contact regarding an eviction
in Irrigon.
-Boardman Police Dept received
a report from the Nomad restaurant
in Boardman that two teenage males
left without paying for their meals.
-MCSO received a report that
the radios were down. Backup radio
was prepared and agencies advised.
-City o f Heppner received a
request that the city be contacted
regarding a sewer problem.
-MCSO received a request for
assistance from Morgan regarding
a rattlesnack at the caller’s residence.
-MCSO received a request for
deputy contact from Irrigon
regarding the caller's girlfriend
breaking a window. The caller
slammed a cupboard door that hit
her in the head. She received a cut
on the head and left the residence.
She was located and transported
to Good Shepherd Medical Center
in Hermiston.
-MCSO received a request for
deputy contact in Irrigon. The caller
came home and found his wife had
moved in. The caller said his wife's
boyfriend expected her home and
now doesn't know what he will do.
-MCSO received a report from
Irrigon o f a neighbor's little girl
running around the neighborhood
naked.
-MCSO received a report from
the Oregon State Police of a possible
DUII on Highway 730 headed
towards Boardman. An officer was
unable to locate the vehicle.
-MCSO received a report from
Union Pacific of a suspicious vehicle
with a male subject outside the
vehicle near the tracks. The vehicle
was stuck.
-Boardman Police and Fire depts.
received a report of a smoke detector
alarm in Boardman. It was a false
alarm.
-MCSO received a request for
a deputy in Irrigon regarding
juvenile problems with the caller's
daughter.
-MCSO received a report from
security at Potlatch of a suspicious
vehicle trespassing.
-MCSO received a report from
Oregon State Police that a male
subject almost ran the caller off the
road. The caller knows who the other
driver is and wanted to sign a
complaint. The incident occurred
in Umatilla.
-Boardman Police Dept, officer
arrested Kenneth Harrison, 30, on
Marion County charges of Contempt
o f Court. He was lodged at the
Umatilla County Jail.
-MCSO received a report of an
open door and lights on at the
Western Empire shop.
-MCSO received a report o f a
roll o f carpet lying across the
freeway on 1-84 eastbound. An
officer was unable to find die carpet.
Aug. 5: MCSO deputies cited
Mike Arthur Ferguison, 19, and
Kacy John Childers, 19, for MIP
by Consumption.
-Boardman Police Dept, received
a 911 call reporting about some kids
in the Boardman area. The caller
and his wife were frightened. The
kids left so the caller hung up.
-Boardman Police Dept, received
a report from a Boardman subject
that his neighbor's garage door was
open, rhis was in the same area as
the previous report about kids in
the area.
-MCSO received a report from
Potlatch secunty that four subjects
were in custody for trespassing.
Their vehicle was just inside the
tree line on Potlatch property near
Patterson Ferry Road and 1-84.
-Boardman Police Dept, received
a report of a dog running loose in
Boardman. The dog was located
and returned to its owners.
-MCSO received a report o f a
man and small boy walking
eastbound on 1-84. TTiere was a
vehicle off the road behind them.
-MCSO received a report of a
disabled vehicle on 1-84 westbound.
A deputy located the vehicle and
gave the occupant a courtesy ride
to Boardman.
-Heppner Fire Chief received
a report of someone burning at the
propane plant. The bum was outside
the Heppner city limits and was
being watched.
-MCSO received a report that
a citation was issued to Daniel D.
Vanboven, 36, for No Personal
Flotation Devices on two boys.
-Boardman Police Dept, received
a report of a $27 drive-off from the
Boardman Chevron.
-MCSO received a report from
the Yakima Police Dept, that David
Duane Cox, 32, was arrested on a
Morrow County Circuit Court
warrant for Delivery of a Controlled
Substance and for a warrant out of
Kennewick, WA. He was lodged
at the Yakima County Jail.
-MCSO received a report o f
finding doors and windows open
at a residence in Lexington. Nothing
was taken.
-Oregon State Police received
a report of a white Infinity weaving
in and out o f traffic and speeding
90-100 mph on 1-84 eastbound.
-Boardman Police Dept, received
a report of a residence paint-balled
in Boardman.
-MCSO received a report that
Dean William Withey, 56, was cited
for DUII (BAC .08).
-MCSO, Hermiston Police Dept,
received a report of a large plume
o f smoke, possibly coming from
the Umatilla Depot. It was a wheat
fire in Umatilla and was not by the
depot.
-Boardman Police Dept, received
a report that a husky-malamute dog
got out. If the dog was found, the
owner requested to be notified.
-MCSO received a report from
Heppner Police Dept, that Craig
Richard Heng, 44, was arrested on
a Deschutes County work center
warrant. He was lodged at the
Umatilla County Jail.
-MCSO, Boardman Police Dept,
received a report from the Boardman
Texaco that an intoxicated male
subject just shoplifted something,
then walked across the road to the
Chevron station.
-Boardman Police Dept, officer
arrested Adolfo Maestas Carrillo,
30, on an UCSO warrant for Failure
to Appear/DUII and a Hermiston
Police Dept, warrant for Violation
o f Release Agreement.
-MCSO, Oregon State Police
received a report of teenaged vandals
on Gregg's Tavern property who
were asked to leave but refused.
Officers were unable to locate the
subjects.
-MCSO received a report from
Heppner of a male subject yelling
threats to someone. A deputy was
unable to locate the subject.
-MCSO received a report o f a
possible DUII enroute from Umatilla
to Irrigon. A deputy was unable to
locate the vehicle.
-MCSO received a report from
a caller in Irrigon that a vehicle
driving without lights parked in the
area, went to the back of a residence
and came back out on a bicycle.
The subject returned and left the
bicycle in the caller's front yard.
Aug. 6: MCSO, Boardman Police
Dept received a report of a dnve-off
from the Boardman 76 station. The
driver left without paying for $10
o f gasoline.
-MCSO, Boardman Police Dept,
received a report from Boardman
that the caller's truck was broken
into the previous night.
-MCSO received a report from
Irrigon that a storage area was
broken into last night.
-MCSO received a report from
Imgon that mail was found in the
middle of the road which appeared
to have come from mailboxes
vandalized during the night. The
caller requested that a deputy pick
up the mail.
-MCSO, Oregon State Police
received a report o f a semi-truck
on 1-84 westbound that had been
weaving and crossing over lines

since Portland.
-MCSO received a report from
a caller in Boardman that batteries
were stolen from forklifts the
previous night.
-MCSO received a report of a
motion detector burglar alarm at
the Imgon Learning Center.
-MCSO received a report from
Oregon State Police in LaGrande
that Craig William Dooley, 28, was
arrested on an Imgon Justice Court
warrant for Failure to Pay
Fine/Possession o f Less than One
Oz. Marijuana. He was lodged at
the Union County Jail.
-MCSO received a report o f a
male subject in his 20s and a small
child throwing rocks/harassing a
large bird (possibly a hawk) just
off Highway 207 near the Boardman
Junction. The caller said the subjects
put the bird in a pickup and were
headed to Lexington. It was
determined that the call was
unfounded; the bird was injured
and the subjects were bringing it
to the ODFW for assistance.
-Boardman Police Dept, officer
cited Latoya M. Norwood, 26, of
Boardman, for Tampering with Drug
Records and Possession of Less than
One Oz. Marijuana.
-Boardman Police Dept, officer
cited Vanessa V. Hill, 19, o f
Boardman for Permitting a Dog to
Run at Large.
-Boardman Police Dept, officer
cited Fred E. Stephens, 41, of
Boardman, for Permitting a Dog
to Run at Large.
-MCSO received a request for
deputy contact regarding obtaining
belongings from a residence the
caller left the previous night.
-MCSO, Boardman Police Dept,
officers responded to a disturbance
at the Marina's park and recreation
building.
-MCSO received a report of a
large fire on the south side of the
John Day River. The U.S. Forest
Service was working to put the fire
out and had helicopters responding.
-MCSO deputy cited Rodney
Paul Langlitz, 34, o f Irrigon, for
Negotiating a Bad Check (x3).
-MCSO, Oregon State Police
received a report o f a domestic
situation on 1-84 westbound. A male
subject in a vehicle was assaulting
a female. The male subject had the
female by the hair and was weaving
all over the road.
-Boardman Police Dept, officer
cited Ruben Gonzales-Velasco, 26,
of Boardman, for Careless Driving.
-MCSO received a report from
UCSO that Dean Curtis Polston,
32, o f Hermiston, was arrested on
Morrow County Circuit Court

-MCSO received a report from
the Irrigon ambulance that they were
transporting a five-year-old female
who had a high fever and abdominal
pain to Good Shepherd Medical
Center in Hermiston.
-MCSO, Boardman Police Dept,
received a request from a Boardman
subject for officer contact regarding
the her son who broke into her
neighbor's residence that belongs
to her brother-in-law. A citation
was issued for Criminal Trespass
I.
-MCSO received a report from
a caller that her two sons were
fighting and one cut his leg. The
caller did not want an ambulance.
-MCSO, Oregon State Police
received a report of a possible DUD.
A deputy was unable to locate the
vehicle.
Aug. 7: MCSO received a report
from the Lebanon Police Dept, that
Armando Vera-Gonzalez, 27, was
arrested on an Imgon Justice Court
warrant for Providing False
Information to a Police Officer. He
was lodged at the Linn County Jail
on that and on local charges.
-MCSO received a report of a
male subject cut on the forehead
by a window falling at the Heppner
High School. He also fell backwards
and hit the back of his head. The
Heppner ambulance was called, but
the patient went by private vehicle
to the hospital.
-Heppner Police Dept, received
a request for officer contact in
Heppner regarding a neighbor's dog
getting into the caller's garbage on
a daily basis.
-MCSO received a request for
deputy contact regarding a restraining
order question.
-lone Fire Dept, received a report
o f smoke south o f lone off
Gooseberry Road. The fire dept, was
unable to locate the fire.
-MCSO received a report o f a
stolen four-wheeler; it was taken
the previous night from a field along
the Bombing Range Road.
-MCSO received a request for
the owner of a van parked on Marine
Drive to be contacted to move the
van. MCSO attempted to contact
the owner.
-Boardman Police Dept, received
two hang-up 911 calls from the pay
phone on West Marine Drive in
Boardman. It was kids playing on
the phone.
-MCSO received a request for
deputy contact in Imgon regarding
the caller's wife trying to get into
the residence.
-MCSO received a report from
the Polk County Sheriff's Office that
Javier Alvarez Herrera, 23, was
arrested on an Imgon Justice Court
warrant for Failure to Appear/Dn vmg
while License Suspended and
Unreasonable Sound Amplification.
He was lodged at the Polk County
Jail.
-MCSO received a report from
Imgon of a man who was depressed,
left his home early in the morning
and hadn't been seen since. An
"attempt to locate" order was sent
out.
-Heppner Police Dept, received
a hang-up 911 call from a residence
in Heppner. On recontact, a male
subject answered and hung up. There
were phone problems; all was okay.
-MCSO received a request for
deputy contact in Imgon regarding
a male subject threatened by another
male subject who then left in a
vehicle.
-MCSO received a report o f a
vehicle parked off the road at
Potlatch with the keys left in the
vehicle. The caller requested the
vehicle be checked out.
-MCSO, Boardman Police Dept,
received a report from a caller in
Boardman that his vehicle was paint-
balled while he was driving in the
area of Paul Smith Road and Wilson
Road in Boardman.
Aug. 8: MCSO received a report
from a caller in lone that someone
had pasted a fake bullet hole on his
pickup. The caller later called back
and said he did not need a deputy
contact as he found out who had did
it as a joke.
-MCSO deputy arrested Richard
Sams, 51, on a Heppner Justice Court
warrant for Criminal Trespass II.
-MCSO received a report from
a caller in lone that someone has
been tampering with her and her
husband's medicine.
-MCSO deputy advised of debris
on Highway 730. The deputy had
a prisoner so could not take care of
it.
-MCSO received a report that
Lisa Gutierrez, 38, was arrested on
a parole and probation detention
warrant. She was lodged at the
Umatilla County Sheriffs Office
jail.
-MCSO, Boardman Fire Dept,
received a report o f a fire alarm
sounding at a residence in Boardman.
It was a false alarm.
-MCSO deputy reported being
flagged down at the Imgon Post
Office regarding an altercation that
had just occurred between two men.
Juan M. Bedolla, 19, was arrested
for Criminal Mischief D, Menacing,
Unlawful Possession of a Firearm,
Unlawful Use of a Firearm, Pointing
a Firearm at Another, Carrying a
Concealed Weapon, on a Pendleton
Police Dept, warrant for Failure to
Appear/MIP and on a UCSO warrant
for Unauthorized Use of a Motor
Vehicle. He was lodged at the
Umatilla County Jail.
-MCSO received a report of a
juvenile shoplifter detained at
Brown's Auto Truck Stop. The
juvenile was cited for Theft III and
released.
-MCSO, Oregon State Police
received a report o f a fawn at a
residence in Heppner.
-Heppner Police Dept, received
a report o f a verbal altercation
between a female and a male at the
Heppner City Park. Steven Clayton
Rollis, 28, was arrested for Rape
I and lodged at the Umatilla County
Jail.
-Heppner Police Dept, arrested
Sarah Monahan, 21, for Assault IV.
She was cited and released.
-MCSO received a hang-up 911
call from Boardman. On recontact,
everything was determined to be
okay.
-MCSO received a 911 call from
a child in Heppner reporting an
injury at Anson Wright Park. The
child hung up. When the parents
were contacted it was determined
the child was playing on the phone.
-MCSO received a report of
campers at the fish hatchery going
through the caller's backyard in
Imgon.
-Im gon Fire Dept, received a
report of smoke in Imgon. The fire
was located - people were burning
weeds. The fire was out.
-Boardman Ambulance received
a request for an ambulance for a 30-

year-old male having chest pains.
The patient was transported to Good
Shepherd Medical Center in
Hermiston.
-MCSO received an abandoned
911 call in Boardman. When the
residence was contacted, it was
determined everything was okay.
-Heppner Police Dept, received
a report o f a vehicle with 6-8
juveniles in it blocking the roadway
in front of a residence on Quaid
Street in Heppner. They were also
making a lot of noise.
Aug. 9: MCSO received a report
of a stolen chainsaw from the
Umatilla Electric Co-op.
-MCSO, Oregon State Police
received a report of a vehicle peeling
out from the Imgon Mobile Court
where children were playing. It left
going towards Umatilla.
-MCSO, Boardman Police and
Fire depts., Boardman Ambulance
received a report o f a two-vehicle
accident on Tower Road. One patient
was transported to Good Shepherd
Medical Center in Hermiston.
-MCSO, OSP, Boardman Police
Dept, received a report of a panic
alarm at a building in Imgon. It was
a false alarm.
-MCSO, Oregon State Police
received a report o f neighbors in
the caller's yard in Imgon who
wouldn't leave.
-MCSO received a report from
a caller in lone that his sister believes
he stole her stereo.
-MCSO received an abandoned
911 call from a pay phone in
Boardman. An officer was unable
to locate anyone.
-MCSO, Boardman Police Dept,
received a report from a caller in
Hermiston that a woman and her
children had been evicted from an
apartment in Boardman and the
landlord wouldn't let the woman get
her things from the apartment. The
woman was advised that it was a
civil matter.
-MCSO, Boardman Police Dept,
received a report from a caller at
the Riverfront Lodge in Boardman
that a vehicle hit another vehicle
and drove off. The driver was
possibly DUII. Upon recontact, it
was determined the caller had left
and could not be contacted.
Aug. 10: MCSO received a report
of a possible DUII in a Toyota 4-
Runner on 1-84 eastbound. Another
possible DUII in a Jeep Grand
Cherokee in the same area was also
reported.
-MCSO received a report of a
vehicle in a ditch on Highway 730
eastbound. A tow truck had been
contacted and Umatilla Electric Co­
op advised that part of a power pole
had been broken off.
-MCSO received a report of an
audible commercial intrusion alarm
in Boardman. The call was cancelled;
there was a problem with the alarm
system.
-Boardman Police Dept, received
a report of a loud music coming from
the vicinity o f the 76 Station in
Boardman.
-Boardman Police Dept, received
a request for an ambulance for a 14-
year-old female with abdominal
pains. The sore area was swollen
and she had chills. One patient was
transported to Good Shepherd
Medical Center in Hermiston.
-MCSO deputies served a
restraining order on a man in Imgon
and stood by while a woman removed
a child from the residence.
-MCSO received a report o f a
truck that jackknifed and was
blocking both lanes o f traffic on
Highway 730 at the I-84junction.
-MCSO received a report of a
white Ford Explorer on Highway
730 that passed five vehicles on the
right, slammed on the brakes in front
o f the caller then flipped her off.
There were three people in the
vehicle.
-MCSO, Oregon State Police
received a report of a semi-truck
speeding 70 mph on Tower Road
that passed several vehicles on a
blind straightaway. The vehicle
turned onto 1-84 eastbound towards
Hermiston.
-MCSO received a report from
a Boardman Police Dept, officer that
he was heading to the Boardman
Christian Center to respond to a non-
mjury motor vehicle accident.
-MCSO received a report from
the Pendleton Police Dept, that
Daniel Dewayne Brasel. 39, was
arrested on a Morrow County Circuit
Court warrant for Failure to
AppearForgery 1 (x2). Theft II. and
on local charges. He was lodged at
the Umatilla County Jail.
-MCSO, Oregon State Police
received a report of a possible DUII
on 1-84 westbound who was unable
to maintain lane travel.
-MCSO. Boardman Police Dept,
received a request for an officer
response to a residence m Boardman
The caller's 16 year old son was out
of control and physically attacking
her 14-vear-old son.
