The Morrow C ounty S h e riff s
Office (M CSO) reports handling
the following business:
-MCSO deputies arrested Ronald
Albion Schwarz, 39, o f Heppner
for Assault IV Domestic. He was
lodged at the Umatilla County Jail.
-MCSO received a report from
Boardman that someone had stolen
the caller's purse and leather coat
out o f her car during the night.
-MCSO received a report from
UCSO that a Herm iston woman
thought her daughter was living in
Im gon and was concerned drugs
were being used m the presence of
children. A welfare check was
requested. A male subject possibly
at the residence had a valid warrant
out o f UCSO on him.
-M CSO, Oregon State Police
received a report o f a white Talon
that was weaving and cutting off
other vehicles on 1-84 eastbound.
-Boardman Police Dept, received
a request for officer contact
regarding an apartment being broken
into in Boardman.
-MCSO received an abandoned
911 call from Imgon. The residence
was recontacted and all was okay.
-M CSO received a report from
Oregon State Police that a wrecked
pickup was found on Highway 207.
No one was around. The driver
called 911 and advised that it was
his pickup. Everyone was okay and
had received a ride into Spray.
-M CSO received a request for
deputy assistance getting items out
o f the caller's residence in Imgon.
The caller's husband wouldn't let
her get her things.
-MCSO received a request for
deputy contact in Im gon regarding
forged checks. Shane Lee Roley,
20, was arrested and lodged at the
Um atilla County Jail.
-MCSO received a request for
a deputy contact regarding missing
signs in Heppner.
-Oregon State Police received
a report o f a male subject on a
motorcycle who was eastbound in
the westbound lane right on the
yellow line on 1-84.
-MCSO deputy arrested William
Jam es Foden, 28, on an Im gon
Justice Court warrant for Failure
to Pay Fine/Permittmg a Dog to Run
at Large.
-Oregon State Police received
a report o f a drive-off o f $43 in
diesel from the Irrigon 76 Station.
The pickup was eastbound on
Highway 730 headed to Umatilla.
-MCSO received a request for
a welfare check on the caller's
daughter in Irrigon.
-Boardman Police Dept, received
a report o f a minor fender-bender
in front o f the Boardman Post
Office. O fficer contact was
requested.
-Oregon State Police received
a report from a caller in Boardman
who said her daughter called and
said her boyfriend was beating her
up. The daughter was in Culver.
-MCSO received a report from
Irrigon that cars in a residential rural
area were driving too fast. An extra
patrol was conducted.
-Heppner Fire C hief received
a report o f a sm oky odor in the
basement o f the M orrow County
Courthouse. All was okay.
July 21: Boardman Police Dept,
officer arrested M elissa Diane
M urray, 29, for DUII. H er BAC
was .17. The vehicle was
impounded. The arrest was made
at the Boardm an Texaco station.
-MCSO deputy cited a juvenile
for M IP-Tobacco and Curfew
Violation and cited another juvenile
for curfew violation. Both subjects
were released to their parents.
-MCSO received a report o f dogs
coming from a neighbor's yard in
Im gon and getting into garbage.
-M CSO received a request for
assistance from Les Schwab in
Heppner. Keys were locked into
a vehicle. The locksm ith was
contacted.
-MCSO deputy found a locked
vehicle partially in the road on Root
Lane in Boardm an. No one was
around. The owner was located and
will move the vehicle.
-Oregon State Police received
a report o f a semi truck all over the
road on 1-84 westbound.
-MCSO received a report from
the Portland Police Dept, that
Timothy White, 28, was arrested
on a Morrow County Circuit Court
warrant for U nauthorized Use of
a Motor Vehicle (x2). He was lodged
at the M ultnomah C ounty Jail.
-MCSO received an unfounded
call about a restraining order
violation m Imgon. No restraining
order was located.
-M CSO, Oregon State Police
received a report o f a driver in a
pickup on 1-84 westbound who was
driving erratically and waving his
arms.
-MCSO received a report o f what
was thought to be a controlled bum
in Boardman. There were no
controlled bums planned. A deputy
made contact with the caller. The
fire- was put out.
-MCSO, Boardman Police Dept,
received a 911 call from a male
subject on Boardman pay phone.
The subject made an obscene remark
and hung up. Officers were unable
to locate the subject.
-MCSO received a request for
contact with a deputy or Oregon
State Police. The caller had
information about a male subject
in Alaska who allegedly beat a man
to dfcath in his motel room.
-MCSO deputy, Boardman Police
Dept, officer cited Marcelino Rivera-
Lomeli, 45, for DUII. His BAC was
.16. The vehicle was towed.
-MCSO received a request for
deputy contact for a woman from
Imgon whose said her husband had
threatened to kill her in front o f her
four-year-old son. The couple, who
have a son and a new baby, have
a history o f domestic violence and
abuse.
July 22: MCSO deputy arrested
Keith Allan Blackman, 40, for
Domestic Menacing. He was lodged
at the Umatilla County Jail.
-Oregon State Police received
a report o f a hit deer thrashing
around in the middle of the roadway
on 1-84 eastbound.
-MCSO received a report o f an
audible alarm at Huwe's Washboard
in Imgon. The owner was notified
and the alarm reset after the area
was checked.
-MCSO received a report o f a
silver-colored vehicle parked along
1-84 westbound with fivejuveniles
around it. Another report was
received o f 5-6 juveniles playing
on the freeway.
-Boardman Fire Dept, received
a report from a caller that his vehicle
broke down on 1-84 and they were
walking along the freeway. He said
someone threw a firecracker at them
and the firecracker started a fire.
The fire was put out.
-Oregon State Police received
a report of a possible DUD. A Dodge
pickup weaving all over the road
and speeding from 85 mph down
to 60 mph.
-MCSO received a report from
Im gon o f a theft o f a gas can full
o f gasoline.
-MCSO received a request for
deputy contact regarding an
apartment broken into in Boardman.
-M CSO and other agencies
received a report from the Umatilla
C ounty Sheriffs Office that a
motorcycle hit a deer on Highway
207. A male subject had m inor
injuries. The accident was located
in W heeler County. Spray
am bulance requested Heppner
ambulance meet for transportation
to Pioneer Memorial Hospital in
Heppner.
-MCSO received a hang-up 911
call from the Boardman Marina.
A call-back was made; everything
was okay.
-MCSO, Boardman Police Dept,
received a report from Boardman
o f a male subject who hung himself
in a shed. The caller said the man
appeared dead and she did not want
to return to the scene. Officers
confirmed the man was dead. Dr.
Kenneth Wenberg, the district
attorney and others were contacted.
-M CSO received a request for
someone to remove a dead cat from
under the caller's vehicle in Imgon.
Caller was advised that there was
no animal control for Im gon and
the deputy was on another call.
-Oregon State Police received
a report o f a drive-off from Brown’s
Truck Stop in Irrigon.
-M CSO received a request for
deputy contact regarding stray dogs
that killed two o f the caller's cats
in Im gon.
-M CSO received a request for
deputy contact in Imgon regarding
an on-going problem with the
neighbor’s music. The caller called
back; he handled the problem and
did not need deputy contact.
-M CSO received a report from
the Boardman Police Dept, o f a
green van on Highway 730 that was
driving erratically and continually
crossing mto oncoming traffic. The
van was not located.
-M orrow County Road Dept,
received a report o f a deer hit on
Highway 74 by Morgan that needed
to be removed.
-M CSO received a report that
Keith Christian Diehl, 37, was cited
for Insufficient Flotation Devices
in Boat-Violation.

Dept.,
Boardman Ambulance received a
request for an am bulance for an

elderly woman in Boardman who
was sem i-conscious and barely
breathing. The woman had a history
o f medical problems. The patient
was transported to Good Shepherd
Medical Center in Hermiston.
-M CSO, Oregon State Police
received a report o f a disabled
vehicle with one male and 3-4
children on 1-84 eastbound. A deputy
and a tow truck arrived to assist.
-MCSO received a report that
Russell W. Buchanan, 27, was cited
for Insufficient Flotation Devices
in Boat-Violation.
-MCSO, Boardman Police Dept,
received a report o f a suspicious
male subject hanging around the
Outback Apts, in Boardman asking
children where they live. The subject
left toward Main Street.
-MCSO received a report o f a
vehicle driving too fast in Im gon.
The driver was warned.
-Boardman Police Dept, received
a report from a caller that he lost
his wallet at the Boardman Texaco.
-MCSO, Boardman Police Dept,
received a report from a caller on
Wilson Road that he just hit a black
cow that was in the road. The cow
was still alive. The caller was okay
and the vehicle could be driven but
had no emergency lights. Two other
cows were out in the road too and
causing a hazard. MCSO requested
assistance from the Boardman Police
Dept. W hile on the line, another
vehicle headed towards Boardman
hit one o f the other cows, but didn't
stop. The possible owner o f the cows
was contacted and en route.
-MCSO received a report o f a
residential burglar alarm in Irrigon.
A deputy could not access the area
due to a locked gate.
-MCSO received a report o f a
stranded m otorist at the rest area
west o f Boardman who had locked
his keys in their car. The caller was
advised to contact Action Tow.
-M CSO received a report o f a
fire at Lena along Highway 74 that
had started electrically. Columbia
Basin Co-op was at the scene. The
fire was out o f the H eppner Fire
District and was also out o f the Pilot
Rock Fire District.
-MCSO received a report from
a R.D. O ffutt bfficial that they
planned have a vehicle that had been
tagged towed from their property.
-MCSO received a report from
a caller about a person MCSO was
trying to locate who m ay be in
Irrigon.
-MCSO received a report o f a
downed stop sign at the com er o f
Wilson and Mt. Hood in Boardman.
The city o f Boardman was advised.
-MCSO received a report from
a Boardman Police Dept, officer
that he was at the comer o f Wilson
and Mt. Hood taking a hit and run
complaint.
-Oregon State Police received
a report o f a pickup with a tilted
camper along 1-84 eastbound. One
elderly male subject was at the
scene.
-Irrigon ambulance received a
request for an ambulance for a one-
year-old female in Irrigon who had
swallowed
fingernail polish
remover. The caller was patched
directly to Poison Control. No
transport was made.
-MCSO received a report from
a caller who had been entering the
freeway eastbound from Boardman
when he heard a loud bang which
broke his vehicle window. He
thought that it cam e from a field
on the south side o f the freeway.
-MCSO received a report o f theft
o f mail from a mailbox in lone.
-MCSO, Boardman Police Dept,
received a request from Boardman
for an officer contact regarding
children that keep throwing balls
on the caller's roof. He has asked
them several times to stop.
-MCSO received a report o f a
theft o f a pager from a male subject
while he was at the Irrigon Marina.
-Heppner Police Dept., Heppner
Public W orks received a request
for assistance. A construction crew
was drawing water from a fire
hydrant at the comer o f Jenkins and
Riverside in Heppner, but the
hydrant wasn't working. It also
appeared that water was coming
up from underneath.
-MCSO received a report o f an
illegal bum in Boardman. The fire
was put out.
-MCSO, Oregon State Police
received a report from Irrigon of
a verbal dispute between the caller's
friend's son and his girlfriend.
-MCSO, Boardman Fire Dept,
received a report from a deputy of
a grass fire on the east and west side
o f Patterson Ferry. Union Pacific
Railroad was contacted for train
transportation cautions; Umatilla
Electric was contacted for a power
pole on fire; Oregon Dept, o f
Transportation and Oregon State
Police were contacted about possible
traffic and road closures; the
Umatilla Army Depot Fire Dept,
was contacted; private property
owners were also contacted.
J u ly 25: M CSO, Irrigon
ambulance received a request for
an am bulance for a 83-year-old
female in Irrigon who was dizzy
and vomiting. The patient was
transported to Good Shepherd
M edical Center in Hermiston.
-MCSO, Gilliam, Wheeler and
Sherman County Sheriffs offices
received a report from CenturyTel
that a m ajor fiber optic line that
affected long-distance coverage had
been cut. 911s were tested in each
town. Morrow County could call
911, but the other counties could
not. All emergency medical services,
fire depts. and OERS were advised.
About five hours later the optic line
was back in service.
-MCSO received a report from
Irrigon that the caller's stereo had
been stolen out o f his pickup.
-M CSO received a report from
the Umatilla Police Dept, o f a deer
carcass hanging in a yard in Irrigon.
-M CSO received a report o f an
electrical fire in a mobile home in
Irrigon. While on the line, the fire
was put out and the caller decided
not to page the fire dept.
-MCSO, Boardman Police Dept,
received a report o f a burglar alarm
at the Bank o f Eastern Oregon in
Boardman. It was a false alarm.
-M CSO received a report from
a caller in Irrigon that he had
swallowed a whole plum that got
stuck just below his Adam’s apple.
He was breathing all right. He was
going to the hospital in a private
vehicle and would take his cell
phone.
-Oregon State Police received
a report o f a large piece o f tire tread
on 1-84 causing a hazard in the right
lane.
-M CSO received a report from
a caller in Boardman that someone
broke into his apartm ent early in
the morning. Items were missing.
The caller requested deputy contact.
-MCSO deputy reported he was
trying to stop a semi-truck with a
trailer on 1-84 westbound. The truck
was traveling at 60 mph and failed
to yield. The truck eventually
stopped. Gary W. Dooley, 55, was
cited for Careless Driving.
-M CSO received a report from
Irrigon o f a neighbor kid throwing
a rock and breaking the caller's car
window two nights earlier. The
caller wanted deputy contact.
-M CSO, H eppner Fire Chief,
H eppner A m bulance received a
request for an ambulance for a 74-
year-old male who had fallen, hit
his head and was disoriented.
-M CSO received a report o f
juveniles at the Irrigon Marina who
were "huffing" paint.
-M CSO received a report from
T illam ook C ounty that Blaine
M iller, 22, was arrested on an
Irrigon Justice C ourt warrant for
Failure to Pay Fine/M IP. He was
lodged at the T illam ook County
Jail.
- Oregon State Police received
a report o f three white m ales that
hit a picnic table with their van, were
being disruptive and scaring
children.
-M CSO received a report from
a caller in Boardman that a black
lab was in the bed o f his pickup and
wouldn't get out.
-MCSO received a request for
deputy phone contact for a caller
in Boardman who reported that kids
were playing basketball in a cul-de-
sac and were not supposed to.
-Oregon State Police received
a report o f two males, who appeared
intoxicated, in a Chevy pickup that
kept coming into the campground
below the fish hatchery west of
Irrigon, being disruptive then
leaving.
-M CSO deputy cited Scott D.

-Heppner Police Dept, received
a report o f several subject/b y the
library near the creek who were
being very loud.
Ju ly 26: Umatilla Army Depot,
Boardman Fire Department received
a report o f a fire along the railroad
tracks near 1-84. The fire was out.
The caller also reported another fire
in a field just north o f 1-84. The fire
was out.

a report o f a fire alarm at Rippee
Road m Boardman. It was a false
alarm.
-Heppner Police Dept., Heppner
Ambulance received a request for
an am bulance for an 83-year-old
female who was having chest pains
and not responding to medication.
-Heppner Police Dept, received
a request for a welfare check on
a subject in Heppner as the subject's
neighbor thought she heard someone
calling for help.
-Umatilla Army Depot received
a report o f a grass fire along 1-84.
Boardman Fire Dept, was also
contacted.
-Boardman Police Dept, received
a report o f an audible alarm at
Cascade Specialties. It was an
em ployee error.
-MCSO received a report from
the coffee server at the Boardman
eastbound rest area that a purse was
found.
-MCSO received a report o f a
Tyson chicken truck driving
erratically on 1-84. A deputy located
the vehicle but did not stop it as
he did not witness any traffic
violations.
-MCSO received a report o f a
brush fire along 1-84 westbound.

- Oregon State Police received
a report o f a reckless driver passing
vehicles at 80 mph on Highway 730
westbound to Irrigon. The vehicle
had a dent in the driver's side back
quarter panel.
-MCSO received a report from
Boardman Police Dept, that Felco
Autolease had repossessed a vehicle
from a residence in Boardman.
- Mitchell am bulance received
a report o f a 45-year-old male who
was sick from a spider bite. The
subject was located at the transfer
station between the airport and the
dump on Highway 207 outside o f
M itcjiell, and taken to PMH-
Prineville.
-Boardman Police Dept, received
a report o f loud music in a complex
in Boardman.
-Irrigon Fire Dept., Irrigon
Ambulance received a request for
an ambulance for a 75-year-old man
having a heart attack. He was
breathing and conscious. The patient
was transported to Good Shepherd
M edical C enter in Hermiston.
-Boardman Police Dept, received
a report o f loud music coming from
the B lalock/Kincade area in
Boardman.
-M CSO received a report o f a
one-car rollover accident on a bridge
on Highway 74, One.male subject
was bleeding behind his ear. He
was taken to Pioneer M emorial
Hospital in Heppner by private
vehicle.
-MCSO received a report o f kids
loitering in front o f the D&L Auto
Shop, in Heppner. The shop has had
problems before; a dnve-by check
was requested.
Ju ly 27:O regon State Police
received a report o f a tractor-trailer
on 1-84 near Boardm an that was
all over the road.
-Boardman Police Dept, officer
cited M elissa Diane M urray, 29,
for DUII. The original citation had
been voided.
-Heppner Police Dept, received
a report o f an intrusion alarm at the
Heppner Elementary School. The
custodian accidentally set the alarm
off.
-MCSO received a request for
a deputy contact regarding harassing
phone calls.
- Oregon State Police received
a report o f a motorhome towing a
Jeep that lost a tire on 1-84
eastbound. Debris was on the
roadway. The vehicle was o ff the
road and elderly wom en were
walking nearby.
-MCSO received a report from
Oregon State Police that James
Duane Roberson, 51, was in custody
on a Morrow County Circuit Court
warrant
for
Failure

Comply/Contempt o f Court. He was
lodged at the Umatilla County Jail.
-MCSO received two 911 calls
from a residence in Boardman. It
was confirmed the wrong num ber
was called.
-MCSO received a report from
a caller in Boardman that he sold
a four-wheeler to a man in Irrigon
and the check he was paid with was
no good.
-MCSO, M orrow County
Behavioral Health received a request
for assistance for a woman who had
been very depressed since her son
committed suicide. The woman had
taken all her m edication with her
and left without telling anyone
where she was going. An attempt
to locate was issued.
-MCSO received a report o f an
audible alarm at Big Foot Industries.
It was a false alarm.
-Heppner Police Dept, received
a report o f a man with his daughter
at the Heppner Park but he wasn’t
supposed to be with her.
-M CSO received a report from
the Heppner Police Dept, o f a
vehicle that drives everyday from
the Lexington elevators to Heppner
in an erratic fashion.
-Boardman Police Dept, officer
arrested Christopher Paul Lockndge,
20,
for Assault IV/Crim inal
M ischief/ Dom estic Harassm ent.
-Boardman Police Dept, received
a report o f neighbors in Boardman
playing loud music. It was possibly
a M IP party.
-MCSO, UCSO, Oregon State
Police, Heppner Police Dept,
received a report o f a male subject
trespassing on the caller's property
and damaging a gate afid lock. The
caller knew who it was and wanted
to press charges.
-M CSO received a report from
Imgon o f a white Mustang speeding
around.
-M CSO received a report from
Imgon o f a dog barking every night.
M CSO received a report from
a caller in Irrigon that her husband
was preventing her from getting
her stuff out o f their vehicle. She
also said he was m istreating the
children.
-M CSO received a report o f a
dog barking in the area o f Locust
Road in Irrigon. Deputy contact ws
requested.
Ju ly 28: M CSO deputies cited
Eleasar Lomas-Torres, 30, for DUII
(BAC was .15), Failure to Carry
and Present Identification, Giving
False Information to a Police Officer
and Driving while License
Suspended infraction. His vehicle
was impounded. He was arrested
on a Herm iston Police Dept,
restricted warrant for Failure to Pay
Fine/Assault IV, and on a UCSO
felony w arrant for Failure to
Appear/Possession o f a Controlled
Substance 2 M etham phetamine.
He was lodged at the Um atilla
C ounty Jail.
-MCSO, Boardman Police Dept,
received a request for an officer
contact from Boardman regarding
a dog that chased the caller. He
knows who the ow ner o f the dog
is.
-M CSO, Oregon State Police
received a report o f a Ford Explorer
on 1-84 westbound that was cutting
o ff vehicles and going in and out
o f traffic.
-MCSO received a report from
a caller in Boardman that her sister
called from Deadm an's Pass; she
had run out o f gasoline. The caller
was going to try to find her and
would contact M CSO later about
the situation.
- Heppner Police Dept, received
a report o f two missing juveniles.
The children's father had been given
full custody, but the children were
with their m other in Panam a and
she was refusing to give them up.
-M CSO, Irrigon, Boardm an,
Heppner, lone and SC fire depts.
received a request from Hermiston
Police Dept, for m utual aid for a
fire at Boise Cascade.
-Oregon State Police received
a report from a caller on 1-84 that
she was being harassed. Another
vehicle was following her.
-MCSO deputy reported he was
at the Irrigon M arina taking care
o f a disturbance between two people.
-M CSO received a report o f a
panic alarm in Irrigon. All was okay.
-Boardman Police Dept, officer
arrested Anselmo Valencia-Herrera,
21, on a Washington County warrant
for Secret Identity, Theft I, Theft
II, Theft III, Giving False
Information to a Peace Officer (x4),
Reckless Driving (x5).
-M CSO received a report from
Oregon State Police in Enterprise
that John Bell, 20, was arrested on
an Irrigon Justice Court warrant
for Failure to Appear/Driving while
License Suspended. He posted bond
and was released.
-M CSO deputy cited a m inor
in Irrigon for No Helmet and False
Inform ation.
-Heppner Police Dept, received
request for assistance in finding a
green Chevy-type pickup. The
vehicle had been at Bull Prairie
campground tearing up the ground
and possibly spotlighting.
-MCSO deputy cited Christopher
Michael Elliott, 21, o f Irrigon, for
TCD.
-MCSO deputy cited Frank David
Battaglia, 22, o f Boardman for
Possession o f Less that One Oz.
M arijuana.
-M CSO received a report from
Spray o f a lost four-wheeler
som ewhere on Highway 206
between Shaniko and Fossil.
-M CSO deputy cited Wendy
Long, 31, o f Irrigon for TCD.
-M CSO received a request for
a deputy contact in Irrigon. The
caller wanted to sign a com plaint
against her neighbor for loud music
