Sheriff's Report
The Morrow County S heriffs
Office (MCSO) reports handling
the following business:
-MCSO, Imgon Fire Dept,
received a report of a grass fire near
the caller's residence m Imgon. The
fire was out.
-MCSO received a report of a
disturbance between a male and
female in front of the lone Fire Hall.
Deputy assistance was requested.
-MCSO received a report from
Boardman that a dog was in the
caller's home and wouldn't leave.
The caller knows the owner but
could not get ahold of him. The
caller called back and said the dog
left.
-MCSO received a report o f a
grass fire in Boardman that was
threatening structures.
-MCSO received several reports
of a grass fire on the 1-84 exit 165
that was rapidly spreading between
the eastbound land and the exit.
-Boardman Fire Dept, received
a report o f several subjects setting
off fireworks in dry grass in
Boardman.
-MCSO received a report from
a caller in lone that when he returned
home from the lone 4th of July
celebration, he found two of his
handguns missing. The caller
requested deputy contact.
-MCSO, lone EMTs, Heppner
ambulance received a report from
a caller in lone that her 14-year-old
son fell off his bike, hit his head
and was dizzy and blacking out
when he tried to stand. The patient
was transported to Pioneer Memorial
Hospital in Heppner.
July 5: Boardman Fire Dept,
received a report o f a fire on 1-84
at the Port of Morrow exit. It was
put out.
-Oregon State Police received
a report from Imgon o f several
subjects launching fireworks out
of a gun at the Irrigon Marina.
Officers were requested to check
the location.
-Boardman Police Dept, received
a report from Boardman of possible
illegal fireworks on Kunze Lane
near Blalock Street.
-Boardman Police and Fire depts.
received a report of a small grass
fire on Wilson Lane near Main
Street. The fire was out.
-MCSO, Boardman Police Dept,
received a report from a houseboat
near the Boardman Manna that the
boat hit some rocks, cutting a hole
in the boat. The steering also went
out and they were drifting into the
middle of the Columbia River. The
boat was rescued and towed to the
Boardman Marina.
-Irrigon Fire Dept., Imgon
Ambulance received a report o f a
grass fire across from the caller's
residence:
Structures
were
threatened.
-MCSO received a report from
a caller in Irrigon who advised he
was concerned over a business
advertised in the Nickel under
"Puppy Love".
-MCSO received a report of
smoke south of 1-84 eastbound.
The fire was one already reported
from the previous night. It was not
going anywhere but MCSO expected
to get more calls about it.
-MCSO received a report from
a caller in Boardman that her sister's
two-year-old was missing. The
sibject called back and said the child
had been located.
-Heppner Police Dept, received
a request for officer contact in
Heppner regarding harassing phone
calls from tne caller's neighbor over
a dog problem.
-Boardman Fire Dept, received
a report of a general fire alarm at
the Riverfront Lodge in Boardman.
It was a false alarm.
-MCSO received a report from
the Oregon State Police of a
speeding Geo Metro on 1-84
eastbound past Arlington. OSP
requested a Boardman unit keep
watch for it.
-MCSO received a report of nine
cows loose on the road in front of
the caller's residence in Imgon.
-MCSO received a report from
the Washington County Sheriffs
Office that Terrazinda Hamilton,
36, was arrested on a Heppner
Justice Court warrant for Failure
to Appear/Dnving while License
Suspended. Hamilton was lodged
at the Washington County Jail.
-MCSO received two reports of
a suspicious vehicle with two males
parked in the middle o f the road
at the Imgon Mobile Court in
Irrigon.
-Heppner Fire chief received a
report that someone on Chase Street
was burning debris. It did not appear
that anyone was watching the fire.
Contact was made with the people
and they said they would put the
fire out.
-MCSO received a report that
people were setting off fireworks
in a dry field in Imgon and the caller
was concerned that a fire would
start.
-MCSO, Imgon Fire Dept.,
Imgon ambulance received a report
of a fire in an area east o f Imgon
and south of the highway. The fire
was found to be on the Washington
side of the border. Benton County
was notified.
-MCSO, UCSO received a report
of a male subject wearing spandex
shorts walking around Echo looking
suspicious.
-MCSO, Heppner Police Dept,
received a request for officer contact
regarding the caller's 21-year-old
daughter, who she has legal
guardianship over. The daughter
was at a person's house where she
shouldn't be but she wouldn't come
home.
-MCSO received a report from
Irrigon of young juveniles between
the ages of eight and 13 who were
playing basketball very loudly in
the street. They were playing next
to an adult subdivision.
July 7: MCSO deputies cited
Gabriel Escobedo, 22, for Throwing
a Burning Material Upon a Highway.
A juvenile was also cited for
Violation of Driving Curfew.
-MCSO, Oregon State Police
-UCSO received a report from
Umatilla of a possible gang fight
next door to the caller.
-Irrigon Fire Chief, Goldendale
SP received a report from a caller
in Imgon that there were huge
flames outside her residence on a
hill. It was on the Washington side
of the border. Washington officials
were contacted.
-Boardman Police Dept, received
a report of loud music coming from
a house in Boardman
-MCSO, Boardman Police Dept.,
Boa rdman ambulance received a
report of a jet ski accident at the
Boardman park. The person was
out o f the water and might be
injured.
-MCSO, Oregon State Police
received a report of a gray Corolla
and a grey Neon passing items
between each other while driving
on 1-84 eastbound.
-MCSO received a request for
a deputy contact in Imgon regarding
the caller’s 12-year-old nephew who
was out of control, yelling at her
and wouldn't come in the house.
-MCSO received a report of an
alarm sounding at the Irrigon Sentry
Market. All was okay.
-MCSO, Boardman Police Dept,
received a report from a woman
calling from Boardman that a male
outside her residence has her house
key and wouldn't give it back to
her.
-MCSO, Boardman Police Dept,
received a report of a general
burglary alarm in Boardman.
-Imgon ambulance received a
request for an ambulance from a
caller at the Irrigon 76 station for
a 76-year-old woman experiencing
a burning sensation in her chest.
The patient was transported to Good
Shepherd Medical Center in
Hermiston.
- Boardman Police Dept received
a report from the Boardman Texaco
that there was an intoxicated female
trying to get into the police dept.
-Boardman Police and Fire depts.
received a report of a grass fire in
the median on 1-84 westbound.
July 8: MCSO received a report
o f an audible alarm at the Irrigon
Learning Center. It was a false
alarm.
-MCSO received a report of a
suspicious vehicle at the Irrigon
Marina. The caller asked them to
leave and they did.
-City o f Heppner received a
report o f a large water leak near
the caller's residence in Heppner.
The Heppner city crew was advised.
-MCSO received a report from
Boardman of a suspicious vehicle
driving through a neighborhood with
a person getting into mailboxes.
It was the paper person.
-MCSO received a report from
Boardman that a male subject
jumped out onto the roadway,
waving his arms as the caller drove
by. It turned out to the paper person;
he got his vehicle stuck and needed
assistance.
-MCSO received a 911 call from
a caller at the Imgon 76 station that
when he was driving, he noticed
a vehicle parked in the middle of
the roadway and a res’dence nearby
with its front gate open A deputy
was unable to locate the vehicle.
-MCSO, Boardman Fire Dept,
received a report of a small grass
fire on 1-84 in the median. The fire
dept, was unable to locate the fire.
-MCSO received a report from
a caller in Imgon that a man was
harassing her and threatening to
bum her house down. He had just
left and was walking through a field.
-MCSO received a report from
a woman on 1-84 that she had a flat
tire and needed help. While on the
phone, three males stopped to help.
Dispatch called back later to make
sure she was okay; she was fine.
-MCSO, Boardman Police Dept.,
Boardman ambulance received a
report from the Boardman Marina
of a female on the side of the road
who was non-responsive. The female
became responsive; she refused
transport.
-MCSO received a report that
Cristobal Alcala Chavez, 21, for
Insufficient Number of Personal
Flotation Devices.
-Oregon State Police received
a report of a T-bird traveling at a
high rate of speed and swerving over
the fog line.
-MCSO received an open-line
911 call from a residence in lone.
The dispatcher could hear a
male/female dispute. The call was
disconnected. On call-back, the male
subject advised all was okay. The
dispatcher wanted to talk to the
female subject. She was upset but
said all was okay. The couple was
called back a while later, both were
calm and all was okay. A deputy
made contact and confirmed all was
okay.
-MCSO received a report from
Heppner of a dog who had been
missing since the previous day.
- Heppner Police Dept, received
a report from a caller in Heppner
that they just returned from being
gone over the Fourth o f July and
discovered their house was
burglarized and items stolen.
-MCSO received a report of a
vehicle at the Boardman westbound
rest stop that was out of gasoline
and needed assistance.
-MCSO, Boardman Police Dept,
received a report from a male subject
who was east of the Port of Morrow
that his dog mauled a five-year old.
The parents left with the boy to the
medical center in Hermiston. The
caller wanted to know what to do
with the dog. The subject went to
the Boardman Police Dept. The dog
was taken to the Hermiston Vet
Clinic. The boy had surgery
performed and was doing better than
expected. Paul Simms, 41, was cited
for Maintaining a Dog as a Public
Nuisance.
-Boardman Police Dept, received
two incomplete 911 calls from a
residence in Boardman. On recall,
no one answered. Two more
incomplete calls followed. (On one
of which a child advised he didn't
mean to call 911). A Boardman
Police officer arrived; no one would
answer the phone or door. The
officer contacted a neighbor and
asked to have a parent contact him
when they arrived home.
-Boardman Police Dept, received
a request for an officer contact
regarding a male subject who
received gasoline then couldn't pay.
-MCSO received a report from
a caller in Irrigon requesting a
locksmith as his visiting 2Vi year
old nephew locked them out of the
house. The caller called back and
said to disregard the call to the
locksmith as the nephew unlocked
the door.
-MCSO received a report of loud
music coming from a house in
Irrigon.
-MCSO received a request for
a deputy contact in Imgon regarding
a theft at the caller's brother's home.
-Boardman Police Dept, received
a report of a perimeter burglar alarm
at a residence in Boardman.
received a report of a motorhome
that had lost an axle on 1-84
eastbound.
-MCSO received a report of a
1981 Honda CM400 motorcycle
stolen from under the caller's camper
in Irrigon.
-MCSO received a report of an
audible fire alarm at Sam Boardman
Elementary School. The alarm was
accidently set off.
-MCSO received a report of cows
out loose on the caller's property,
The caller wanted the owner
contacted to remove the cows.
-MCSO, Oregon State Police
received a report of an intrusion
alarm at Cascade Specialties. It was
okay; a driver had jnade it through
a west bay door before employees
could turn off the alarm.
-MCSO received a report of a
large dog that looked very
emanciated and was tied up in the
sun at a residence in Imgon.
-MCSO, Heppner ambulance
received a request for an ambulance
in Heppner for a 74-year-old female
who had fallen in the tub. The
patient was transported to Pioneer
Memorial Hospital in Heppner.
-MCSO received a report of
several juveniles getting into
mailboxes on the caller's street as
they waited for a bus.
-Heppner Police Dept, received
a request for officer contact
regarding a woman who was being
harassed.
-MCSO received a request for
deputy contact in Boardman
regarding $45 worth of telephone
calls charged to the caller's phone
bill.
-Heppner Police Dept, received
a report from a male caller in
Heppner that his two children were
missing. He thought his ex-wife
may have them.
-MCSO received a report from
the Umatilla County Sheriffs Office
that Antonio Femandez-Garcia, 37,
was arrested on warrant from
Umatilla County and a Morrow
County Circuit Court warrant for
Assault I, Menacing and Harass­
ment. He was lodged at the UCSO
Jail.
-MCSO received a report from
a woman in Hermiston that she had
information
regarding
the
motorcycle stolen the previous night.
She said a man she knows came
to her residence nding a motorcycle
that fit the descnption of the missing
one.
-MCSO received a request for
a tow truck on 1-84 eastbound.
-MCSO received a report of an
abandoned cat in Imgon that was
injured and sick. The caller wanted
it put down.
-MCSO, Oregon State Police
received a report of three vehicles
on 1-84 eastbound. The caller didn't
know if the vehicles were disabled
or if there was an accident.
-MCSO received a report from
Boardman that the caller's brother
cut his foot. It was bleeding and
the brother was feeling dizzy and
seeing black spots. The bleeding
was stopped, the ambulance was
cancelled and everything was okay.
-MCSO received a report from
Boardman of smoke coming from
an unknown source. The source was
found and everything was okay.
July 9: Boardman Police Dept,
officer cited Samuel Brown, 51,
o f Boardman, for Harassment.
-Oregon State Police received
a report of something in the ditch
along 1-84 eastbound, possibly a
person.
-MCSO received a report of a
driving complaint.
-Heppner Police Dept, received
a report from a caller in Heppner
that all four tires were slashed on
his vehicle.
-MCSO received a report from
the Washington County Jail that
Anthony Todd Richards, 35, was
in custody on Imgon Justice Court
warrants for DUII and Disorderly
Conduct.
-MCSO received a report from
a caller in Heppner that her dog
keeps finding kitten or dog legs at
the Willow Creek Lake. She thought
it was part of a Satanic ritual.
-MCSO received a request for
a deputy contact in Imgon regarding
an unwanted houseguest.
-MCSO received a request for
a deputy contact regarding a vehicle
parking in a handicapped space at
the Irrigon Marina. No handicap
placard was seen in the vehicle.
-Heppner Police Dept, received
a request for an officer contact
regarding a theft o f $20 that just

Marvette Henderson, 59, on a
Marion County Circuit Court
warrant for Unlawful Possession
of a Firearm. Henderson was lodged
at the Umatilla County Jail.
-MCSO received a request for
a deputy contact in Imgon regarding
a restraining order.
-MCSO received a request for
a deputy contact regarding a silver
Dodge that was driving recklessly
in Boardman. The caller thought
the occupants were intoxicated
-MCSO received a report from
a caller in Imgon that she let some
juveniles use her above-ground pool
on July 4 and now there are some
holes in it.
-MCSO deputy cited Jesus
Torres-Medma, 27, for DUII.
-Heppner Police Dept, received
a request for an officer contact
regarding a custody dispute in
Heppner.
-Boardman Police Dept, received
a report of a driver without a (Inver's
license headed to Boardman from
Logan International.
-MCSO received a report from
a caller who was being harassed
by juveniles.
July 10: MCSO received a report
from a man who swam out and
retrieved a boat that was overturned
in the water the previous day. The
boat was pulled up to the shore on
the Washington side.
-MCSO received a report of a
vehicle traveling eastbound in the
westbound lane on 1-84. A deputy
was unable to locate the vehicle.
-MCSO received a report of a
vehicle dnving 80 mph and spraying
rocks all over the caller's vehicle.
-Oregon State Police, Imgon Fire
Dept., Imgon Ambulance received
a report of a motor vehicle accident
on Highway 730. The vehicle was
off the road and a male subject was
by the vehicle. No transport was
made.
-MCSO received a request for
an extra patrol around the Potlatch
Farm as the ''Elf' group may be in
the area during the week and had
threatened poplar growers.
-MCSO received a report from
Irrigon of a male subject threatening
the caller's roommate.
-Boardman Police Dept.,
Boardman Ambulance received a
request for an ambulance for a male
subject who had cut his arm and
was bleeding heavily.
-MCSO, Boardman Police Dept,
received a report of a domestic
situation in progress at the Columbia
Villa Apts, in Boardman.
-MCSO received a report of male
subject trespassing on the caller's
property in Imgon and wouldn't
leave.
-MCSO, Oregon State Police,
ODOT, Arlington, Boardman, lone
Heppner and Imgon fire depts.
received a report of a brush fire near
1-84 eastbound. The fire was burning
south o f the freeway.
-MCSO, lone and Heppner fire
depts. received a report that a semi
truck with trailer rolled into a power
pole and started a fire. The driver
was not injured and was with the
caller. Columbia Basin Electric Co­
op was contacted. MCSO received
a report that the fire had jumped
the road and was traveling quickly
through a wheat field, then a
structure was engulfed and there
was an explosion.
-MCSO, ODOT, Oregon Dept,
of Forestry, BLM, Wheeler County
Road Dept., Wheeler Point, Spray
and Fossil fire depts. received a
report of a brush fire at a ranch in
Spray. The fire was in a field past
the main ranch house.
-MCSO received a report from
the Hermiston Police Dept, o f a
possible DUII traveling westbound
on Highway 730 from Umatila.
-MCSO and other agencies
received a report of a motor vehicle
accident on Highway 206. It was
a non-injury, non-blocking accident.
The driver appeared intoxicated.
Lynn Arthur Dau, 43, was arrested
for DUII. He blew .23.
-MCSO, Boardman Police Dept,
received a request for an officer
contact in Boardman Someone hit
the caller’s fence with a vehicle and
damaged the fence sometime last
night.
-MCSO, Boardman Police Dept.,
Boardman ambulance received a
request for an ambulance for a 44-
year-old male subject who was
having difficulty breathing. One
patient was transported to Good
Shepherd Medical Center in
Hermiston.
July 11: MCSO received a report
o f an audible burglar alarm in
Boardman. The caller called back
and advised to cancel.
-Boardman ambulance received
a request for an ambulance from
a caller at the Boardman Marina.
Her husband was possibly having
a stroke. The patient was transported
to Good Shepherd Medical Center
in Hermiston.
-MCSO received an update on
an earlier report of two Angus bulls
that were still missing. They may
have been spotted in the Sandhollow
area two weeks ago.
-MCSO received a report that
David Joseph Funk, 24, was arrested
on a Morrow County Circuit Court
warrant for Failure to Appear/Theft
II, an Imgon Justice Court warrant
for Failure to Appear/Dnving while
License Suspended, five warrants
out of the Umatilla County Shenff s
office and one Hermiston Police
Dept, warrant. He was lodged at
the Umatilla County Jail. It was also
reported that Billie Michelle Sexton.
23, was arrested for Hindering
Prosecution in the above warrant
arrest. She was lodged at the
Umatilla County Jail.
-MCSO received a report from
Boardman that one of the caller's
employees found a motorcycle in
the bushes on a dirt road off Division
St. in Imgon. A possible suspect
fled on foot into a cornfield by the
motorcycle's location and was not
located. The stolen motorcycle was
recovered.
-Oregon State Police received
a report of a gray Buick that was
weaving all over the road on 1-84
eastbound.
-Boardman Police Dept, received
a report of a fire behind the Frontier
Trailer Park in Boardman. It was
a controlled bum.
-MCSO received a request to
check for a red VW bug that was
involved in a hit-and-run in the
Boardman area.
-MCSO received a report that
Juan Luis Villegas, 25, was arrested
on a warrant for Parole
Violation/Failure to Appear I.
-Oregon State Police received
a report of three teenage-looking
females in bathing suits and towels
attempting to hitchhike on I-
84/Highway
730
junction
westbound. The caller didn't know
his cell number but gave his home
number as verification.
-Boardman ambulance received
a request for an ambulance for a
17-year-old female who was
suffering from heat exhaustion. The
patient was transported to Good
Shepherd Medical Center in
Hermiston.
-MCSO received a report that
two sprinkler heads had broken off
and were spraying large amounts
o f water on the northeast side of
the Boardman exit. A message was
left for Oregon Dept, of
Transportation.
