T he Willow Creek Woolies met
on Saturday, Aug. 4, at Shelley Key's
house tor slick-shearing. TFie shearer
arrived at 6 p.m. to slick-shear the
members' sheep. After the sheep were
all sheared, members sat down for
a short sheep discussion while eating
pizza and drinking pop. Members
talked about transportation, feeding
at the fairgrounds and had a little
reminder on how to show in the show
ring.

County Court discusses Columbia River Dairies

County
Commissioners did not meet on July
25 because they attended a CSLPP
meeting in Portland.
On August I. the status of the
Columbia River Dairies was a topic
ot discussion with building official
Bren Cook, planning director Tamra
Mabbott and Boardman city manager
Rex Mather. Cook explained the
history o f the original information
provided by the dairies about number
o f employees, the differences in the
status-of-building among the three
dairies, and the question about the
accuracy of the original information.
Current information changes some
building and inspection requirements.
After a lengthy discussion o f the
import o f these differences, the court
agreed w ith Morrow County counsel
Bill Hanlon's recommendation that
they require the dairies to comply
with the permitting regulations
applicable to their actual number o f
employ ees.
A representative o f the Regional
Services Institute at Fastem Oregon
University. Dan Stark, and the court
discussed
the
status
of
telecommunications in eastern
Oregon. Stark described the activities
of
the
Eastern
Oregon
Telecommunications Consortium.
As to Commissioner Dan Brosnan's
concern over the recent loss of service
throughout Eastern Oregon when a
line was cut. Stark described funding
to build redundancies. He also
described a contract for building fiber
lines to various areas and talked about
a proposed McNary-to-EaGrande
line. Judge Terry Tallman explained
the upgrade to the county's phone
system through ESD and the desire
to include fiber eventually. Stark
added that sharing o f T-1 line space
should also be discussed. Fie identified
a new organization, the Oregon Center
for Rural Policy, that will help
represent rural counties and help
educate legislators on rural issues.
Representatives

the
Neighborhood Center o f South
Morrow County appeared with a
request for funding for replacement
ofa leaking roof that contractors say
can no longer be repaired. The Center
has sponsored extra rummage sales
and a baked food sale to raise funds
and has cut to four days a week to
save money. They have discussed
a commercial loan, are requesting
donations and are trying to match
a grant. The commissioners asked
questions and examined some possible
temporary repair ideas because o f
the court's process for allocation o f
regular funds and the low
discretionary fund.
Behavioral Flealth director Kelly
Sager spoke to the court about their
site review, in which the department
did well overall They anticipated
and heard o f 10 corrective actions
needed and are now addressing them.
O f these, one challenge is in
recruitment of the required qualified
staff. Sager observed, as drawing
people with master's degrees is
difficult. Judge Tallman noted the
improvements Sager has brought to
the department.

change in the county's pension plan,

O’Brien presented to the court the
results of research he has conducted
on the proposed route to connect
low er Road and Highway 74. He
provided mileage comparisons among
various routes from various locations
and to various destinations. Ensuing
discussion examined the role o f the
National Guard, identification of the
various routes' users, comparison
o f complications o f each possible
route, expenses, the state's position
on the issues.
( fBnen reported that the road crew
had finished the fairgrounds paving
and were paving at Pine City. He
noted some areas on Utile Buttercreek
needing work. One fire-fighting unit
lias been prepared and taken to Anson
Wright Park. O'Brien explained some
airport work that will be completed
with 90 percent funding by the state.

the agreement with the state for map
maintenance;
- approval o f the subdivision plat
map for Riverfront West;
- approval o f a plan for an all-day
retreat for Behavioral Health
Department staff, with Grant County
providing office coverage;
- approval o f a contract with the
Center for Human Development for
supervision o f a mental health
specialist workingtoward licensure;
- approval o f a program-
maintenance contract for Behavioral
Health;
- agreement to sign all o f the Act
o f Congress deeds;

participate agreement with W.C.

to a Seattle Mariners game in
September.
This year's trip will include a
Mariners Fiaseball game on Thursday.

Gig Harbor on Friday. Sept. 21.
