Hats off to Smith
To the Editor:
On J un 21.2001, Senator Gordon
Smith threatened a filibuster in the
U. S. Senate if the Democratic
leaders failed to provide the S20
Million Emergency Supplemental
Appropriations bill requested by
President Bush. As most everyone
knows, the money is to aid Klamath
County farmers and ranchers who
have been divested by a federal
order shutting off their water.
On July 10. the U.S. Senate
approved the $20 million in aid.
All Oregonians should grateful for
Senator Smith's decisive action.
What affects one part of Oregon
indirectly affects our entire state.
We take our hats off to Senator
Smith.

We all know about the tense
situation in Klamath Falls where
the farmers are being shut off from
the*water they need to irrigate their
land. Families are going bankrupt
and having to sell their farms. The
situation looks desperate, but here
is a way you can help. The Oregon

Farmers this Saturday evening in

Richard Byron Stanley
Richard Byron Stanley, 64, of
Imgon. died Tuesday, July 10,
2001. at his home
At his request, no service will
be held. Disposition was by cre­
mation.
Mr. Stanley was bom Decem­
ber 19,1936. at Des Moines, Iowa,
to Byron B and Marjorie Dale
Williams Stanley. He was raised
at Coming, Iowa and attended a
military school where he earned
a degree in engineering. After
college, he joined the Navy, serv­
ing for four years.
On March 27. 1957. he mar­
ried Wanda Jean Cook in Pasco,
W ashington They m oved to
Imgon in 1960 and Mr. Stanley
went to work at the LJmatilla
Army Depot as a machinist. He
was employed at the depot until
his retirement in 1989.
Mr. Stanley enjoyed w ood­
working, camping and trail riding
on motorcycles.
Survivors include his wife of 44
years. Wanda Jean Stanley of
Im gon; son, Mike Stanley o f
Imgon; his father, Byron Stanley
o f Indianola, Iowa: brother. Bill
Stanley of Iowa City, Iowa; and
eight grandchildren. He was pre­
ceded in death by his mother.
Marjorie Stanley, and a son, Mark.

was in charge o f arrangements.
Jane Rawlins
Jane Rawlins, 80, of Heppner,
died Saturday, July 7,2001, at her
home.

26, 1921, in Heppner. to Thomas
and Marietta Phillips Huston. She
attended grade school at Liberty
Schoolhouse in Eightmile near
lone, then graduated from lone
High School in 1938. In 1943, she
graduated from the University of
Oregon with honors and member­
ship in the scholastic honoraries
Phi Beta Kappa, Phi Lambda
Theta and Pi Delta Phi.
She taught at lone and
Roseburg high schools until 1946.
On September 15, 1946, she
married William “Bill” Rawlins.
She accompanied her husband
while he attended Oregon State
University. In 1948, they returned
to live on the family ranch.
M rs. R aw lins retu rn ed to
teaching in 1966 and taught at
Heppner High School until 1983.
She was selected by the students
as “T eacher o f the Y ear” at
Heppner High School in 1973.
She was an active member of
Valby Lutheran Church, led 4-H
clubs for 12 years, was the first
woman to serve on the Morrow
County Fair Board and served for
six years on the Oregon County
Fair Commission, rating Oregon
fairs.
She enjoyed growing and ar­
ranging flowers and was a mem­
ber o f the lone Garden Club, char­
ter member of the Heppner Gar­
den Club, district director o f the
Blue Mountain District 10 Garden
Club and a member of the State
Board of the Oregon Federation
o f G arden C lubs for several
years.
She directed numerous high
school plays. In her retirement she
organized a community theater
group, The Heppner Intergenera-
tional Theater, presenting plays in
Heppner and lone. She also wrote
and directed a mini-pageant, “Enn
Comes to Morrow County.” for
the St. Patrick’s Day Festival.
Mrs. Rawlins was active in
senior citizens affairs and served
as president o f the Heppner Se­
nior Center Board of Directors at
its inception in 1988. She also ini­
tiated a local transportation and
meal delivery service she called
Dollaride for Seniors.
She was named Woman of the
Year in 1986.
Survivors include daughter,
Carol Brewster of Corvallis; sons,
Tom of Heppner, John o f Pitts­
burgh, Pennsylvania and Charlie
of Phoenix, Arizona; and two
grandchildren. She was preceded
in death by her husband. Bill,
brother. Thomas Huston, and sis­
ter, Jeanne Dobbs.
Memorial contributions may be
made to the Lutheran World Hun­
ger, Valby Lutheran Church.

Attorney David C. Allen has
released the following report.
-Robert Allan Golladay
plead guilty to Assault IV, a
Class A misdemeanor. He was
sentenced to 120 days in jail and
24 months bench probation and
was ordered to have no contact
with the victim, write a letter of
apology to the victim, complete a
domestic violence treatment
program and pay $869 in fines,
fees and assessments.
-James Joseph Basaldua
plead guilty to Assault IV. a
Class A misdemeanor. He was
sentenced to 120 days in jail and

ordered to have no offensive
physical contact with the victim,
write a letter of apology to the
victim, complete a domestic
violence treatment program and
pay $1,369 in fines, fees and
assessments.
Dinner to benefit
unseated school
board members
Land closure to affect Morrow
Beginning July 13 at 12:01 a m.
lands protected by the Oregon
Department
of
Forestry,
Prineville/Sisters. John Day and
The Dalles Units will be placed
under a regulated closure. The
closure will affect Deschutes,
Jefferson. Crook. Grant. Harney,
Umatilla, Gilliam, Wheeler,
Morrow. Hood River and Wasco
counties
The closure includes the
following restrictions:
1. Use of fireworks is prohibited.
2. Smoking is prohibited while
traveling, except in vehicles on
improved roads, in boats on the
water and on sand or gravel bars
which lay between water and high
water marks which are free of
vegetation.
3. Open fires are prohibited,
including campfires, charcoal fires,
cooking fires and warming fires,
except at designated locations.
Portable cooking stoves using
liquefied of bottled fuels are
allowed.
4. Cutting, grinding and welding
of metal is prohibited between the
hours of 1-8 p.m.
5. Non-industnal chain saw use
is prohibited between the hours of
1 -8 p.m. Chain saw use is permitted
at all other hours, if the following
firefighting equipment is present
with each operating saw': one axe,
one shovel and one eight ounce or
larger fire extinguisher. In addition,
a fire watch is required at least one
hour following the use of each saw.
6. Mowing of dried and cured
grass with power driven equipment
is prohibited between the hours of
10 a m .-8 p.m., except for
commercial culture and harvest of
agricultural crops.
7. Use o f motorized vehicles,
including motorcycles and all terrain
vehicles, is prohibited, except on
improved roads.
8. Possession of the following
fire fighting equipment is required
while traveling, except on state and
county roads: one axe, one shovel,
and one gallon o f water or one
operational 2 Vi pound or larger fire
extinguisher.
"The district has responded to
over 130 fires so far this year and
with the fire danger rapidly
increasing, these additional fire
prevention restrictions will help
reduce the numbers of fires in our
area," stated Bob Young, Central
Oregon District forester "Fire
prevention is key in stopping fires
before they start and we need
everyone, whether on private of
public lands to do their part in being
fire safe."
Regulations vary from private
to public lands. People are reminded
to always call their local fire agency
to get current fire restriction.
