She was a school teacher and, in later years, w orked with her brother in a family business She had three happy mamages. The first was to Clement Nat Stockard, w'hom she mamed on October 3, 1941, in Portland, Oregon. He died on Apnl 21,1957. She married Cecil Ray Warner on August 11, 1968, in Heppner He died on August 15, 1971. She married Delmar Palmer McMilan on September 9, 1978 in Salem. He died on December 2, 1993. She enjoyed traveling, gardening, working with her houseplants and visiting with friends and family. She was a member of the Chnstian Church (Disciples of Christ). While there are several ways that a community could be alerted to current or predicted emergencies, such as a chemical spill or storm w amings, local cable TV systems provide an important part of the national Emergency Alert System (EAS). October 1. 2002. is the deadline established by the Federal Communications Commission (FCC) for small cable systems to have this capability. With its mission to serve the best interests of the public in mind, Heppner TV made installation of an EAS system a priority. In order to provide this community service. Heppner TV must purchase and install equipment that will allow it to receive and transmit emergency messages. The alert will be an interruption of video on all channels with instructions to go to a different channel for complete audio and visual information about the emergency. This alert will go to all of the approximately 600 homes, businesses and agencies that subscribe to Heppner TV The alert could originate from national, state, county, or city agencies. Estimates of the cost of equipment to provide this service ranged from $6,500 to $27.000. Extensiv e research by Tom Rawlins, system technician, has shown that Heppner TV will be able to comply with the FCC requirements by purchasing the less costly equipment. While S6.500 is a major financial outlay for Heppner TV. the board of directors-position is that the safety of the community should be the priority. Other projects will be delayed until time and funds are available. The projects projected for the future include rebuilding the signal transmission system and remodeling the portions of the Heppner TV building. The system was built in the 1950s and is still using the same co-axial cable. The goal is to rebuild much of the distribution system using fiber optic cable in order to improve signal quality and prov ide additional services.
