Sheriff's Report
The Morrow County Sheriffs
Office (MCSO) reports handling
the following business:
-MCSO received request
for deputy contact regarding a
subject who showed up at ACH
to pick up his kids. Caller told
the subject about about a
restraining order that the subject
was given when the children
were enrolled in school. The
subject left without the children
and stated that he was never
given any paperwork. Union
County was contacted and
confirmed that they had not
received the paper work yet.
-Irrigon Fire Department
advised that they were en route to
a residence in Irrigon in reponse
to an illegal bum.
-MCSO received request
to speak to deputy regarding a
vehicle that the caller purchased.
The caller said the seller took it
back.
-MCSO received request
for contact regarding hang up
phone calls.
-HPD received request
for officer assistance as the caller
had locked herself out of her
house.
-Oregon State Police
received report that the caller met
her ex-husband in Boardman to
exchange their children and he
left from there to Lewiston,
Idaho. The children, three and
five-years-old were not in child
seats and were not seat belted in.
The caller said her ex-husband
lets them lie down in the back of
the cab.
February 9: Boardman
Police Department received
report of a minor motor vehicle
accident east of the Boardman
fire hall. Deputy advised no one
was around the vehicle.
-OSP received report of
a semi off the road on 1-84
westbound. The driver was out
checking the vehicle. It was
ossibly the same MVA as
previous entry.
-HPD received report of
a vehicle off the road at
Slaughterhouse Hill. It was a
non-injury and a tow was called
to pull the vehicle out.
-HPD received report of
a Carter-type dog with blood
around its neck near the Heppner
City Park.
-HPD received report of
a cash box jimmied and items
missing at Brannon's Auto.
-HPD cited six people
for failure to use seatbelts.
-HPD received report
that a Dodge vehicle key was
found at the Heppner Cemetery.
Caller turned the key into the
Morrow County Sheriffs Office.
February 10: MCSO
received report of a group of
males playing loud music in
Irrigon. Caller did not want
contact and requested subjects be
advised only. Subjects were
contacted and advised to turn
music down.
-MCSO received report
of a man who didn't have money
to pay for gas received at the
Boardman Chevron Station.
-MCSO arrested Cory
James Koertje, 20, on an Irrigon
Justice Court Warrant for Failure
to
Appear/Driving
While
Suspended, Driving Uninsured.
He was lodged at Umatilla
County Jail with $6,000 bail.
-HPD cited two people
for failure to use seatbelts.
-MCSO,
Medic

received request for ambulance
in Irrigon for caller's 79 year old
mother who was extremely weak,
and had nose bleeds earlier and
her left side was swollen.
-MCSO cited a subject
for three counts of failure to use
seatbelts and Driving While
Suspended infraction.
-BPD,
Boardman
Ambulance received report that a
female security guard at
Columbia River Processing Plant
fell on to a concrete slab and
suffered trauma to her right leg
from the ankle to the knee. She
had severe pain and swelling, but
was conscious and breathing ok.
She was transported to Good
Shepherd Medical Center.
-MCSO received report
that the hood of the caller's
pickup was keyed in Irrigon.
February 11: HPD
received report of loud music
coming from the fairgrounds.
-BPD, MCSO received
report of a break in at the
laundromat in Boardman It had
just occurred and the subject was
running. It was a third party call
and the caller had no other
information.
-Heppner Ambulance
received request for ambulance
for a 78-year-old female who had
passed out. She was conscious
but not feeling well and had
surgery on Wednesday. She was
transported to Pioneer Memorial
Hospital.
-HPD received report of
an audible alarm/lobby motion
alarm at Klamath First Federal
Bank in Heppner. An employee
advised the alarm company it
was a false alarm.
-BPD received an open
911 call from a toddler. It was
confirmed that a child was
playing on the phone.
-HPD cited a subject for
failure to use seatbelts and
having expired plates.
-MCSO, BPD received a
report that a man threatened the
caller’s family with a gun and
was outside arguing with her
brother.
-MCSO received report
that caller's neighbors have
visitors who have been parking
their cars on her side of the
property. The caller also said that
the neighbors were rude when
approached about the subject.
-Oregon Department of
Fish and Wildlife requested
assistance with three subjects at
the refuge on old highway 730.
The subjects were uncooperative
and drugs were possibly
involved. No MCSO deputy was
available
and
OSP
was
contacted.
-MCSO cited Maximino
Landeros Cardenos, 48, and Jose
Isabel Escobedo-Cervantes, 36,
fo r
m en acin g /u n law fu l
possession of a firearm. They
were cited and released.
-MCSO received report
from an Irrigon man that his
stepson had been crusing in his
mother's car all day without
permission and they wanted to
have it signed stolen.
The
subject was believed to be in the
Irrigon, Boardman or Hermiston
area with a friend.
-HPD received report of
a motion detector burglary alarm
at Heppner Elementary School.
It was a false alarm.
-MCSO received report
of a general entry motion
detector burglary alarm at
Riverside High School. It was a
false alarm.
-BPD received report of
a horse running in the roadway at
Boardman. Horse was located
and put back in the field.
-MCSO received report
of three black cows in the road.
Caller advised owner and the
cows were placed back in the
field by deputy.
February 12: MCSO,
OSP received report of an '84,
silver Honda Accord located in
Irrigon.
The vehicle was
driveable and released to the
owner.
-MCSO arrested three
juveniles
on
charges
of
unauthorized use of a motor
vehicle. They were lodged at the
NORCOR juvenile facility and
then released to their parents.
-MCSO cited a juvenile
for interfering with a police
officer.
-Umatilla
County
Sheriffs Office arrested Eulalio
Silva, 36, on an Irrigon Justice
Court warrant for DUII. He was
lodged at Umatilla County Jail
with $6,000 bail and additional
UCSO charges of Posession of a
Controlled Substance.
-MCSO, OSP received
report from a woman that her
neighbor's cows were out and
were approaching the freeway.
Caller said that she did not know
her neighbor's name. Deputy
advised that there were no cows
at 1-84 eastbound. The caller
called back advising that the
cattle had turned back and that
she was going to herd them
towards her neighbor's residence.
-Heppner
Fire
Department received report that
flames were coming from a
residence in Heppner.
-MCSO received request
for contact from an Imgon
woman regarding a stalking order
against a friend's boyfriend who
shows up at her residence while
she's sleeping and removes his
clothing.
-OSP received report of
a red Chevy Suburban with a
female driver all over the road
going 75 mph. Caller later
advised that the vehicle pulled
off at a viewpoint.
-Hermiston
Police
Department arrested Leslie A.
Bursell, 36, on an IJC warrant for
Failure to Pay Fine/Failure to
Appea r - Dr i v i n g
while
Suspended. He was lodged at
Umatilla County Jail with $1,149
bail. He had an additional
warrant from UCSO.
-MCSO received request
for contact from an Imgon man
who said his wife slapped him.
The parties were separated and
the female left the residence.The
female had a restraining order
against the male.
-MCSO arrested Ruben
Gutierrez, Jr., 37, on a Morrow
County Circuit Court warrant for
parole violation/Assault IV. He
was lodged at UCJ with no bail.
-OSP,
Hermiston,
arrested Harlan Glen Sandbeck,
32, on an IJC warrant for Failure
to Pay Fine/Driving While
Suspended. He was lodged at the
UCJ.
-HPD cited two subjects
for failure to use seatbelts.
-MCSO received request
from an Irrigon woman for a
deputy to respond to her
residence. The man who she
wanted a stalking order placed on
was at her front door.
-MCSO received report
from an Irrigon woman that a
subject was at her residence and
she wanted to talk to a deputy
because she was afraid to go
home.
-MCSO received a report
from an Imgon woman that her
neighbor was harassing her
because she tried to put up a
fence to
separate the two
property lines. The caller said the
neighbor started yelling and
throwing garbage over the line.
-BPD received report
that caller has been receiving
prank phone calls from people in
Boardman.
-MCSO received report
of cows out in Lexington. Cows
were placed back in field by
deputy and owner notified.
February 13: BPD
arrested
Rachael
Heidi
Alexander, 22, for unauthorized
use of a motor vehicle. She was
lodged at Umatilla County Jail
with $7,500 bail.
-MCSO received report
of loud yelling and four shots
fired just north of Gun Club
Lane, Hermiston. Subject said
he was shooting at area dogs
chasing his chickens.
-MCSO received report
of a letter received by a
Boardman woman that she
thought was a scam.
-HPD received report of
a possible theft. Caller requested
contact.

Department, MCSO received
report that the rear tires of a semi
truck were on fire on 1-84.
-HPD received request
from a Heppner woman calling
from work for a welfare check on
her 14-year-old child who was
home sick and not answering the
phone. Deputy advised that the
son called his mother.
-MCSO received request
for deputy contact regarding a
threatening letter a student
received at Columbia Middle
School in Imgon.
-MCSO received request
for contact from an Imgon
subject because
she had
questions regarding her renter's
possible drug use.
-OSP received report of
a large semi tread in the middle
of the road.
-MCSO received report
that a cadet had possibly spotted
a wanted subject walking down
the roadway on Hwy. 730 in
Irrigon.
-MCSO received report
from a Heppner woman that a
man wearing a heavy coat was
walking north on Willow Creek
Road near the Blake Ranch Road
carrying a long arm (rifle or
shotgun) and had a Rottweiller
dog. The man was attempting to
wave down traffic, but caller had
observed to vehicles broken
down between Hepner and that
location.
-Hermiston PD received
report that the subject of a
confrontation that occurred at
Irrigon had gone to Hermiston
High School and threatened a
woman's son. The complainant
was requesting a restraining
order.
-BPD received report
from a Boardman woman that
her neighbor told her who had
tried to break into her residence
while she was gone.
-BPD received report of
vehicle parked in and around the
area where the trucks park near
the CFN station in Boardman.
The caller related that the subject
in the vehicle acted very
suspicious and the vehicle fled in
the direction of the high school.
February 14: MCSO
received report from an lone
subject that a gray Buick had
been circling the lone area. The
caller followed the vehicle to the
B&C parking lot.
-The Heppner Fire Chief
received report that an alarm was
activated for flood level at Balm
Fork. The chief was unable to
locate a problem.
-MCSO received report
of four horses in the roadway in
Boardman. Owner was contacted
and returned the horses to the
field.
-MCSO, HPD received
report of a suspicious male
subject dressed in black, lying
down in weed cover, watching
over lone with binoculars. It was
confirmed that this was the
vehicle reported the previous
night.
-MCSO received report
that a dog came over into the
caller's property and killed two of
her goats this morning. The
caller shot the dog but it ran off.
-BPD received report
that a woman reported that her
two-year-old daughter had her
foot stuck in the back of the
neighbor's couch. No medical
attention was needed.
-BPD, OSP, MCSO
received report of a suspicious
incident with a Nissan entering
the freeway while the car alarm
was sounding. The car was
headed eastbound on 1-84.
-MCSO received report
from an lone man that someone
had tampered with his 500-gallon
gas tank. A chain had been left
on the scene where someone had
tried to drag the tank. The caller
believed it had occured the
previous night.
-Heppner
Fire
Department received report that
a room at the Senior Citizen's
Center was full of smoke from a
pressure cooker. There was no
fire and the pressure cooker was
turned o f f , but too hot to touch.
-HPD received report
that there was a Rottweiler on the
loose
in
the
caller's
neighborhood.
-MCSO received request
for deputy to attempt to look for
the caller's small black 13-year
old poodle which is deaf and
blind. The dog was located.
February 15: BPD
received report from a Boardman
woman of three gun shots fired
near her residence.
-MCSO received request
for deputy contact from an
Irrigon man regarding a stalking
order.
-Hermiston
Police
Department
arrested
Roy
Castillo-Chairez, 20, on an
Irrigon Justice Court warrant for
Failure to Appear/Driving While
Suspended, Failure to use Safety
Belt. He was lodged at UCJ with
$6,000 bail and additional
charges of a violation of a
restraining order.
-Irrigon Ambulance,
MCSO received request for an
ambulance from an Irrigon
woman who said her son had
fallen off the bed and was
bleeding from the mouth and
tongue.
-OSP received a report of
a black Dodge pickup pulling a
horse trailer that cut the caller
off.
-OSP arrested David
Bradley O'Brist, 22, on a Morrow
County Circuit Court warrant for
Possession of a Controlled
Substance and Harassment. He
was lodged at Umatilla County
Jail with additional charges from
Umatilla and Benton counties.
-MCSO arrested Frank
B. Engelman, 40, on a Hermiston
municipal warrant for negotiating
a bad check. He was cited and
released.
-HPD, MCSO received
request for officer response for
an unwanted subject who was
banging on the front door and
screaming,
cussing
and
threatening. While caller was on
the phone the subject left heading
towards Heppner m a green Ford
pickup. The subject was located
and was of no further interest to
law enforcement.
-BPD arrested Clifford
Eugene
Bradley,
34,
on
Boardman Police Department
charges of Eluding a Police
Officer,
Reckless
Driving,
Reckless
Endangering
and
Driving While Revoked. He was
lodged at Umatilla County Jail
with $25,000 bail.
-MCSO received report
that Clarence Oliver Bean, Jr.,
56, Mayville, was arrested on a
Michigan/Reed City warrant for
Homicide. He was lodged at
NORCOR.
-MCSO received request
for deputy contact regarding and
animal problem in Boardman.-
-MCSO received report
that a subject had dragged the
caller's garbage cans across the
street. The caller, who believed
she knew the responsible party,
requested deputy contact.
-OSP received report of
a light blue semi truck traveling
at 69 mph on 1-84 eastbound.
-MCSO received request
for deputy appearance at a school
dance at Columbia Middle
School.
M-CSO received report
from a Boardman woman that the
neighbor's dog was at her
residence again.
February 16: OSP
recived report of a non-injury
motor vehicle accident on 1-84
eastbound.
-BPD cited Jose Solis-
Monge, 36, for Driving While
Suspended, No Insurance and
Failure to Signal When Turning.
-BPD received a report
of a drive-off at the Boardman
Texaco.
The vehicle had
Connecticut plates.
-MCSO received a 911
hang up call in Boardman. Upon
call back the subject advised no
emergency. The call was made
by a five-year-old.
February 17: HPD
received report that the caller's
dogs had not returned after they
had been let out five minutes
ago. Caller advised that he
would be gone, but if the dogs
were located, the kennel was in
the back and open.
-HPD cited one person
for failure to wear seat belt.
-MCSO received report
that her neighbor's boxer was
chasing her calves.
Caller
advised this was a continual
problem.
-Boardman Ambulance,
BPD received request for
ambulance for a 40-year old
female with hand spasms. One
subject was transported to Good
Shepherd Medical Center.
-OSP received report that
an unmarked truck with a trailer
was trying to play with drivers on
the road by acting like he was
exiting and would then swerve
back into the road. The vehicle
was driving very unsafely on I-
84 east of exit 165.
-HPD received report
that there was a group of male
juveniles fishing on the spillway
side of the dam in Heppner.
-MCSO received report
that a female subject came to the
Condon Police Department
reporting that she received a call
from a residence in Irrigon
advising of some kind of
emergency there. When deputy
made contact all was ok and
there was no emergency.
-MCSO received report
from a female subject who was
attempting to contact her
husband and family in San
Francisco as her father was
terminally ill and wasn't expected
to make it much longer.
-MCSO received report
from an Irrigon woman that two
dogs had attacked her pig.
-MCSO received report
of horses out in the road.
February 18: MCSO
received report from an Imgon
woman advising that her
neighbors have a controlled bum
an it was smoldering with flames
visible at times.
-MCSO received report
from an Irrigon man advising
that his neighbor was moving a
fence that has been there for
years.
-MCSO, BPD arrested
Rita Mane Modugno, 35, on
three circuit court warrants out of
Morrow County for Failure to
Appear/Contempt of Court,
Assault IV, Harassment. She
was lodged at Umatilla County
Jail with $60,000 bail.
-BPD arrested Gary Leon
Jones, 42, on a Umatilla County
Sheriffs Office warrant for
Parole Violation. He also had
local charges of Violation of
Release Agreement. He was
lodged at Umatilla County Jail.
-MCSO received report
of loud music coming from the
south side of an Irrigon woman's
residence.
-MCSO received report
from an Imgon man that a
subject
had
violated
his
restraining order by being on the
caller's property.
-Imgon Fire Department
received report of a structure fire
in Irrigon. It turned out to be a
controlled bum.
-MCSO received request
from an Imgon man to have his
son fingerprinted.
-MCSO arrested Wesley
Aaron Hendren, 23, on two
Irrigon Justice Court warrants for
Failure to Appear/Driving While
Suspended. He was released due
to overcrowding.
February 19:
-BPD received report of
a cell phone stolen from M.C.
Behavioral Health.
-OSP received report that
a Wal-Mart truck was all over
the road on 1-84 eastbound.
-MCSO received report
from an Imgon woman that a
subject
had
violated
his
restraining order twice that day.
The caller requested phone
contact.
-MCSO received a 911
call
from
a
Boardman
woman, it was determined
that
she
needed
the
Hermiston
PD
concerning
an impounded vehicle.
-MCSO, BPD received
report from a Boardman woman
that a subject was at her
apartment harassing her.
-Heppner
Fire
Department, ODOT, MCSO,
OSP received report of a non
injury two-vehicle motor vehicle
accident.
The MVA was
blocking one lane and everyone
was out of the vehicles. One
subject was cited for unlawful
stop at a MVA.
-MCSO received an
abandoned 911 call from an
Imgon. When recontacted the
residence everything was ok and
a subject said the phone was
acting weird.
-MCSO, BPD received
report of five juvenile males
leaving the Outback Apts, in
Boardman. Three were on bikes
and the other two were on foot
carrying a bag of some kind.
-Boardman Ambulance,
MCSO received request for
ambulance for a 21 year old who
was in and out of conciousness
and stopped breathing.
The
subject was on no medication
and has a history of panic
attacks.
One subject was
transported to Good Shepherd
Medical Center.
-MCSO received report
of an audio panic alarm at a
residence in Imgon. Deputy
checked residence and all was
ok.
-MCSO received report
that a subject who is always seen
driving a green pickup in
Heppner was driving while
suspended.
-MCSO received report
that all the windows and some
light signals in the caller's red
Jetta had been broken out in
Imgon.
-MCSO received request
for deputy from an Imgon man
wanting to file a restraining order
against his ex-wife's boyfriend.
-MCSO received request
for deputy to accompany the
caller in picking up her three and
four year old children from her
ex-husband. Caller also stated
she has custody papers.
-MCSO received report
of a TV, a breadmaker and a
broken end table found on a
gravel road in Boardman area.
Local student in college choirs
Matthew Jepsen of Heppner. a
sophomore at the University of
Idaho, is performing with both the
Jazz Choir, and the Vandaleer
Concert Choir this semester.
The Jazz Choir program at the
University of Idaho has some 200
members and performs music in
a variety of styles. Directed by Dan
Bukvich, the Jazz Choir is putting
on nine concerts this semester.
The Vandaleer Concert Choir,
directed by Mark E. Fisch, is a
smaller, more select choir of 30
students. This choir is performing
three concerts of classical music
from all eras and genres
Jepsen is majoring in music
education at the University of Idaho.
He is the son of Bill and Nancy
Jepsen of Heppner.
