What a bummer. If human activity is causing the ozone layer to thin
then why isn't more sunshine getting through? If you listen to some o f
the so-called experts, we could lessen global warming, while other
scientists don't agree that we have a problem. Yet we don't want those
melting icebergs to end up next to Hawaii's sunny beaches.
Reports claim that our errant ways are responsible for more floods,
earthquakes or natural disasters in recent years. So move over, Mother
Nature. If influential leadership wanted a cleaner, more pristine world,
this nation should be using more nuclear and solar energy and
distilling ocean water for human needs; thus lessening our growing
dependence on natural resource energy that adds to pollution. With
current energy costs rising, hitching up old bobbin or a battery-
powered car in lieu o f the horse and buggy might be the way to go.
Too, we could build efficient underground abodes and live like a
hibernating bear.
Another example o f conflicting views occurred when suspicions
were confirmed about a drug lab operation inside a house. So law
enfotcem ent used thermal imaging. Now that guy is claiming that
without a search warrant his rights have been violated and that such
a procedure isn't legal. If he hadn't been doing something illegal in the
first place, they wouldn't have used that type o f surveillance. If they
had waited to obtain a search warrant, the guy would have time to
destroy the evidence. So now, I suppose, many people will declare
that type o f surveillance unwarranted, as if the inside o f every home
o r building will be on camera and displayed far public viewing.
Gee, if they were to thermal image our home, I might discovered
things put away that I no longer can find or I might be more cautious
about some o f my weird habits.
Eulogies after the death o f a well-known racecar driver proclaim
that he was a terrific guy. Yet this hero declined the use o f protective
headgear, while we attempt to teach our young people that helmets are
a safety precaution whether it's skate boarding, biking or driving fast
cars.
People continue to uphold the past administration and applaud a
leader who lied under oath, pardoned criminals and took advantage o f
his position in many instances. That doesn't make any more sense than
heralding a group o f rap musicians whose songs glorify murder and
indecent behavior.
Front page news also includes a truck driver who was going 70 plus
miles per hour in a highly visible construction zone when he hit and
killed a woman flagger near Boardman last summer. U nder Oregon's
sentencing guidelines, he will get 16 to 18 months o f incarceration,
but he can also appeal for probation. Reported on the same page, a 16-
year-old-boy who had consensual sex with a 13-year-old girl is given
a six-year prison term under the minimum sentencing law. Who sets
such unreal standards?
C alifornia and the Northwest wrestle with a power shortage while
a NW snowpack shortage doesn't brighten the immediate picture. Yet
a federal court in Portland ruled that the U.S. Arm y Corps o f
Engineers operation o f the four Snake River dams violates the Clean
Water Act. The court ordered the Corps to find ways-within 60 days-
to lower water temperatures behind dams to protect threatened and
endangered salmon and steelhead. Now get this. They want the pools
behind dams lowered to reduce water temperatures for m igrating fish
and at the same time they claim that releasing water behind dams
produces nitrogen, that also kills fish. To stave off water shortages and
produce more electricity, especially during summers, storing more
water makes better sense. Hopefully California won't siphon o ff too
much o f our water or electricity resources. Candles make great decor
but they don't light up your television. Too, even a fish might get
thirsty when taking a dip in a rain barrel during July.
It's impossible to understand the reasons or actions behind many
matters. This country is supposed to be a progressive nation. Viva
such progress. Perhaps I'm the one who needs a cat-scan o f the head.

Characterizing Republicans
as fascist is slanderous
To the Editor:
In Jane Rawlins' letter to the
Editor o f 2-7-01, she seems to be
equating the election o f George W.
Bush with a "slippery slope to
fascism" and "the people losing our
right to vote." To compare the
wrangling during the Florida vote
to Hitler’s Beer Hall Putsch is
disingenuous and irresponsible. To
characterize the Republican party
or anyone on the nght as fascist is
slanderous. The Beer Hall Putsch
was a takeover by force involving
storm troopers armed with rifles
and a machine gun. Hitler himself
fired a revolver.
Saying George W. "exercised
a hint o f dictatorship" is ignorance
o f the facts. Let's look at the
meaning o f dictator: A person
exercising unlimited powers o f
government, an absolute ruler.
People can intelligently disagree
about how the Florida count was
handled but one thing that is
indisputable is that George W. Bush
never exercised unlimited powers
o f government. Voting rights were
never denied to anyone. This leads
us to the often misuse o f the term
disenfranchised. The word is
disfranchised and it means to be
denied the right to vote by a
government. No one in Florida was
denied the right to vote. All the
ballots were counted twice by
unbiased m achinery without
affiliation or party leanings. Nor
can the machine discern the color
or economic status o f the voter.
Regarding her letter o f 2-21-01,
Jane seems to think we are now
merging state and business
leadership. We wonder if she would
advocate the merging o f state and
labor unions? In other words, a
socialistic style o f government. As
we have seen in recent history the
socialistic form o f government has
not only been a failure but extremely
oppressive of human rights. Perhaps
it all comes down to whether we
believe we can spend our own
earnings more efficiently than a
bureaucratic government charging
an excessively high rate o f tax.
W ith all o f Jane's rhetoric
regarding corrupt government and
equating George W. with being a
dictator and a fascist, we could not
help noting the lack of any comment
about the most corrupt president
of modem times, Bill Clinton. Harry
Truman would roll over in his grave
if he knew o f the DNC receiving
money from Communist China and
the Buddist monk debacle.
Meanwhile, in the latest Clinton
scandal, Jimmy Carter has stated
that Clinton abused the pardon
process and discredited the White
House.
While we agree with the need
for some kind o f campaign finance
reform, at the same time something
needs to be done about union dues
being funneled to left leaning
politicians against the will o f the
union member.
Regarding the assertion o f CNN’s
preference for Bush J r.-Is this the
same CNN signal that we receive?
Judy Woodruff, formerly o f PBS,
and Bernard Shaw can hardly cover
their left leaning beliefs. CNN
founder, Ted Turner, has always
been way out in left field and the
recent sale to Time Warner has not
changed the alignment of CNN with
ABC, NBC and CBS. The only way
to get both sides o f the story is to
tune in to the Fox News channel
for fair and balanced reporting.
It is our contention that comments
regarding our government ought
to be characterized by truth,
responsibility and discernment.
Hopefully we have held to that
standard.

Examination of school rating system
To the Editor:
The M orrow County School
Superintendent's Office has issued
its reading o f the state's annual
report o f each o f our schools in the
district. As the school board's report
created headlines in the Heppner
Gazette-Times, an examination of
the rating system is warranted by
all persons in the county who are
concerned about the quality o f the
curriculum offered. The Oregon
Department o f Education, to help
us understand how the state reaches
the assessments, distributes a video.
The state's report relates to
progress made in various aspects
o f school improvement efforts. A
"satisfactory" or "excellent" score
only on improvement does not mean
we are m eeting state standards.
For instance, the reading test
results reflect that the following
percentages o f students are not
meeting the state standards:

Any school that misses the boat
with approximately a third o f the
class cannot afford to feel
complacent about the results.

SAT tests are usually taken only
by college-bound students. A change
may be expected this year because
o f curriculum changes.
Producing a few superior
students, as Heppner and lone have
done, is no excuse for the failure
o f the school board to provide an
equal opportunity for all county
students, be they college bound or
technical/vocational students. They
all deserve an education that enables
them to eam a family wage.

The citizens o f Morrow County
have a great candidate running for
réélection to the Morrow County
School Board. Dwayne Carroll has
served on the bond for several years
and is willing to continue if
reelected. Dwayne always has a
common sense approach for each
issue, as well As a strong
background from his many years
o f service to the community.
Dwayne is a successful
businessman in our county, having
farm ed and operated a trucking
business, both in the same location
for over 30 years. His presence on
County. He was elected to and
served on the Oregon City School
Board. He is experienced in public
administration, public personnel
law and public budgeting.
It is time for a change. It is time
to regain control o f your schools.

It is with enthusiasm and
optimism that we recommend John
Renfro for the Morrow County
School Board position currently
held by Dwayne Carroll.
The actions o f the majority o f
the present board (except for Keith
Lewis and Barney Lindsay) have
for one full year proven that they
do not intend to listen to the
concerns o f parents and that they
value administrative spending over
teachers and educational programs.
This was shown in February 2000,
as they rushed to cut 17 teachers
and the longstanding Vo-Ag
program as parents from the whole
county objected. The past 12 months
