Chamber Chatter

This past weekend I traveled to
my hometown for a tuneral and was
additionally saddened to see the
demise o f businesses in one end
of town. Where there once was a
99 cent store, two clothing stores
a drugstore, a restaurant and an
appliance repair store, there are now
boarded-up storefronts. Some of
us visited about this and the
importance of shopping locally. It's
not that the community isn't working
hard and doesn't have community
pride; it's that there is easy access
to malls, Wal-mart, Costco, etc. and
it's an excursion. People leave for
certain items and forget to come
home.
We wonder if the citizens realize
that a dollar turns over seven times
in their town. Shopping locally
means that dollars are turned over
locally for donations for events and
to organizations in the form of
signage, uniforms, support of sports,
trips, activities for kids and adults,
advertising, street banners and
decorations, parades, auction items,
dues and hundreds of other projects
that they or someone in their
organization has knocked on a
business's door to request.
Dollars spent locally not only
enable the businesses to give back,
but most importantly mean job
retention. Employees contribute
to the community, volunteer and
pay taxes, thus supporting roads,
schools and the vitality of the
community. When a community
stays healthy, more businesses come
in and create competition and
variety. It's tough to compete with
businesses 50 to 80 miles away who
can buy in huge volume, but is it
taking care of the future of our small
towns if we leave all of our dollars
in another community or state where
only they benefit from the dollars
we left? I think not.
I hope that down the road people
who have loved and grown up in
Heppner don't return to see their
childhood hometown change, as
I saw mine. Let's take care of this
wonderful little town and each other.
It's like the "circle of life,” "all the
parts of the body working together,"
" keeping it in the family," keeping

money than out-of-town and they're
right. We want our hometown,
Heppner, to thrive and we want to

discontinue
mailing minutes
The
Heppner
Coordinating Council will no
longer be able to mail the HCC
minutes, because of the amount
o f labor and cost of postage.
However, HCC will send
the minutes via e-mail for those
who wish.

Items of Health • Tobacco Prevention by Karen Masshoff
For those o f you who made resolutions to quick smoking and
are now well into better health, I applaud you. For those still in
the contemplative stage: my thoughts and words of
encouragement. When it's the right time for you, you will. Are
you in need of more inspiration? The February 5th edition of
Time Magazine has an article, "Repairing The Damage," in their
Health section focusing on how to get healthier. To turn your life
around they say right off: "Eat right. Quit smoking. Get fit." The
good news is: "In the past few years doctors have learned that
blood vessels and coronary tissue respond almost immediately to
quitting smoking - even in smokers who are 60 or 70 years old.”
Finally the dust of the election and post-election hoopla has
settled and legislators from all levels of government are
beginning to do the work for which they were elected. With talk
of tax cuts and tobacco settlement money, you would think we
were awash in dollars. However, there are commentators from
many sectors sounding caution and I include myself as one of
them certainly in regards to how Oregon spends its settlement
dollars. The tobacco industry is also very interested in how that
money is spent which is why they put additional money into this
state's election campaigns and are backing certain interest
groups. If you care to read the specifics, I refer you to the story
by Dave Hogan in the January 3, 2001, Oregonian.
Here are some important items to keep in mind: the tobacco
settlement came about to pay for the billions o f dollars spent in
health care as a result of tobacco-related diseases, and to provide
education to head off tobacco use by our children. The tobacco
industry provided cigarettes during all o f our military campaigns
in the last century and then lied to us about the harmful effects,
attacking credible scientific research. When enough folks died
off or quit, they targeted our children with Joe Camel and
Virginia Slim. Now it's time for our legislators in Oregon to do
the right thing and not all of the folks in Salem are in agreement.
Those legislators in our own region are not in agreement; they
need to hear from us.
What about state legislation regarding clear air or tobacco
control that if made into law would prevent local communities
from enacting their own ordinances or regulations? This is
known as preemption. Stay tuned.
