Sheriff's Report
The Morrow County Sheriffs
Office (MCSO) reports handling
the following business:
-MCSO received a report that
three dogs in Imgon attacked
poultry and killed or wounded
five turkeys, a duck and a
chicken. The caller knew who
owned the dogs and her husband
shot one dog. A subject was cited
for Maintaining a Dog as a
Public Nuisance.
-The City of Heppner received
a report from a resident of St.
Patrick's Senior Center in
Heppner that water was coming
through the ceiling.
-Boardman
Police
Dept,
received a report that someone
hit a black Dodge truck the
previous night in the Dodge City
parking lot in Boardman. The
subject left a note but the caller
wanted to file a report.
-MCSO received a report that
someone stole an amp and
speakers out of a vehicle the
previous night in Imgon.
-MCSO received a report of
checks forged from the caller's
bank account in Imgon.
-MCSO received a request for
a deputy regarding hay the caller
sold that wasn't being paid for.
He wanted advice on what to do.
-Boardman
Police
Dept,
received a request for an officer
regarding Christmas decorations
vandalized.
-Boardman Fire Dept, received
a report of smoke coming from a
chimney in Boardman.

Dept,
received a request for an officer
concerning a custody dispute.
Dec. 4: MCSO received a
report of a possible DUII on 1-84.
Wilberto Villarroel-Reymundo,
27, was cited for DUII, No
Operator's License and No
Insurance.
-MCSO received a report from
a caller that her husband had
child custody and his mother was
supposed to return the child the
previous day, but did not.
-MCSO, Boardman Police
Dept, received a report of an
alarm at Boardman Pharmacy.
-MCSO received a report from
Morrow County Public Works of
a non-blocking motor vehicle
accident. The vehicle had hit a
rock jack.
-MCSO received a request for
a deputy from Columbia Middle
School in Imgon for three
students who took merchandise
from a fund raiser. The parents
were notified.
-Oregon State Police received a
report of a motor vehicle
accident on 1-84. It was a non-
mjury accident.

ambulance received a request for
an ambulance for a woman in
lone having a seizure.
-Irrigon ambulance received a
request for an ambulance for a
man who had passed out. The
patient was transported to Good
Shepherd Community Hospital in
Hermiston.
Dec. 5: MCSO received a
report of a dog that keeps coming
into a yard and the owners refuse
to tie the dog up.
-MCSO received a report from
a woman that a man pushed her
on the bed and took off in the
car. The subject's parole was
revoked and he was transported
to the Umatilla County Jail.
-Lexington EMTs, Heppner
ambulance received a request for
an ambulance for a 79 year old
female who was unconscious
and lying on the floor. The
patient was transported to
Pioneer Memorial Hospital in
Heppner.
-MCSO received a request for
a deputy regarding custodial
interference.
-MCSO received a report of a
suicidal subject.
- MCSO, Oregon State Police
received a report that the caller's
dogs were struck by a van that
left the scene in Imgon.
-Boardman Police Dept, cited a
subject
for
Reckless
Endangering.
-MCSO received a report of a
stray dog chasing livestock.

received a report of a suspicious
vehicle parked near the caller's
residence in Boardman.
-MCSO received a report of a
marijuana smell coming from a
residence.

report of a blocking motor
vehicle accident by the Heppner
golf course. Joseph Edward
Kindle, 20, of Heppner, was cited
for MIP by consumption..
Dec. 6: MCSO deputy reported
he was giving two people a ride
to Boardman.
-Boardman ambulance received
a request for an ambulance for a
person having a seizure and was
unconscious. The patient was
transported to Good Shepherd
Community
Hospital
in
Hermiston.
-MCSO received a report of a
non-blocking, non-injury motor
vehicle accident by Lexington.
The vehicle had slid off the road.
-MCSO received a report from
a caller that a man was violating
his protection order and was
living where he wasn't supposed
to.
-MCSO received a report from
a woman that Riverside High
School in Boardman advised her
her daughter wasn't in school and
was believed to be with a person
that there was a no contact order
against. The daughter returned to
the school.

Boardman ambulance received a
request for an ambulance for a
schizophrenic, alcoholic person.
The patient was transported to
Good Shepherd Community
Hospital in Hermiston.
-Heppner ambulance received a
request for an ambulance for a
female who had a constipation
problem that was treated earlier
by a doctor. The patient was
transported to Pioneer Memorial
Hospital in Heppner.
-MCSO, Boardman ambulance
received a request for an
ambulance for a woman with a
history of heart problems
possibly having a heart attack.
The patient was transported to
Good Shepherd Community
Hospital in Hermiston.
-MCSO received a report of a
pit bull dog hanging on a fence
from a rope in Imgon.
-Oregon State Police received a
report of a possible drunk driver
who was swerving and straddling
the line on 1-84.
-Boardman Police Department,
Boardman ambulance received a
request for an ambulance for a
person having trouble breathing.
The patient was transported to
Good Shepherd Community
Hospital in Hermiston.
Dec. 7: MCSO received a
report of an alarm at a residence.
-MCSO received report of a
suspicious subject carrying a
television and a tool box in
Imgon.
-MCSO received a report of
cattle out on Highway 207.
-MCSO received report of
cattle out on the Bombing Range
Road.
-MCSO received a report of a
motor vehicle accident on
Highway 207. The vehicle slid
off the road.
-BPD arrested a subject on a
Pendleton Sheriffs
Office
warrant
for
Failure
to
Appear/Possession
of
a
Controlled Substance.
The
subject was lodged at the
Umatilla County Jail.
-MCSO received a report of
stolen checks and a checkbook in
Imgon.
-MCSO deputy cited a driver
for Exceeding the Maximum
Speed Limit, 80 mph in a 65 mph
zone, and No Insurance.
-MCSO deputy cited a Heppner
driver for Operating without
Required Lighting and Driving
Uninsured.
-MCSO, Oregon State Police,
Boardman ambulance received a
report of a possible motor vehicle
accident, with a vehicle hitting a
power pole and possible injuries.
Officers were unable to locate.
-Imgon ambulance received a
request for an ambulance for a
person in Imgon having a hard
time breathing. The patient was
transported to Good Shepherd
Community
Hospital
in
Hermiston.
-MCSO, Boardman Police
Dept, received a report of a fight
in progress at Leonard's Spud
Cellar in Boardman. The fight
was between two intoxicated
male subjects.
Dec.
8: Boardman
Police
Department arrested a subject for
Disorderly
Conduct
and
Interfering with a Peace Officer.
The subject was lodged at the
Umatilla County Jail with $9,000
bail..
-BPD, MCSO deputies arrested
a subject for Disorderly Conduct,
Resisting Arrest and Criminal
Mischief II. The subject broke
the front headlight on the
deputy's car when resisting
arrest. The subject was lodged at
the Umatilla County Jail.
-MCSO, Boardman Police
Dept, received a report of a
prowler on a top story balcony in
Boardman. Officers were unable
to locate the subject who left the
area running.
-MCSO received a report of a
motor vehicle accident on
Highway 207. The driver rolled
his vehicle, declined medics and
was transported to his residence
in Heppner.
-MCSO, Boardman Fire Dept.,
Boardman ambulance received a
report of a motor vehicle
accident on 1-84. A male subject
who was in the accident was
walking to Boardman. He said
his mother was also in the
vehicle and now walking to
Boardman. The mother was
contacted at home and was not
involved. The male subject was
arrested for DUII and cited for
Driving
while
License
Suspended Infraction Involved in
an Accident and Driving
Uninsured Involved in an
Accident.
-MCSO received a report of an
overdue motorist.
-MCSO received a report that a
neighbor kid in Irrigon threw a
rock and broke the window in the
caller's vehicle. The kid also
broke a window at the residence.
-MCSO, Oregon State Police
received a report of a vehicle all
over the road on the Bombing
Range Road.
-Oregon State Police received a
report of a possible DUII heading
to lone driving erratically. The
vehicle left the road, drove into a
field then got back on the road
via a ditch.
-Heppner Police Dept, received
a report of a panic alarm. It was
an employee error.
-Boardman Police Dept, cited a
person for Permitting a Dog to
Run at Large.
-MCSO received a report from
Boardman of repetitive phone
calls with either no answer or a
female voice. Dialing *69 always
returned to the same phone
number.
-MCSO received request for a
deputy concerning the caller's
granddaughter and reckless
endangerment.
-MCSO received a report of a
possible DUII headed toward
Boardman. The caller followed
the car to Boardman.
-MCSO received a report of a
dog lost in Irrigon.
-Heppner Police Dept, received
a report of a forgotten purse with
ID at GD's Restaurant in
Heppner. The purse was
retrieved by a Heppner Police
officer and taken to the police
station.
-MCSO received a report of
neighbors revving up their
vehicles for the past hour in
Imgon and the caller was trying
to sleep.
-MCSO received a report of a
stray dog on a porch in Irrigon.
-MCSO cited a subject for
running two stop signs in Irrigon.
-MCSO received a report of
stolen Christmas lights in Irrigon.
Dec. 9: MCSO received a
report of a possible DUII on
Highway 730 toward Irrigon. A
deputy was unable to locate the
vehicle.
-MCSO, Heppner Police Dept,
received a report of a vehicle that
hit a car at Sweeney's Mortuary
and then attempted to leave the
scene.
-Heppner Police Dept, officer
arrested Ronald Whalen, 37, for
DUII and Driving Uninsured. He
was cited and released.
-MCSO received a report from
Oregon State Police to watch for
a vehicle in the Irrigon area that
was heading to Kennewick, WA.,
with a male subject who was
very nervous and has a history of
drug trafficking and a female
subject traveling with him.
-MCSO received a report of a
pickup full of kids trespassing on
the tree farm at Potlatch off of
Homestead in Boardman.
-MCSO, Oregon State Police
received a report of three males
and one female possibly shooting
at deer on top of Slaughterhouse
Road.
-MCSO, Boardman Police
Dept, received a report of a
juvenile assaulted by another
juvenile in Boardman.
-Heppner Police Dept, received
a report of an audible alarm on
Mam Street in Heppner.
-MCSO received a report of an
intoxicated
male
subject
bothering customers at the
Imgon 76 station.
-The
Garibaldi
Police
Department arrested John EArl
LaGrow, Boardman, on a Gilliam
County Circuit court warrant for
a probation violation, Failure to
Apprea/DUII, Eluding a Police
Officer. He was lodged at
Tillamook County Jail with
$50,000 bail.
-MCSO received a report from
a subject in Irrigon that his
vehicle was egged.
Dec. 10: MCSO received a
report of a possible DUII on 1-84.
The vehicle was located and it
was not a DUII.
-MCSO, Irrigon ambulance
received a request for an
ambulance for a female who was
extremely dizzy and has a history
of heart trouble. The patient was
transported to Good Shepherd
Community
Hospital
in
Hermiston.
-MCSO received a report of
loud noise from a party in
Heppner.
-Boardman

Dept,
received a report of a CD
player/changer stolen from the
caller's vehicle.
-Heppner Police Dept, received
a report of trespassing and
damage to the subject's property.
-Oregon State Police received a
report of a subject in a brown
Jeep driving erratically on 1-84
and trying to play vehicle tag
with the caller.
- Heppner Fire Dept, received a
report of someone burning a big
pile of leaves just past the dam
and causing black smoke.
-MCSO received a report of a
black bull in the road in Irrigon.

Dept,
received a report of an
intoxicated male knocking on the
caller's door looking for "John".
The caller requested officer
contact.
-MCSO received a report of a
male subject breaking into a
vehicle in Irrigon then running
away.
Dec. 11: MCSO received a
report from lone of a tame doe
deer on Highway 207. The caller
was concerned for the welfare of
the deer.
-MCSO received a report of a
stray dog that followed the
caller's daughter home and now
won't leave.

received a report of a two-vehicle
accident at the Texaco station in
Boardman. It was a non-injury,
minor accident.
-MCSO received a report from
a female subject who said
another female subject had just
taken her car keys and another
object out of her vehicle and left
the scene.
-MCSO received a report of a
missing buckskin gelding in
Heppner.
-MCSO received a request for
information concerning laws
about bicycles, trailers, etc.
-MCSO received a request
from Irrigon for deputy contact
regarding the caller's daughter.
-MCSO received a request for
a deputy contact regarding
information on a restraining/
stalking order.

received a report of a possible
DUII in Irrigon with a semi
heading to Boardman that was
swerving a little.

Dec. 12: MCSO, Heppner
ambulance received a request for
an ambulance for a woman
traveling from Ruggs to Heppner
who had tingling in hands/feet
and was dizzy. The ambulance
met the vehicle en route and the
patient was transported to
Pioneer Memorial Hospital in
Heppner.
-MCSO, Boardman Police
Dept., Boardman ambulance
received a request for an
ambulance for a subject with a
possible overdose. The patient
was transported to Good
Shepherd Community Hospital in
Hermiston.
-Oregon State Police received a
report of a semi pulling a mobile
home that was losing its roof all
over 1-84.
-Oregon State Police received a
report of a sleeping bag in the I-
84 median that looked like
someone was in it.
-Oregon State Police received
a report of a male and female
pushing a black sports car on I-
84 westbound.
-Boardman Fire Dept, received
a report of a propane tank fire.
The fire was put out.
-MCSO(received a report of a
deer that was hit by a vehicle and

wounded.

Dept,
received a report of someone
trying to break into a residence in
Boardman. There were pry marks
on the door.

Dept, received a request for a
Boardman Police Dept, contact
about a vehicle recovered in
Walla Walla, WA., that may
have come from the Boardman
area.
MCSO, Boardman Police Dept,
received a report of a prowler in
Boardman. A barbecue was
knocked over.
Dec. 13: Boardman Police
Dept, received a hang-up 911 call
from the Boardman area. On a
call-back, a male subject
answered but spoke only Spanish
after an officer identified
himself.

an ambulance for a 71-year-old
female in lone who had fallen
and had possible back injuries.
The patient was transported to
Pioneer Memorial Hospital in
Heppner.
-Oregon State Police received a
report of a vehicle blocking
traffic on 1-84. It looked like a
female was in the vehicle.
-MCSO received a report of a
lost
pair
of
binoculars
somewhere around the south
Morrow County area. They were
lost since Dec. 5.
-MCSO received a report of a
lost wallet around the Heppner,
Lexington or lone area on Dec. 4.
-Oregon State Police received a
report of speeding semis going
75+ mph.
-MCSO received a report of a
motor vehicle accident on 1-84 at
the Port of Morrow exit. It was a
non-injury accident.
-MCSO received a report of a
fired employee making threats to
other employees at Boardman
Foods. The employee was
advised he is not allowed back on
the property after he picks up his
check.
-MCSO, Boardman Police
Dept, received a report from a
female subject in Boardman that
her boyfriend beat her up and
split her lip.
-BPD received a report of a
suicidal subject in Boardman
who was feeling depressed. No
weapons were involved.
Dec. 14: MCSO received a
report of tracks at Jordan
Elevator Co. where several tanks
of ammonia were stored.
Someone may have stolen some.
-MCSO arrested Betty Jane
Ayers, 46, on a warrent for
Contempt of Court.
-MCSO received a report from
a subject in Irrigon that someone
put a "dead deer hoof' on her
mailbox.
-MCSO, lone QRT, Heppner
ambulance received a request for
an ambulance for a woman in
lone who was unconscious and
not breathing. The woman was
pronounced deceased at the
Pioneer Memorial Hospital.
-MCSO received a report of
loud music in Irrigon.
-MCSO received a report of
two vicious-looking Rottweilers
that were at large in Boardman.
They were returned to their
owner.
-MCSO received a report from
a woman in Boardman that her
dog was barking at kids playing
in the street and she was worried
she was going to get a ticket.

received a report of a vehicle in
the ditch on Highway 730.
-MCSO, Irrigon Fire Dept.,
Irrigon ambulance received a
report of a motor vehicle
accident on Highway 730 with a
vehicle on its top in a ditch. They
were unable to locate the vehicle
-MCSO received a report from
a Boardman woman that her 14-
year-old daughter had not come
home from school yet, but was
probably at a friend's house. She
was located and taken home.
Dec. 15: MCSO, Irrigon
ambulance received a request for
an ambulance for a 58 year old
woman with diabetic problems.
The patient was transported to
Good Shepherd Community
Hospital in Hermiston.
-MCSO received a report of a
horse that got loose in Irrigon
and the owner didn't know where
it was.
-MCSO received a report of
two horses out on Highway 207.
The owner was contacted.

received a report of apartment
mailboxes in Boardman hit the
previous night.

boat in the Columbia River that
had gotten loose from a mooring
the previous night.

Boardman Elementary School.
All was okay.

Rufus ambulance received a
report of a semi truck that went
off the Highway 97 bridge into
the Columbia River at Biggs.
-MCSO received a hang-up 911
call from a Boardman business.
All was okay.
-Heppner Police Dept, received
a recording of a panic alarm at
the
Heppner
Courthouse.
Cascade Sound was working in
the judge's chambers and hit the
alarm.
-Morrow County Behavioral
Health Dept, received a report of
a
depressed
woman
in
Boardman.
-MCSO received a report that
neighbor boys in Irrigon wouldn't
give the caller's son his video
games back.
-MCSO received a report from
an
Irrigon
woman
that
neighborhood boys took a
package from her mailbox.
-MCSO deputy advised he was
en route in Boardman to a minor
vehicle fender-bender.
-Heppner
Police
Dept.,
Heppner Fire Dept, received a
report of a possible structure fire
at the top of Cemetery Hill. It
was a controlled bum.
-Lexington Fire Dept, received
a report of a chimney fire at a
residence across from MCGG.
Flames were visible.
-MCSO received a request for
a welfare check on the caller's
children visiting his ex-wife in
lone as one child threatened
suicide if he had to go with her.
-MCSO received a report of
overdue motorists traveling from
Pendleton to lone.
-MCSO received a report of a
subject wearing a mask looking
into the caller's window in
Irrigon. It was unfounded.
-MCSO received a report of a
juvenile missing again in Irrigon.
Dec. 16:
-MCSO deputy arrested Darrin
Leon Lattimer, 29, Hermiston, on
a Umatilla County warrant for
Contempt of Court, Failure to
Appear/Assault IV, Harassment,
Failure to Appear/Unlawful
Manufacture of a Destructive
D evice,
F ailure
to
Appear/Comtempt of Court,
Carrying a Concealed Weapon,
Violation of Release Agreement.
He was lodged at Umatilla
County Jail with $575,000 bail.
He was also arrested for
Conspiracy to Manufacture a
Controlled Substance, Criminal
Mischief II, two counts of Theft
II, Interfering with a Police
Officer.
After
allegedly
attempting to steal anhydrous
ammonia from the Jordan
Elevator in lone, the subject then
fled on foot and was taken into
custody a short time later.
-MCSO, Boardman Police
Dept, received a hang-up 911 call
in Boardman. When recontacted,
a female subject said her husband
and daughter were having a
verbal argument. The subject
became agitated and hung up
when informed an officer would
be by to investigate. The
situation was brought under
control.
•MCSO, Irrigon ambulance
received a request for an
ambulance for a 71-year-old man
in Irrigon who had fallen and was
in pain. The patient was
transported to Good Shepherd
Community
Hospital
in
Hermiston.
-Boardman ambulance received
a request for an ambulance for an
eight-year-old boy who fell off
his bike and had a cut above his
eye. The patient was transported
to Good Shepherd Community
Hospital in Hermiston.
-MCSO received a report from
a female subject in Boardman
that two females and one male
were in her house and wouldn't
leave.
-MCSO, Irrigon ambulance.
Morrow County Behavioral
Health received a report of a
suicide attempt in Imgon.
Alcohol was involved. The
subject cut her wrist slightly.
-MCSO deputy arrested Joshua
Lewis Owen, 24, on a warrant for
Failure to Pay Fine/Possession of
a Contolled Substance. He was
lodged at Umatilla County Jail
with $619 bail. He was also cited
for Possession of Less Than One
Ounce Marijuana.
