Marriage Licenses
DA's Report
Wesley Appling admitted a
violation o f probation for
Burglary I and Felon in
Possession o f a Firearm His
probation was revoked and he
was sentenced to six months in
custody o f the Morrow County
Supervisory Authority and 12
months post-prison supervision
with credit for time served
Melanie Harshman plead
guilty to harassment and was
sentenced
to
90
days
incarceration, suspended on the
condition that she complete all
conditions o f probation, 24
months' probation and 120 hours
o f com m unity service. She was
ordered to have no offensive
physical contact with the victim,
com plete an alcohol treatment
program and pay $684 in fines,
fees and assessments.
Obituaries
Jackson E. Gilliam
Former Heppner resident Jackson
E. Gilliam, 80, retired bishop of
the Episcopal diocese in Montana,
died on October 19, 2000, of
com plications from pneumonia.
Disposition was by cremation.
Two memorial services were held.
The first service was at South Point,
Hawaii, on October 25,2000, and
was officiated by retired Episcopal
Bishop Rustin Kimsey o f the diocese
o f Eastern Oregon.
The second memorial service was
held at the Episcopal Church in
Missoula, Montana, on November
4, 2000, and was officiated by
retired Episcopal Bishop Leigh
Wallace of the diocese of Spokane,
Washington.
Bishop Gilliam was bom in
Heppner on June 20, 1920, to May
and Earle Gilliam. He grew up in
Heppner, graduating from Heppner
High School in 1939. He attended
Whitman College in Walla Walla,
Wasjungton, and received a bachelor
o f arts degree in 1942.
Gilliam served as an officer in
the Army signal corps in the South
Pacific during W orld W ar II.
He married Kathleen "Kay"
Hindley, also a 1942 Whitman
graduate, in 1943. She died in 1987.
When he was discharged from
the Army, Bishop Gilliam attended
Virginia Theological Seminary in
Alexandria, Virginia, earning a
bachelor o f divinity degree in 1947
and a master o f sacred theology
degree in 1948.
He was ordained a deacon in the
church and served as a canon in the
Episcopal cathedral in Minneapolis,
Minnesota. He was ordained a priest
in the church in his hometown of
Heppner at All Saints Episcopal
Church. His first parish church was
St. John's Episcopal Church in
Hermiston.
In 1955, he served as rector of
the Episcopal Church o f the Incar­
nation in Great Falls, Montana,
where he served until 1968, when
he was elected Bishop o f Montana
He was ordained bishop o f the
church and served the diocese of
Montana until his retirement in
1986.
His consecration as Bishop was
unique. The event took place in a
Roman Catholic cathedral and two
Roman Catholic bishops and an
Anglican bishop from Calgary,
Canada, took part in the consecration
service. Other faiths present were
representatives o f the Serbian
Orthodox Church, the Salvation
Army and the Church o f Jesus Christ
o f Latter-day Saints.
Bishop Gilliam was a strong
supporter o f cooperation among
churches. He was a founding
member of the Montana Association
o f Churches. He welcom ed the
formal agreem ent between the
Lutheran and Episcopal churches
that was approved by the Episcopal
church in 2000; and was pleased
with the ecumenical agreement in
his hometown between Hope and
Valby Lutheran churches and All
Saints Episcopal Church that share
one minister.
After his retirem ent in 1986,
Bishop Gilliam moved to the big
island of Hawaii and served as priest
for a small mission church in Ocean
View He also served as the assisting
bishop of Hawaii until his retirement
in 1998.
He married MarKatheryn Brooks
in 1989. She died in 1999.
Survivors include two daughters,
Anne Vannata and Peggi Spencer,
a son, John H. Gilliam; a brother,
Howard Gilliam; six step-children;
two grandchildren; and five nieces
and nephews.

Chamber Chatter
Fifteen days into 2001 and this
I know:
It's good to see our rolling hills
outlined against a pastel sky, rather
than hidden in a bank o f fog. How
lucky we are to live where there
is no traffic congestion as we drive
past cattle and sheep feeding, deer
and antelope at play, to arrive in
an inviting community where we
can count on someone to help if
help is needed and there are few
strangers. Space is at a premium
in this world and we are so fortunate
to have it.
Fine folks were honored during
Town and Country, a testimony o f
what we're all about. Nearly 200
were in attendance as a toast was
given to our Heppner Volunteer
Fire Department; friends and
neighbors caught up on their visiting
to the beautiful background music
o f Amy Jepsen; and cartoonist Jack
Ohman humiliated a few and
brought laughter to others. Good
sports all. Congratulations to the
2000 honorees.
The Elks again worked hard to
put on a great dinner, accommodate
all meetings, assisted in many ways,
but let it be known that they did not
donate the dinner as stated in the
East Oregonian. That would be
going above and beyond the call
o f duty. Not only that, it would leave
people wondering just why they
had to purchase a dinner ticket. Rest
assured, the Chamber is paying the
Elks for the dinner and an excellent
one it was. We are fortunate to have
this facility and the cooperation of
fine volunteers.
A Heppner delegation traveled
to Salem Tuesday to participate in
Rural Oregon Day, an opportunity
to build legislative awareness o f
Rural Oregon's strengths and
weaknesses. Visibility and real faces
can often make a difference, we
hope.
It's not a good thing to start off
the New Year with a computer virus,
especially a virus attached to the
Chamber o f Commerce computer
that sends unmentionable screen
saver attachments. Thanks to new
chamber member Ed Struthers and
the assistance o f Tom Rawlins, that
matter has been handled. Beware,
you can send viruses without
knowing you are doing so, or even
viewing what you are sending.
Now that the festivities o f Town
and Country are finished, tree lights
may be removed. It was suggested
to me that green lights would be
great for St. Patrick's weekend.
While I agreed, it might be stretch­
ing our luck to request it o f all the
fine volunteers who faithfully put
up and take down the Christmas
lights. What do they think?
And this I know; enough for now.
It's time to get on with chamber goal
setting for 2001 and the wearing
o' the green for one more year.
May 2001 be great for Heppner
and the W illow Creek Valley.

Mustang use big first half
to beat Eagles

A 41 -11 halftime lead earned the
Heppner Mustang varsity boys to
a 65-45 win over the visiting
Wahtonka Eagles on Friday, Jan.
12, in Columbia Basin Conference
action.
The win improved the Mustangs'
CBC record to two and one, and
seven and four overall.
The Eagles came out flat, falling
behind 11 -0 as Blake Knowles hit
a lay-in on a pass from Craig Scott,
Stefan Matheny scored on a lay-in,
Knowles hit a jum per, M atheny,
a three-pointer, and Michael M c­
Cabe, a running jumper. Scott then
hit a long jumper and Ryan Matteson
hit two free throws as the Mustangs
took a 15-4 lead after one.
McCabe scored on an offensive
rebound and Bnan Rust hit a running
jum per to make it 19-6 early in the
second quarter. Knowles hit two
free throws, Matheny scored on a
lay-in after a steal, McCabe hit two
free throws and Rust hit a long three-
pointer and two free throws to make
it 30-8.
Rust hit another long three,
M cCabe scored after a steal and
M atheny hit a jum per to make it
37-9. Joe Papineau scored on a nice
pass from Knowles and Scott hit
a lay-in after a steal to make it 41 -11
at halftime.
The Mustangs began the third as
they ended the second, as Matheny
scored on a pass from Scott, McCabe

JVs blow out W ahtonka

A 30-point second quarter led to
a 45-20 lead at halftime for the
Heppner Mustang JV boys basket­
ball team as they blew out the
visiting Wahtonka Eagles, 68-57,
on Friday, Jan. 12. The win kept
the JVs unbeaten at seven and zero
on the year.
Sam Van Liew scored seven points
in the first quarter as the Mustangs
built a 15-12 lead. The M ustangs
got their running game going in the
second as their press produced
several steals by Chuy Elguezabal
and Luke Murray. Brad Adams
scored eight o f the M ustangs' 30
points in the quarter.
The Mustangs still led 56-34 after
three and even though the Eagles
hit several three-pointers, the
outcome was never in doubt.
Adams led the Mustangs with 18
points. Murray had 12 and Van
Liew, rune. Adam Bergstrom scored
all five o f his points in the fourth
quarter and played a strong game
under the basket, getting several
rebounds.

to make it 55-24 early in the fourth

bounds play that made it 59-28. Rust
hit a jum per and a lay-in to make
it 63-33. The Eagles scored eight
straight before Rust scored on a

Rust came o ff the bench to lead
the Mustangs with 16 points, hitting
seven o f 10 from the field and had
four steals. Matheny had 11 points
