Sheriff's Report
The Morrow County Sheriffs
Office (MCSO) reports handling
the following business:
-M orrow
County
Sheriffs Office received report
from a woman that her son was
beaten up.
-MCSO received report
from a subject that his landlords
have stolen a Polaris snowmobile
and portable bar. They were
advised to have their belongings
out of the residence.
-MCSO received request
for a deputy at an Imgon
residence regarding a civil
matter.
-November 22: MCSO
received request for a deputy
about filing a restraining order
against caller's ex-girlfriend.
-MCSO deputies assisted
a citizen with a ride to his
residence from their disabled
vehicle on Hwy. 730.
-MCSO received request
for deputy about neighbors
playing music too loud. Subject
said he has told neighbors to turn
it down a number of times
already.
-MCSO received report
of a lost cell phone on the 21
road in the mountains. Caller
needed report for insurance
purposes.
-OSP received request
for an officer to make contact
with a hunting party member
who accidently shot a cow
because he had an encounter with
a black bear earlier and was
afraid that it was the bear again.
Unknown owner of cow.
-MCSO received report
that a subject was calling and
threatening another subject.

Department arrested a Portland
subject on an Irrigon Justice
Court Warrent for Failure to

Suspended. The subject was
lodged at Umatilla County Jail
with $6,000 bail.
-MCSO deputy advised
that he would be out with two
males walking. Their vehicle
was disabled and deputy assisted
by giving them a ride to their
residence in Boardman.
-OSP received report
from a woman that her daughter
had just called her on the phone
very frightened and said that she
believed that a subject was going
to kill her. She advised that there
are weapons in the residence.
-BPD received report of
Rottweilers running loose near
the Blalock St. area.
-November 23: MCSO
received report of store front
burglar alarm at Huwe's
Washboard.
-MCSO received report
o f an animal problem with a
loose horse in the area. The
horse was put back.
-MCSO received a 911
hang-up call. On call back
subject said that there was no
emergency.
-H eppner
Police
Department received report of an
audible alarm on the first floor at
Heppner Elementary School. It
was a teacher in a classroom
getting things.
-MCSO received report
of an anhydrous ammonia tank
broken into. There were a lot of
prints visible.
-Boardman Ambulance
received report of a one vehicle
motor vehicle accident on 1-84.
One vehicle was sideways in the
road.
Boardman Ambulance
called mutual aid for Arlington.
-Irrigon
Ambulance,
Irrigon Fire Department, MCSO,
Oregon
Department
of
Transportation, OSP received
report of a two-vehicle accident
with serious injuries. There was a
confirmed fatality.
-Boardman Ambulance
received report of a single
vehicle accident on Hwy. 730
mile post 174 with unknown
injuries. Boardman Ambulance
responded with mutual aid.
Patients refused transport.
-OSP recieved report that
a vehicle ran off the road on 1-84.
Injuries were unknown.
-MCSO, BPD received
report of an unknown subject in
a ditch about 100 yards from
caller's residence. It was unsure
why no vehicle was near the
scene. Subject had a seizure and
did not wish an ambulance to
respond.
-MCSO received a 911
hangup call. All was okay upon
contact.
-MCSO deputy received
report from a woman that she
allowed a friend to borrow her
pickup three days ago and he had
not returned it. Subject said
subject allowed her to borrow the
car.
-MCSO, BPD received
report
of five-six
males
physically/verbally
fighting
outside a Boardman location.
There were no weapons. The
men were intoxicated, but there
were no injuries.
-MCSO, BPD advised
that neighbors directly upstairs
were being loud. Subjects were
advised about the noise.
-November
24:OSP
received report of a dispute or
loud party at a location ongoing
from 8 p.m.
-Oregon State Police received a
report of a possible dispute or
loud party. There were many
subjects at the location and they
were intoxicated. The location
was quiet when officers arrived.
-MCSO, Boardman Police
Dept, received a report from a
woman who advised she received
a call from her son who said a
subject entered their residence
through an open door and is
tearing up the house.
-MCSO, Oregon Dept, of
Transportation received a report
of two very large rocks blocking
the roadway on 1-84 from Biggs.
The caller was unable to move
them.
-MCSO received a report of a
one-vehicle accident on 1-84
eastbound. No ambulance was
needed.
-MCSO, Oregon Dept, of
Transportation received a report
of multiple vehicles spun out due
to icy conditions. ODOT was
contacted for sand/traffic control,
Oregon State Police were
contacted for traffic control.
-Boardman
Police
Dept,
arrested a subject who was
lodged at Umatilla County Jail
on a Hermiston Police Dept,
warrant. Charges added were
Menacing, Harassment, Criminal
Mischief III and Criminal
Trespass I. New bail was set at
$16,500..
-MCSO received a report of
two tires slashed during the
night.
-Oregon State Police received a
report of an accident on 1-84. The
vehicle hit the guardrail and is
blocking traffic. No injuries were
reported.
-MCSO received a report of a
subject who was overdue from
Vancouver to Shaniko. The caller
wanted to know if there were any
accidents. The subject called
back later and his daughter had
still not arrived.
-MCSO, Heppner Police Dept.,
Morrow County Road Dept,
received a report that a woman in
a van with two children were in a
non-injury accident in icy
conditions at Heppner High
School. The vehicle was
blocking traffic and was
removed.

vehicle on Highway 207,
milepost three that was not
blocking traffic but could be a
hazard considering road and
weather conditions. It was towed.
-Oregon State Police received a
report from Boardman of a
poacher.
-MCSO received a request for
a deputy from Lexington
regarding two dogs that were
being neglected.
-MCSO received a report from
a person who was bird hunting
that a dog got in his boat that was
with his truck and tore up the
seats.
-Oregon State Police, Arlington
ambulance received a report of a
motor vehicle accident on 1-84
with the vehicle on its side. It
was a non-blocking, non-injury
accident.
-Oregon State Police, Arlington
ambulance received a report
from the person in the previous
accident who witnessed a semi
run off the road. One person
from the semi was transported to
Mid-Columbia Medical Center.
-Oregon State Police received a
report of an accident at the 1-84
bridge in Arlington.
-MCSO received a request for
assistance from an Imgon
resident who needed help getting
into the neighbor's home to feed
the cats. The lock was frozen.
-MCSO received a report of a
suspicious male subject in a gray
trenchcoat believed to be
carrying a shotgun and walking
toward the grade school in
Imgon. Deputy was unable to
locate anyone in the area.
-MCSO received a report of a
subject involved in the previous
night's disturbance at Sandpiper
Apts, in Boardman was back.
Another subject at the apartments
hid him in the attic. There was a
no-contact order. The subject
was arrested and lodged at the
Umatilla County Jail for
violation of a no-contact order
with $3,000 bail and obstructing
government
or
judicial
administration with $6,000 bail.
-MCSO received a report from
a woman in Irrigon whose
husband was drinking and had
locked her and her children out
of the residence the previous
night.
-OSP received a report from
Mitchell that a cattle truck ran
the caller off the road.
-MCSO received a report that
someone broke into a vehicle at
Sentry Market and stole the
stereo speakers.
-MCSO received a report from
a woman who had been kicked
out of her house with her three
children by gunpoint by her
boyfriend. He was arrested for
menacing and lodged at the
Umatilla County Jail with $6,000
bail.

on fire in Boardman.
-MCSO received a report of a
theft of services from the 76
station in Boardman. They left
without paying for $4.37 in gas.
-MCSO, Oregon State Police
received a report of a person at a
residence who was refusing to
leave.
-MCSO received a report of a
vehicle speeding and swerving
all over 1-84 westbound. Juan
Robledo Sedano, 44, of Yakima,
WA, was arrested for DUII.
-MCSO received a report of
loud music in Imgon.
-MCSO, Boardman Police
Dept, received a report that the
caller's ex-wife was refusing to
leave his residence in Boardman.
Lori Cantrell, 37, of was cited for
Criminal Mischief III. She was
cited and released with$ 1,500
bail..
-MCSO recieved a report of a
male subject in Boardman
carrying a bag with two stolen
pistols in it.
-Boardman

received a report of a mountain
bike stolen in Boardman.
-MCSO received a report from
an Imgon man that his wife was
going to Portland two days
previous, but
she hadn't
contacted him.
Nov. 26: Oregon State Police
received a report from a UPS
driver that was stopped by the
OSP who then left with the
driver's license.
-MCSO, OSP, ODOT received
request to tum on readerboard
near Boardman on 1-84. ODOT
said they would not call out for
this and requested truck to sand
area.
-MCSO received a report of a
motor vehicle accident on 1-84
due to icy conditions.
-MCSO, Boardman Police
Dept, advised they were with two
juveniles and one left running.
The juvenile was found and both
were transported to their homes.
-MCSO, Oregon State Police,
Boardman Ambulance received
several reports of motor vehicle
accidents on 1-84 due to icy
conditions.
-MCSO received a request for
a deputy about a dog from a
previous entry.
-MCSO received report from
an Imgon subject in a previous
entry that his wife had returned.
-MCSO, Oregon State Police
received a report from a woman
who said her ex-boyfriend was at
her home with four friends and
wouldn't leave. The ex-boyfriend
was advised to not go back to the
residence or he would be cited
for criminal trespass.
Nov. 27: MCSO received a
report from a man in Imgon who
said a woman broke his windows
the previous night and just called
him to say she was coming over
to pound on his door.
-MCSO deputies arrested
Wendy Lee Hill, 38, on a
Okanogan County warrant and

Officers contacted the subject

a woman that her daughter was
overdue from Lewiston. She
showed up a half hour later.
-Imgon ambulance received a
report from a woman with a
history of heart problems who
was experiencing a racing heart.
The patient was transported to
Good Shepherd Community
Hospital in Hermiston.
Nov. 25: MCSO, Oregon State
Police received a report that a
vehicle, occupied by three adults
and one juvenile smelling of
alcohol, had beer cans in it.
-MCSO received a report of
two suspicious males in Irrigon
who entered a home then left.
-MCSO received a report of a
stop sign down at Oregon and
Fourth in Imgon.
-MCSO received a report of
several items of lawn fumiture-
two chairs, two footstolls, white
iron with plastic seating- were on
the roadway in Imgon. The items
were removed.
-MCSO received a report of a
loose dog in Imgon.
-MCSO received a hang-up 911
call and on repeated call-backs
heard only static. It was phone
problems only, no assistance was
needed.
-BPD, Oregon State Police
arrested a subject on a warrant.
Stolen property was found.
-Oregon State Police, Oregon
Dept, of Transportation received
three reports of separate motor
vehicle accidents on Highway 19
outside of Arlington due to icy
conditions.

received a report of a loose horse
in Boardman.
-MCSO, Boardman Police
Dept, received a report of
suspicious male in Imgon who
opened a window and dropped
something inside the apartment
and then sat behind the
dumpsters on the west side of
Sandpiper Apts.
-MCSO received a report of
loud music in Imgon.
-Boardman

Dept,
received a request for an officer
from a Boardman woman who
said her sister came into her
house, took her mother who she
was caring for and was verbally
abusive.
-BPD officer and MCSO
deputy reported that they were en
route to a Boardman residence
concerning
a
possible
trespassing.

regarding a large abandoned dog
in Irrigon.

Weed Board
invites project
applications
The Oregon State Weed Board
(OSWB) is seeking applicants to
apply for funding for noxious weed
control
projects related
to
watershed enhancement.
This is the third and final grant
cycle for the 1999-01 biennium.
The
OSWB
will
have
approximately $400,000 to allocate
in this funding cycle. The next
application deadline is Tuesday,
Jan. 16.
Applications must be received by
the OSWB at 635 Capitol St. NE,
Salem, Oregon 97301-2532 by 5
p.m. on Jan. 16.
E-mail submissions will not be
accepted since original signatures
are required. However, applications
may be faxed to (503) 986-4737,
but must be immediately followed
up with an original.
Applications should be for
projects that begin no sooner than
March 1,2001, and have significant
project progress made by June 30,
2001. Final project reports will be
due by September 30, 2001.
Applicants need to use the new
grant application, which is now
available on OSWB's website:

df. The grant application can be
downloaded, filled out and printed.

Ag producers
seminar planned
Blue Mountain Community
College will offer an "Excel for
Agricultural Producers Seminar"
in Heppner on Tuesday and
Thursday, January 16 and 18,
from 4-7 p.m. at the Heppner
High School.
This short course is designed
for the ag producer who wants to
leam how to use and manipulate
spreadsheets.
"Electronic
spreadsheets are an essential tool
for today's agri-businesses that
allow a personalized approach to
recording and analyzing data for
accurate business decisions," said
a spokesperson.
This hands-on computer lab
course will start with basic
computer
and
spreadsheet
operation and continue to
formatting spreadsheets for
personal use. Existing templates
that are available for farm and
ranch use will also be examined.
Cost of the course is $30. Class
fees will be reduced for enrolled
BMCC
farm
business
management
students.
Enrollment is limited to 12
students, so pre-registration is

School
report
cards out Jan. 18
Oregon's second annual school
and district report cards will be
released by Superintendent of
Public Instruction Stan Bunn on
January 18, according to an
Oregon
School
Boards
Association news release.
All reports will be issued on
Jan. 18, according to the release.
Each school will receive
ratings of exception, strong,
satisfactory, low or unacceptable.
The reports note student
performance on state tests,
student attendance and dropout
rates, SAT scores and teacher
education.
District report cards include a
list of each school's overall
rating; student performance
district-wide, information on
ethnicity and staff characteristics.
The Oregon Department of
Edcuation was required to issue
the reports by the 1999
Legislature starting last year
