Smith, a resident of Heppner,

HEREBY GIVEN that on No­
vember 8, 2000, the Board of
Commissioners (the “Board”) of
the Port of Morrow, Oregon (the
“Port”) will hold a public hearing
and regular meeting commencing
at 1:30 p.m. The public hearing
and regular meeting will be held in
the Port of Morrow Commission
Boardroom, located at Two
Marine Drive, Boardman, Oregon
97818.
One of the purposes o f the
hearing and regular meeting is to
hear public comment on a
proposed plan of financing
whereby Threemile Canyon
Farms, LLC, a Delaware limited
liability company (the “Com­
pany”) has requested the Port to
issue solid waste disposal revenue
bonds (the “Bonds”) in one or
more series. The Board will
consider an ordinance or resolu­
tion authorizing the proposed
issuance of bonds.
The proceeds of the Bonds will
be used to finance or refinance, in
whole or in part, the cost of
acquiring, constructing and install­
ing certain solid waste disposal
facilities which are an integral part
of the Com pany^ three propose
dairies located on approximately
360 acres on the north and south
sides o f Taggares Lane, between
Threemile Road on the west side,
and Tower Road on the east side,
in Boardman, Oregon 97818, and
to pay certain related costs of
issuance (the “Project”). The
initial owner of the Project is the
Company. The Bonds will not be
general obligations of the Port, nor
shall the Bonds be payable from a
tax levied upon any property
within the Port, but will be payable
solely from payments made by the
Company or a direct pay letter of
credit or a credit facility to be
obtained by the Company and
pledged to the payment of the
Bonds.
The maximum aggregate face
amount of the series o f Bonds
proposed to be issued pursuant to
such plan of financing will not
exceed Twenty Million Dollars
($ 20 , 000 , 000 ).
The public hearing will provide
a reasonable opportunity for
interested persons to express their
views, both orally and in writing,
on the proposed issuance of the
Bonds and the location and nature
of the facilities where the
buildings and equipment to be
financed will be located. Inter­
ested persons are invited to attend
and testify at this hearing or
submit written comments to the
Port. Written comments should be
delivered at the public hearing or
mailed to the Port of Morrow,
P.O. Box 200, One Marine Drive,
Boardman, Oregon 97818 in care
of the General Manager, to be
received no later than the date and
time o f the hearing.

made the Colt Volleyball program
successful. This was the first year
for the program and without the
coaches, volunteers, players and
parents, it would not have been
such a success. Plus, we had knee
pad donations that were much
needed! We had a good season
and we’ll see you next year.

This is just a small thank you to
some people with large hearts.
What a wonderful and heart­
warming community we live in.
For the past few months, I have
been taking my child to fourth
grade volleyball practice every
Friday and games on every Sun­
day. This is not a school produc­
tion; it is put on solely by people
who have volunteered to give up
time out of their busy schedules
every Friday and Sunday to help
fulfill the sporting needs o f our
children. They receive no pay
other than personal gratification in
seeing how all these children grow
and expand their sporting abilities
over this period of time for which
they have given so generously. I
would like to thank all the people
who put on the volleyball practices
and games every Sunday. There
were several high school volley­
ball team members who also do­
nated their Fridays and Sundays
to help Missy Cutsforth, Debbie
Peck, Liz Green, Coach Molly
Rhea, Lindsey Harl and Cindy
Doherty, referee. Thank you! To
all of you for giving so graciously
and unselfishly of your time. We
parents really appreciate it; you
are special people and we are
proud to have you in our commu­
nity.

Last Friday, our son was par­
ticipating in a junior high football
game in Heppner. While he was
running the ball, he was met head-
on by the defensive player. The
Heppner player was considerably
bigger than Mitch and knocked
Mitch backwards. After the play,
Mitch stayed on the ground. Af­
ter about 10 minutes, a very wise
decision was made to call your
local EMTs.
After observing first-hand their
quick response, professionalism,
knowledge of the situation and
excellent handling of our son, we
wanted to let the citizens o f
H eppner know w hat a great
bunch o f people they have as
EMTs. We would also like to thank
your EMTs for a job well done and
also thank the staff at Pioneer
Hospital for their efforts. You are
very lucky to have such quality
people for your health care needs
and emergencies.
In the end, Mitch’s x-rays and
cat scans on his neck proved to
be negative. Thanks also go out
to the parents and players from
Heppner who either stopped by
the hospital or called when we got
home.
