ODOT’s
crossovers assist
emergency
vehicles
To assist emergency vehicles
during incident response the
Oregon
Department
of
Transportation
is
building
Crossovers in several locations
on Interstate 84.
The crossovers will allow
emergency response vehicles
access to either the westbound or
eastbound lanes of the interstate
w hen responding to accidents or
incidents. The crossovers will
provide ambulances, police
vehicles and fire trucks easier
access to on and off ramps during
emergency
situations along
Interstate 84 between Pendleton
and Boardman.
The crossovers are a
commitment ODOT made to
emeigency responders during
meetings of the 1-84 Dust Storm
Community Solutions Team. The
team was developed in response
to the multi-vehicle accidents
that occurred last fall due to
blowing dust west of Pendleton.
The Hermision Maintenance
Section is constructing five
crossovers m the median along a
50-mile stretch of 1-84 from Rew
Elevator west towards Tower
Road near Boardman. The
crossovers are designed tor
emergency vehicles only The
crossovers are 20 feet w ide and
have a longer lasting surface
made from asphalt grindings
leftover from the Arlington-
Tower Road pav ing project.
Two other items ODOT is
forking are freeway closure
gates and highway advisory
fadiQS. The,gates wjj| Jie placed
arbn ramps to deter traffic from
entering the interstate during
periods of inclement weather and
the radios will aiert motorists of
deteriorating weather conditions.
Several gates will be installed at
on ramps along Interstate 84
from Pendleton to the Port of
Morrow.
These gates are
designed to keep traffic from
entering the interstate during
periods of reduced visibility or
when road conditions deteriorate
due to snow and freezing rain.
The ODOT District 12 Bridge
Crew will build the ramps.
Highway Advisory Radios will
broadcast emergency weather
information on a yet to be
determined frequency. Radios
will be located at the Pendleton
ODOT Maintenance Yard and
the Boardman Safety Rest Area
Warning signs with flashing
lights will be placed along 1-84
between
Pendleton
and
Boardman to alert motorists of
inclement weather and provide a
frequency for more weather
information
When motorists are within a 20
-mile radius of Pendleton or
Boardman they will be able to
listen to emergency weather
information on the car radio-
installation of the freeway
closure gates and highway
advisory radios are dependent on
the identification of funding
sources.
The freeway closure gates and
Highway Advisory Radios will
be funded by Oregon Emergency
Management
through
the
Chemical Stockpile Emergency
Preparedness Program.

Child Care Funding
The Morrow County Commis
sion on Children & Families has
established a community develop
ment to assist child care providers
in improving the quality and
accessibility of child care in
Morrow County. There is ap
proximately SI.390 available at
this time and any state registered
or licenced child care provider
ma> apply. The commission will
give priority to projects which
address after hour child care,
latchkey resources, child care for
children who are ill and child care
training. However, any project
that addresses the commission's
goals will be considered. The
deadline forproposals is THURS
DAY. NOVEMBER 2. 2000.
Proposals must be in the Commis
sion office by 5:00 p.m. Nov. 2.
Late proposals cannot be consid
ered. Proposals will be reviewed
on November 14.2000 during the
monthly commission meeting.

The Morrow County Commis
sion on Children & Families is
seeking Community Develop
ment proposals for the January-
March 2001 quarter. The Com
munity Development Fund was
established for anticipated yet
unidentified community needs and
to leverage other funds and
resources into services, advocacy
and unique application projects for
the chi Idren. youth and families of
Morrow County. The commission
is seeking new proposals for the
upcoming quarter. There is
approximately S3.000 available
this quarter. The maximum per
grant is S500. Examples of
reasonable Community Develop
ment Fund requests include, but
are not limited to: seasonal
program needs: small capital
expenditures (except for private
property); service program staff
training; one time events and pilot
projects. The deadline for next
quarter's proposals is Thursday,
November 2, 2000 Proposals
must be in the Commission office
by 5:00 p.m. November 2. The
requests will be reviewed during
the monthly commission meeting
November 14.2000. Applications
are available at the commission
