September means fall is
coming. Treasure the beautiful
flowers m the planters at Central
and Court Street, Murray's
courtyard, at the fairgrounds, the
mini-park, between the Post
Office and Shoe Box, at the
courthouse, and yards around
town. Hard working green
thumbed volunteers, including
many Garden Club members, are
responsible for this. Yet another
reason people sing praises of
Heppner.
Welcome to our newest
Chamber member Fran Oswald.
Oswald is utilizing the Internet as
an independent distributor and
wellness advisor for Shaklee. She
comes from San Diego, has lived
in Idaho and Coos Bay and is
happy to be a part of the
"friendly Heppner community."

occurred) and by curing any other
default complained of herein that

tendering the performance re­

On Proposed Amendments to
Statewide Planning Goal 7
(Natural Hazards)
The state ’ s Land Conservation
and Development Commission
(LCDC) is considering amend­
ments to Statewide Planing Goal 7
-Natural Hazards.
This is the first proposed
amendment to Goal 7, Natural
Hazards, since its adoption by
LCDC in 1974. Governor
Kitzhaber directed LCDC to
review the effectiveness of
Statewide Planning Goal 7 in
reducing risks from natural
hazards after the flood and
landslide events o f 1996 and 1997.
Amendments are needed to
replace out-dated language, de­
fine terms that have been
confusing, establish when local
governments are responsible for
making use o f new natural
hazards information and clarify
the relationship o f Goal 7 to other
Statewide Planning Goals.
The Department of Land
Conservation and Development,
LCDC’s administrative agency, is
hosting Public Hearings through­
out the state in order to explain the
proposed amendments and to
obtain a broad range of public
input. Formal public testimony will
occur at the advertised dates and
locations listed below.
The draft goal amendment
language is posted on the DLCD
website, www.lcd.state.or.us. To
