Heppner has arrived. OPB is
coming to town. Local historians
will be interviewed for the
"Exploregon senes" this coming
Fnday through Sunday. A 10-
segment senes is being filmed in
rural communities in eastern
Oregon, with Heppner being one
of the 10 selected.
One never knows when you
may be tapped on the shoulder to
share Heppner's history during
"Celebrate Heppner". A number
of people with a sense of our area
history will be contacted to meet
with OPB over the course of the
weekend. Give the Chamber a
call with suggestions for story
ideas.
Bring your wallets and your
chairs to town on Fnday, July 28,
for the Sidewalk Sale and
Celebrate Heppner. You can
dunk your favorite volunteer,
visit with friends and find some
great bargains.
A purchase with participating
merchants entitles customers to
tickets to enter the drawing for
items displayed in Gardner’s
window.
Finally, pull up a chair for
music on the shamrock. It's a
community happening.
Members of the Heppner
Chamber recently expenenced
the Port of Morrow driving tour,
an excellent lunch catered by
Joann Tmgue, Pudding On The
Ritz, a tour of the Port of
Morrow offices and a guided tnp
around Boardman.
Most of the members were
surprised to see just how big the
town is, population 3000. They
too have a nice city park in
addition to the manna, a
delightful place to spend a hot
day. It's good for all o f us to
really know our county and the
environm ent
influencing
decisions which effect all of our
lives.

IS
HEREBY GIVEN that on August
9, 2000, the Board of Commis­
sioners (the “Board”) of the Port
of Morrow, Oregon (the “Port”)
will hold a special meeting
commencing at 1:30 p.m. The
public hearing and speciaPmeeting
will be held in the Port of Morrow
Commission Boardroom, located
at Two Marine Drive, Boardman,
Oregon 97818.
The purpose of the hearing and
special meeting is to hear public
comment on a proposed plan of
financing whereby Threemile
Farms, LLC, an Oregon limited
liability company (the “Com­
pany”) has requested the Port to
issue industrial development rev­
enue bonds (the “Bonds”) in one
or more series. The Board will
consider an ordinance or resolu­
tion authorizing the proposed
issuance of Bonds.
The proceeds of the Bonds will
be used to finance or refinance, in
whole or .in part, the cost of
acquiring, constructing and instal 1-
mg certain solid waste disposal
facilities which are an integral part
of the Company’s three proposed
dairies located on approximately
360 acres on the north and south
sides of Taggares Lane, between
Threemile Road on the west side,
and Tower Road on the east side,
in Boardman, Oregon 97818, and
to pay certain related costs of
issuance (the “Project”). The
initial owner of the Project is the
Company. The Bonds will not be
general obligations of the Port, nor
shall the Bond be payable from a
tax levied upon any property
within the Port, but will be payable
solely from payments made by the
Company or a direct pay letter of
credit or a credit facility to be
obtained by the Company and
pledged to the payment of the
Bonds.
The maximum aggregate face
amount of the series of Bonds
proposed to be issued pursuant to
such plan of financing will not
exceed Twenty Million Dollars
($ 20 , 000 , 000 ).
The public hearing will provide
a reasonable opportunity for
interested persons to express their
views, both orally and in writing,
on the proposed issuance of the
Bonds and the location and nature
of the facilities where the building
and equipment to be financed will
be located. Interested persons are
invited to attend and testify at this
hearing or submit written com­
ments to the Port. Written
comments should be delivered at
the public hearing or mailed to the
Port of Morrow, P.O. Box 200,
Two Marine Drive, Boardman,
Oregon 97818 in care of the
General Manager, to be received
no later than the date and time of
the hearing.

The Willow Creek Park Dis­
trict Board of Directors would like
to thank the H eppner Little
League, all of the community vol­
unteers and all of the local mer­
chants for their hard work in mak­
ing the Little League District All-
Star Tournament such a success.
We realize the amount of work
this project entailed and appreci­
ate that the Park District was a
collateral beneficiary of the influx
o f participating Little League
families. Attendance at both the
RV park and at the district pool
was increased at a time when the
revenue is greatly needed.
We would also like to thank the
park district staff which operates
these facilities for the many long
hours of extra work needed in or­
der to meet this increase in activ­
ity. As usual, you were up to the
challenge.
It is always a pleasure to see
the positive results which can be
obtained when all facets of a com­
munity work together. Congratu­
lations to all.

the Men’s Championship Tourna­
ment. We had 30 golfers, little
wind and a sunny day. We played
27 holes with lunch at the turn. To
Earl Norris for his help with the
morning snacks; Earl Fishbum for

Jiggs Bowman for an excellent job
on getting the course ready for the
tournament; Slater Mitchell for his
help on the sign-up sheet and on
determining the winners. A spe­
