Rebecca Chinen, a 1991
Heppner High School graduate,
graduated from Eastern Oregon
University June 10, 2000 with a
bachelor of science degree in
psychology.
She also received an award for
being "Outstanding Psychology
Student of the Year", graduated
with honors and is a member of
Psi Chi, which is the National
Honor Society for psychology.
In July she will attending the
Volunteer refinishes trail
International Conference on
Infant Studies m Brighton,
England,
to
present
a
paper/poster project of which she
is a co-author with Dr. Mane
Balaban of EOU and Dr. Sandra
Waxman
of
Northwestern
University.
Upon her return, she will move
to central Oregon where her
husband, Terry Chinen, is
employed with the Pnneville Hot
Shot crew.

annual meeting on June 13. Greg
Sweek was re-elected to the
board for five years. Jackie
Allstott was elected president;
Doug Dubuque, vice president;
and Sandy Matthews, secretary/
treasurer. Other members of the
board include Bob Ployhar and
Linda Shaw.
Todd Currier with Bamett and
Moro certified public accountants
reported on the finances of the
corporation
By-laws of the corporation
were updated to be consistent with
the articles of corporation.
Tom Rawlins, technician, re­
ported on the progress of the sys­
tem upgrade and what the future
holds for the cable company.

I want to speak to the notion that Tobacco Prevention may be
anti-business, that some activities we do with youth are
inappropriate to maintaining good relations with our local
merchants and restaurant owners. These activities such as
Operations Storefront and Reward and Reminder are designed to
be educative for both the young people and the retailers, not
punitive. Over 90 percent of the business people with whom we've
interacted have responded favorably toward Tobacco Prevention
and its activities.
What is at is at stake here is good health for our community. How
would we respond if one of the industry's big-three tobacco
manufacturers were to set up a plant somewhere on Willow Creek
and started to put their waste of nicotine, chromium, ammonia,
benzene, etc. into the water, into the reservoir? Yet many of us
make the decision to inhale these materials into our lungs and to
swallow some of this stuff down our guts.
As mature adults, "free agents," we can make the choice above
to poison ourselves. Questions, is it our "right” to expose others —
our children- to the dangerous chemicals of secondhand smoke?
What is the wisdom of compromising our financial future via the
major expense of tobacco use? Finally, should we allow the
addiction (yes, addiction, like what happens with the use of
cocaine or heroin) of our young people by giving free rein to those
who would profit from their addiction and suffering?
How we answer these questions in the collective might very
well be translated into the economic health of our greater
community. With the pace of modem living, the outcome of our
actions will become apparent sooner than later.

Heppner is responsible for
alm ost
single-handedly
refimshing the Willow Creek
Dam trail.
The city dumped five yards of
gravel on the top of the trail and
Jefferies, with a hand truck and
five gallon bucket, hauled seven
gallons of gravel at a time to
refinish the trail.
"It was getting pretty worn
down," said Jefferies.
"I didn't keep track of time,"
Jetfenes added. "I just worked on
it until I got tired."
Jefferies moved to Heppner
almost 10 years ago from Mount
Shasta, California. He and his
sons had come to the area to
hunt, staying at a trailer at Blake
Ranch. After he looked around
the Heppner area, he decided to
relocate, and, by November of
that year, he moved up here.
His sons live in the Portland
area.
Jefferies is a retired
construction glass cutter and had
worked in Hawaii for a time
