    Pirates beat Mustangs
in non-league games
Tillamook rep to speak at
Boardman Chamber
Harold Schild, president and
CEO of Tillamook County
Creamery Association, will be
the featured speaker at the
Wednesday, Apnl 19, meeting of
the Boardman Chamber of
Commerce.
Construction of the Columbia
River Processing Plant,
Tillamook’s satellite cheese
production facility in Boardman,
is well underway. Schild will
discuss the variety of economic
impacts that can follow
construction of the cheese plant.
"We have asked Mr. Schild to
share information about the
daines locating in the Boardman
area to provide 1.6 million
pounds of milk daily to operate
the cheese plant," said a chamber
representative. "We also hope to
learn details about the
employment opportunities in
vanous aspects of cheese
production."
The Boardman Chamber of
Commerce will meet at noon on
April 19 at the Port of Morrow
Riverfront Center, Two Marine
Drive, Boardman. Meetings are
free and open to the public.

lone men dominate Devils,
lone women split program

The Riverside Pirates
took a pair of non-league softball
games from the Heppner
Mustangs on Tuesday, Apnl 4, in
Heppner, 9-5 and 3-0.
In the first game, the
Mustangs took a 2-0 lead in the
third on doubles by Chanssa
Gates and Alecia Geer and a
single by Jesse Gutierrez.
The Pirates came back to
take a 9-2 lead into the bottom of
the seventh but the Mustangs
rallied with three runs.
Nikki Sisk doubled and
scored as Geer and Gutierrez
reached base and scored on hits
by Manssa McCabe and San
Juanita Elguezabal but the rally
fell short.
Gates was three for three
and Gutierrez went three for four.
The Mustangs were shut
down in the second game,
picking up just four hits.

Thursday, April 6. lone women
split their matches, 3-3, while the
lone men dominated the Blue
Devils with five wins and one
loss.
Jeremy Rietmann defeated
Trevor Yoder 8-0. "Rietmann
displayed explosive serves and
smart shot placement," said
coach Cathy McCabe.
Derek Campbell lost to Nathan
Clark 3-8. "Campbell improves
constantly on his court
coverage," said McCabe.
Aaron Tworek duked it out
with, former Heppner High
School student Josh McKinney
to post a win of 8-4. "Tworek
utilized his exceptional speed by
rushing the net to dominate his
opponent," McCabe said.
The doubles duo of Adam
McCabe and Adam NeifTer easily
defeated their opponents, Heath
Anderson and Joey Trotter.
"McCabe and Neiffer exposed
their adversary's weaknesses and
hit the ball to the open area on
the court," she said.
Colin McElligott and Jeremiah
McElligott defeated Shawn
Campbell and Josh McKinney, 8-
1. The team of McElligott x2 did
an "excellent job of covering the
baseline and taking advantage of
the net plays."
David Mansfeld and Cameron
Krebs defeated Trevor Yoder and
Nathan Clark, 8-3. Mansfeld had
some long rallies that often
ended in their favor. Krebs
overcame some difficulties he
had during the beginning of the
match for a strong finish.
Mansfeld hustled on the court for
massive coverage posting several
saves.
Jennifer Thompson was handed
a loss by Taunia Trotter, 1-8.
Thompson had a good match
but Trotter is a hard hitter who
uses a huge amount of topspin,
making getting the ball off the
ground very difficult.
Shelby Krebs defeated Jennifer
Bailey, 8-6. Krebs and Bailey
kept a tight score throughout the
match., Krebs executed hard,
solid hits.
Caitlin Orem came from a 1-4
deficit to defeat K’Tynn
Kennedy, 9-7. "Orem is a very

methodical player who gets to
the ball, sends it back over and
waits for her opponent to make
the mistakes," McCabe said.
Samantha Wilhelm lost to
Nicole Griffith, 2-8. Wilhelm
played well for her first match of
the season. She continues to
improve with the more
experience she gets.
The doubles team of Erin
Crowell and Molly Barrow
defeated Breanna Anderson and
Tessa Nicholson, 8-3. Barrow did
an "excellent job of covering in
the back court" while Crowell
displayed her "usual aggressive
play at the net."
Salli McElligott and Sheena
Christman teamed up to play
Taunia Trotter and Jennifer
Bailey. Although the score of 1-8
does not reflect it, both
Christman and McElligott did a
nice job of getting the ball back
over the net.

ISSUANCE OF REVENUE
REFUNDING BONDS
PUBLIC NOTICE IS
HEREBY GIVEN that the Board
of Commissioners (the “Board”)
of the Port of Morrow, Oregon
(the “Port”) will hold and conduct
a special public meeting which is
to begin at 9:00a.m. on April 20,
2000. The special public meeting
will be held at the regular meeting
place of the Board, at the offices
of the Port, located at Two Ma­
rine Drive, Boardman, Oregon
97818.
The purpose of the meeting is
to consider the adoption of a bond
resolution authorizing the issuance
by the Port of up to $4,360,000
pollution control revenue refund­
ing bonds for the purpose of re­
funding the $4,360,000 currently
outstanding Port of Morrow, Or­
egon Pollution Control Revenue
Bonds (Idaho Power Company
Boardman Project) Series 1978.
The bonds to be refunded were
issued by the Port to provide funds
to Idaho Power Company, an
Idaho corporation (the “Com­
pany”), pursuant to an agreement
to finance or refinance a portion
of the costs of the Company’s
10% undivided ownership interest
in certain sewage or solid waste
disposal or air or water pollution
control facilities. The Board may
also consider other matters related
to the issuance of the refunding
bonds.

WHAT IS PROPOSED: The
Department is proposing to issue
a Water Pollution Control Facili­
ties (WPCF) permit to operate a
CAFO wastewater treatment and
disposal system on agricultural
land that is owned by the State of
Oregon and leased by Threemile
Farms, LLC, in Morrow County.
The facility and land-application
site is located within the Lower
Umatilla Basin Groundwater Man­
agement Area, which has been
designated as such by the Depart­
ment of Environmental Quality
because groundwater nitrate con­
centrations exceed 10 mg/1 in a
widespread area.
WHO IS AFFECTED: Per­
sons who reside downstream and
in the vicinity of the Columbia
River Dairy, LLC & Willow Creek
Dairy, LLC site.
NEED FOR PERMIT: This
permit is required by Oregon Re­
vised Statute (ORS) 468B.050 and
by ORS 468B.200 et seq.
DESCRIPTION OF DIS­
CHARGES: Columbia River
Dairy, LLC & Willow Creek
Dairy, LLC will generate waste-
water from dairy animal confine­
ment and milk production. Colum­
bia River Dairy, LLC & Willow
Creek Dairy, LLC proposes to
beneficially land-apply the waste-
water on agricultural crops.
SPECIAL CONDITIONS:
The proposed permit requires
Columbia River Dairy, LLC &
Willow Creek Dairy. LLC to pre­
pare a Hydrogeologic Character­
ization Report There are other
conditions related to operating and
modifying the wastewater treat-
ment and disposal system.

Department has no records of any
