Thompson Street has brought up to city specs with the addition of
curbs, gutters, catch basins and storm drains and is ready for new
home construction. Jerry Gentry, David Allstott and Tom Wolff
developed the lots which are located on Thompson Street near the
heli-pad below Rock Street. One new home was constructed by
Allstott and Gentry Construction with two lots purchased. Four lots
are for still sale.

Paint techniques class to be held
Blue Mountain Community
College has scheduled a Home
Decorating Paint Techniques
class on Saturday, April 29, at
Heppner High School.
"Spring is the perfect time to
spruce up the house and this class
offers students a chance to try
their hand at some of the new
trends in home decor," said
Anne Morter, BMCC coordinator
for south Morrow County.
The class will cover sponge
painting, rag rolling and color
washing and students will also
see a demonstration of stippling,
tissue paper painting and more.
Becky Lloyd, a licensed
painting
contractor
from
Hermiston, is the instructor.
Lloyd has done commercial and
residential painting and has
taught seminars.
Cost of the class is $25 plus a
$15 lab fee. Pre-registration is

announce the engagement of their daughter, Katie, to Mike
Garthwaite of Merritt, British Columbia.
The bride-elect is a 1997 graduate of Condon High School. She
is self employed.
The bridegroom-elect is the son of Gordon and Debbie
Garthwaite of Merritt, B.C., and Robert and Erica Carfra of
Victoria!1, B.C. He is a 1994 graduate of Merritt High School in
Merritt and a 1997 graduate of Blue Mountain Community College
at Pendleton. He is employed by his family ranch at Merritt.
A May 12 wedding is planned at the United Church of Christ in
Condon.
The parents of Charene Coe and Randy Bracher announce the
forthcoming marriage of their children.
Char is the daughter of Jan Coe of Heppner and Tim Coe of
Fossil. She is the graduate of Blue Mountain Community College,
and is currently employed at World Wide Travel Service in Walla
Walla, WA.
Randy is the son of Cliff and Judy Bracher of Hermiston. He is
the graduate of Oregon State University, and is currently
employed at Pendleton Gram Growers in Hermiston.
Their wedding date has been set for July 8 at Cold Springs
Ranches.

groups plan joint meeting
Willow Creek Valley meeting
planned April 20

Heppner residents concerned
about economic development are
invited to a Willow Creek Valley
meeting at 2 p.m. on Thursday,
April 20 at the Bank of Eastern
Oregon conference room in
Heppner to participate in two
action items:
-the Willow Creek Valley
Action Group. Members of the
Willow Creek Valley Technical
Advisory Committee, members
of HEDC, HCC, ICABO and all
other interested community
groups and individuals are
invited to convene the Willow
Creek Valley Action Group.
Greater Eastern Oregon
Development
Corporation
(GEODC) will provide staffing
assistance to the group through
an Economic Development
Administration grant to help
timber-distressed communities.
The agenda will include
agreement on Action Group
priorities, structure, members,
meeting times and locations.
According to a GEODC news
release, GEODC will propose
that the central charge of the
Action Group be implementation
of the Business Retention
Program recommended in the
Elesco study. GEODC staff are
prepared to initiate this program
in cooperation with an Action
Group that represents all
communities in the Willow
Creek Valley.
A "kick-off' training and
presentation
on
business
retention programs is tentatively
scheduled for May 4 or 5.
-Morrow County Partnership
Priorities. The Morrow-Baker
Partnership is developing a
regional investment plan to direct
investments of the Regional
Investment Fund, successor to
the Regional Strategies Program.
According to the release. Baker
County has already completed an
inventory of top community
projects as a preliminary step.
"GEODC's charge is to develop a
similar inventory of Morrow
County concerns," according to
the release. "The goal is to meld
the two counties' concerns into a
single plan."
Two meetings will be held in
the next three weeks, one in
north county and one in south
county. At each meeting, top
priorities from existing strategic
plans will be reviewed, and the
public will be invited to make
comments or to add priorities.
