The "C" team Heppner
Mustang girls fell short in their
comeback, losing to the visiting
Condon Blue Devils, 28-19, on
Tuesday, Feb. 15 The Mustangs
finished with a 4-13 record but
did win three of their last six
games.
Condon shut out the Mustangs
in the first quarter, taking an 11-0
lead. The Mustangs outscored
Condon 19-17 the rest of the way
but could get no closer than
seven points.
Cindy Gall led the Mustangs
with eight points with Marcy
Miller adding six and Jesse
Kempas, four.
Members of the team were
sophomores, Kelsey Greenup and
Paula Spicerkuhn; and freshmen,
Cindy Gall, Marcy Miller, Jesse
Kempas, Nikki Sisk and Tylynn
Smith.
The Mustangs were
coached by Keelie Keown.

Sarah Eckman hit a lay-in on a
nice pass from Brett Barber with
1:40 left to give the Mustangs a
34-33 lead over Wahtonka on
Saturday, Feb. 19.. They hung
on from there to beat the Eagles.
38-33, in The Dalles.
The Mustangs ended their
season with a 15-4 record.
Heppner got six points from
Jenni Patton and Jesse Gutierrez
hit a three-pointer at the buzzer
to help the Mustangs take a 15-
12 lead after one.
. The Eagles tied it at halftime
Jt 19-1^- but the Mustangs got
five points from Jodie Carlson in
the third to take a 27-26 lead into
the fourth as Gutierrez completed
a three-point play.
After Eckman gave the
Mustangs the lead. Barber hit a
shot and Lacey Matteson and
Gutierrez each hit free throws to
preserve the win.
Carlson led the Mustangs with
13 points and pulled down five
rebounds. Gutierrez had nine
points and Patton had six points,
eight rebounds and three steals.
Barber had three assists and two
steals. Eckman had four steals
and Cindy Gall pulled down
eight rebounds.

Commissioners lift moratorium
Morrow and Umatilla County
Commissioners met with senior
FEMA (Federal Emergency
Management Administration),
Department of the Army and
State OEM (Oregon Emergency
Management) officials Thursday
night. At the request of the
federal and state officials,
Umatilla and Morrow county
commissioners lifted the CSEPP
(Chemical Stockpile Emergency
P re p a re d n e ss
P ro g ram )
moratorium.
The moratorium was put in
place by county officials after the
inadvertent activation of the
CSEPP sirens on Dec. 30, 1999
The activation highlighted the
commissioners and the public's
concerns about the CSEP
program in general and the alert
and notification systems.
During the meeting Thursday
night, county commissioners
received assurances from federal
and state officials that their
concerns had been heard and are
being addressed.
FEMA is moving ahead with
an independent evaluation of the
technical side o f the system and
the state is contracting for an,
impartial evaluation of the
planning and managerial side.
Both of these evaluations were at
the request of the counties.
"Based on the assurances we
received Thursday night and our
belief that the state and federal
governments believe we are
serious about getting this
program back on track, we
approved
lifting
the
moratorium,"
said
Morrow
County Commissioner Dan
Brosnan. "They need to know,
however, that we are serious
about assuring protection for our
citizens and that we will take
whatever steps are necessary to
assure that the full CSEP
program is in place and effective.
The purpose of the moratorium
has been achieved, which was to
insure
cooperation
in
a
reassessment and bottom line
evaluation o f where we are and
the steps needed to achieve
successful operation in the event
o f an accidental release at the
Umatilla Depot."
