County court business includes roads, rural addressing

Public Works Director Guy
Van Arsdale, at the Morrow
County Court meeting February
9, discussed with the court the
surveying of road rights of way
and "consent to participate" on
roads by land owners in
subdivisions and then presented a
road permit for CenturyTel on
Clarks Canyon Road, which the
Court approved.
Van Arsdale reported the
following: road minutes have
been sent to the road committee;
Social Ridge Road is almost
complete;
shoulder
work
continues on Patterson Ferry
Road; the crusher is again
running; work continues on the
Big Butter Creek bridge; the sign
crew is putting up signs in the
north end of the county; and
weight limits have been put on
Butter Milk, Balm Fork, Upper
Rhea Creek, and Upper Willow
Creek.
With representatives of the
planning office and the city of
Irrigon, the court discussed the
rural addressing problems that
need correcting.
In other business, the court:
- heard from representatives of
the Lewis and Clark Bicentennial
Committee as to what that
committee will be doing to
advertise and promote related
celebrations; approved Carol
Michael and Patti Bur^ss as co-
chairs of the committee and
approved $500 of discretionary
funds for its use. It then accepted
the resignation of Jean Ann
Turner from the museum board.
-discussed impact aid with
Planning
Director
Tamra
Mabbott and decided to send a
related letter to Raytheon.
-convened a public hearing on
an appeal by a landowner of the
planning commission's denial of
a land partition. After the
hearing, the court denied the
appeal,
upholding
the
commission's decision.
-discussed with Assessor Greg
Sweek, Tax Collector Marilyn
Childers and Tax Clerk Cindy
Doherty the ongoing software
problems and approved acquiring
assessment and taxation software
from the Software Group, Inc.
On Feb. 16, the court approved
the purchase with Special
Transportation Fund Reserve
account (monies from the state)
of a 12-passenger bus.
Public Works Director Guy
Van Arsdale reported on the
following: shoulder work on
Hwy 730 in Irrigon; installation
of a culvert and excavation for
widening on Social Ridge Road;
stenlants on Bombing Range,
Wilson, Kunze, and other roads;
the cost of the overhaul on the
John Deere front-end loader.
Van Arsdale reminded the court
of the problem of a hill at the end
of the Lexington airport
departure runway. He will meet
with the landowner to discuss
Van Arsdale's suggestions. He

Seventy-seven people were present for the senior dinner Feb. 16,
and 15 meals were taken out. Members of the Seventh-day Adventist
Church served. Blood pressures were taken before the meal.
The menu for the senior dinner March 1 is not yet available but will
be posted in the window as soon as possible. Members of the United
Methodist Church will serve.
Exercises were done Tuesday and Thursday at 10 a.m. Cards were
played Tuesday and Friday at 1 p.m., with two tables of pinochle each
day. The movie "The Bridges of Madison County" was shown
Thursday afternoon at 2 p.m. Bonnie Gates has loaned the videotapes
to the seniors to view. We appreciate it very much. Bingo is played
every Tuesday. Everyone is welcome to take part in these activities.

department employee will get
training.
Van Arsdale also informed the
court of a citation from OSHA at
the Butter Creek bridge site for
not having on vests and hard
hats, noting that the fine was
minimal because work had not
yet started that day. Personnel
Director Andrea Denton added
that the OSHA inspector had
later called to inform her that the
fine would be discounted because
of the county's low loss ratio and
further discounted because of
timely compliance. Van Arsdale
reported that this issue was later
discussed in length at the safety
meeting.
Van Arsdale also prepared the
court for the change in the
method of funding from the
federal government to county
road departments. Once received
through the state, which provided
engineering services, funding
will now come directly to the
counties, which will now have to
pay for the engineering services.
Van Arsdale completed his
reports with a recommendation
that the county assist residents of
subdivisions
in forming
homeowners associations or local
improvement districts.
Emergency Management
Director Casey Beard discussed
with the court the question of
replacing control consoles for the
CSEPP sirens and reader boards.
Fixing the present consoles
would take up to six weeks and
cost as much as replacing them.
Beard also informed the court
of some budget issues concerning
costs of: distribution and testing
of radios; problems with the tone
alert radios; personal services
contract;
Braille equipment;
pre-packaging
residential
strobes; and expenditures to date
for testing and distribution.
Judge Tallman noted that the
commissioners are to meet with
representatives of the Army and
FEMA on Feb. 24 to discuss
CSEPP.
Discussion continued around
the need for a project officer, the
distribution of the TARs, storage
of the equipment, the moratorium
called by Umatilla and Morrow
counties, exercises and the
response to the alarm on the
microwave ’ system,
and
responsibilities of staff and of the
commissioners.
Assessor Greg Sweek and Tax
Collector Marilyn Childers
appeared with staff members and
a representative of the Software
Group, Inc., a subsidiary of
Tyler,
the
largest
local
government software company in
the United States. The court
heard the credentials and
concepts of the software
company, which has been in
Oregon since 1989.
Sweek identified attractive
features of the software in
question. Discussion focused on
proper training for employees,
the running of the program with
Option l's program, security of
the program and time needed for
a conversion.
Sweek noted that county
counsel is preparing a contract
and that information from
lending institutions on financing
of a lease-option is forthcoming.
From the City of Boardman,
Mayor Tom Meyers, Councilmen
Bill Brown and Dave Hirai and
City Manager Rex Mathers spoke
to the court about an agreement
with Coyote Springs 2 (the
second gas-fired generation plant
proposed by PGE), the city of
Boardman and Morrow County.
They explained their negotiations

in lieu of ad valorem taxes"
under the Columbia River
Enterprise Zone. Zone manager
Sweek noted the requirement that
the county concur with the
agreement for it to become valid.
After more discussion, the court
approved signing the agreement.
Meyers added that, for the
record, the city of Boardman
supports having the county,
through a contract with the city,
assume the building inspection
program.
Sheriff Verlin Denton appeared
with the bi-annual statistical
report and answered questions
from the court. Among other
statistics, criminal cases went up
by eight percent, miscellaneous
service reports were up 101
percent, marine and traffic
citations were down and training
hours were up 134 percent.
The court approved an
addendum to the Behavioral
Health Department's contract
with the psychiatric nurse
practitioner, increasing the daily
amount. They also appointed
Wanda Dixon to the Commission
on Children and Families. They
approved payment of the
registration for Museum Curator
Marsha Sweek for the annual
meeting of the Association of
Museums.
The court reviewed the annual
report of the North M oitow
Vector Control District, their
2000 Pesticide-Use Plan and
their 1999 audit report. They
appointed Dale Baker to the
board of trustees for that district
and approved the pesticide-use
plan, contingent upon review and
approval of the health officer.
The court reviewed the
agreement - circulated to but not
signed by the city of Boardman
and Columbia River Processing
in December - for enterprise zone
extended
abatement
with
Columbia River Processing, Inc.
The court signed the agreement,
which will now be taken to the
two other entities.
Planning Director Tamra
Mabbott presented for signature
the final findings of fact on an
appeal of a land partition request
denied by the court last week.
Mabbott also submitted an
amendment
to
a
joint
management agreement with the
city of
Irrigon for rural
addressing, for review by county
counsel. The court discussed
with Mabbott the impact aid
issue and signed a related letter
to
the
head of
the
demilitarization program and
agreed to sending to the East
Oregonian a copy of last week's
letter to Raytheon.
Finance Director Lisanne
Currin presented some budget
resolutions for the court's
signature: the first including an
Historical Foundation grant from
the general fund; court subsidies
for the juvenile program;
community development money
for the Commission on Children
and Families; and funds into the
Victim Witness Fund from the
Department of Revenue; and the
second
tra n s fe rrin g
appropriations within the Road
Fund, 911 Fund, Commission on
Children and Families Fund and
Special Transportation Fund.

Lynzie was bom to Sarah and
Jamie Coller of Baker City on
January 24, 2000. The baby
weighed 6 lbs., 11 oz.

Christy Virgil of Lexington.
