Fair underway this week

Council approves neighborhood enhancement
Library considers
making a move

The Heppner City Council, at
its August 9 meeting, approved
a
new
neighborhood
enhancement program.
The program is being
established to enhance public
improvements
and
further
beautification within the city.
vOne example of how this project
would work is the repair of
damaged sidewalks.
Damage is often a result of
overgrown tree roots or normal
wear and tear. If a property
owner is found to have a
damaged sidewalk, he or she
will be able to have this repaired
with the help of volunteers and
city equipment.
The homeowners would be
responsible for obtaining the
material needed to do the work,
but the city will provide the
equipment
required
and
volunteers will do the actual’
replacement of the sidewalk.
Also, the volunteers will be
trained to use city equipment
and the city will provide
liability
and
worker's
compensation insurance for all
those that help.
"Any repair work needed to
the
sidewalks
is
the
responsibility of the adjacent
property owner. By utilizing
this program, property owners
can now have their sidewalks
repaired for a modest cost," said
Heppner City Manager Jerry
Breazeale

Gilbert Chavez, director of the
Oregon Trail Library District,
was present at the meeting to
discuss the issue of moving the
library to a larger facility. The
prospect of building a new
facility on the vacant lot located
next to the Shoe Box was
discussed. This property is
presently owned by the city of
Heppner.
One idea was that this piece of
property would house a two-
story building that would be
used by both the library and city
hall. The current city hall is in
need of costly repairs and the
city of Heppner is weighing its
options as to whether it would be
more cost effective to upgrade
the current facility or to build a
new one.
Chavez gave the council an
estimated cost for this project at
roughly $700,000 which would
be
financed
through
a
combination of grants, gifts and
loans. The estimated time frame
for this project would be
approximately three years.

Over 600 student leaders from
around the state attended the
Oregon Association of Student
Council’s Summer Leadership
Workshops in late July, with the
help of the Independent
Community Banks of Oregon.
This is the seventh year that
ICBO has co-sponsored the
workshops, which have provided
leadership training to high
school and middle school
students for over 20 years.
The Bank of Eastern Oregon,
an ICBO member, helped co
sponsor. The two high school
workshops, held at Willamette
University in Salem, offered
sessions on communication,
organization
and
time
management, ethical decision
making. goal setting and project
planning. Students planned and
presented projects that they can
take back to their schools and
communities.

Albany, attended one of the
workshop banquets, where he
gave a brief address to the
students.
I he middle school workshop,
held at Aldersgate Conference
Center, near Salem, offers
activity-based sessions for
beginning leaders. They also
had a variety of guest speakers.
ICBO has 49 member banks
around the state serving their
local communities.
