County court report

The Morrow County Court met
July 21. The court approved the
purchase of enhanced 911
consoles for the Sheriffs
Department.
Assistant Road Master Burke
O'Bnen reported to the court that
patching has been finished; one
bridge on Big Butter Creek was
resurfaced; the approach to the
Pine City Bridge was repaired;
the Basey Canyon, Clarks
Canyon, Bunker Hill, McNab,
Gooseberry, Dry Fork and Valby
Roads and the Rhea Creek Road
from Ruggs to the bottom of
Sanford Canyon have been
patched; work has again started
on Patterson Ferry Road, and
trees are being cleaned off
Second Street; traffic counters
have been placed on Washington
Street; and they are preparing to
do some reciprocal paint work
with Umatilla County. The court
discussed limited resources,
importance of farm-to-market
roads, higher traffic numbers in
the north end of the county and
the status of the Clarks Canyon
quarry.
The court discussed routine
maintenance of vehicles and the
fact that responsibility for such
lies with the departments to
which the vehicles are assigned.
The court approved the "Order
Designating a Newspaper of
Record" for publishing the 1999
foreclosure list, naming the
Heppner Gazette Times as the
paper of record.
The court reviewed and
approved proposed changes to
Personnel Policies, Section 7.5
and Section 8.1.
Country Counsel Bill Hanlon
reported that the BOLI has
determined that the Wilkinson
Arena is to be treated as one
project and has requested
information on the use of
volunteers and the notices of
awards for contracts.
Marc Rogelstad, representing
the Boardman Fire District,
reported complaints from several
people east of the fire district.
They have reported not being
able to get financing outside the
district and having insurance
canceled. Rogelstad said that he
is working on an annexation into
their district, but he sees the
problem as countywide. Dis
cussion ensued about how best
to approach the issue of
unprotected areas in the county,
and general agreement was to
have the present districts'
personnel meet jointly, as a first
step.
The court approved help with
the installation of the donated
new doors for the Courthouse.
The doors have been ordered by
the Heppner High School Class
o f '56.
The court approved two
replacements on the Mental
Health Advisory Board: Sandra
Blair to replace Cheryle
Rietmann in Position #5, and
Rhonda Truman to replace Carol
Ford in Position #6.

changes to the Ione-Boardman
Road Agreement. Commis
sioners Dan Brosnan and John
Wenholz voiced concerns over
some of the proposed language,

WC Symphony
plans fall season
The Willow Creek Symphony
is currently making plans for its
fall season under artistic leaders
R. Lee Friese of Athena and
Tony Marks of LaGrande.
Rehearsals will be held on
Friday evenings from 5:30-7
p.m. at the Heppner Jr. High
bandroom, starting Sept. 10. The
symphony's first concert will be
held in December in conjunction
with a performance of Handel's
Messiah by the Inland Northwest
Musicians. A spring concert in
March and a summer concert in
August are also being scheduled.
The Willow Creek Symphony
is composed of youth and adults.
It is currently in need of
additional
musicians.
All
instruments
are
welcome,
including
strings,
brass,
woodwinds and percussion.
Basic instrumental proficiency is
a prerequisite for joining the
symphony.

Mabbott presented copies of
the article, "A Case for Impact
Aid” for the court's signatures
and reported the Umatilla
County Court's agreement with
the principle of the article.
Mabbott further reported that
the Morrow County School
District is requesting an
extension of the City of Imgon's
Urban Growth Boundary to
include property for a future
school building.
In response to their inquiry,
the court heard from one
financial institution what its
interest rate would be on a loan
for purchase of the Docken
Building.

Deadline looms for purchase
of controlled hunt tags
The deadline for the
purchase o f controlled hunt
tags for deer, elk , antelope,
bighorn sheep and mountain
goat is this Saturday, July 31,
1999
and
the
Oregon
Department o f Fish and
W ildlife want to remind all
successful hunt applicants to
purchase their tags by that
time.
Competition for most
controlled hunts in the state o f
Oregon is keen. This year
there were over 400,000
applicants
for
176,641
controlled hunt tags. Hunters
had to pick their desired hunts
for most big game animals and
submit application by May 15.
Successful applicants were
identified in early June and
notifications were sent out to
both
successful
and
unsuccessful
applicants.

Wheatland Pomona’s annual
picnic and memorial was held at
Anson Wright Park on Sunday.
In the absence of Master Bob
Hammack and Overseer Aloha
Medlock, Clarence Buchanan pre
sided. Minutes of the previous
meeting were read and approved.
Three new teenage members
from Greenfield (Boardman)
Grange were introduced.
Clarence Buchanan, who at
tended the state session, gave a
short report. The resolution con
cerning hemp growing was de
feated by a small margin. The one
concerning an alternate to taking
out the dams was passed.
It was reported that the Wil
lows Grange will not be held as
they are combining churches in
lone and Condon to celebrate
Grange Church Sunday.
Chaplain Zelma McDaniel held
the memorial. Willows received
roses honoring the following de
parted members: Berl Akers,
Beulah Shearer, John Reimer and
Pat Townsend. Lexington received
a rose for Eldon Gilbert. The other
granges each received a rose in
memory of departed members.
There were six members from
Willows present, Greenfield, six,
Lexington, 15, and Spray, zero.
The next meeting will be in
Lexington and will be an election
of officers who will serve two
years.

Morrow County is inviting bids
for construction of handicapped
accessible bathrooms (2) and
building additional modifications
for safety and accessibility for the
Morrow County Museum agricul
tural collection building (elevator)
located at Riverside Avenue,
Heppner Oregon; specifically, a
handicapped access ramp and
steps on the west side of the build
ing. The ramp and steps are to be
of concrete construction with
handrail along all of the access.
A roof section will be built over
the platform leading into the build
ing; construction of two single unit
handicap accessible bathrooms
inside the building and widening
the existing doorway through the
concrete wall on the east side of
the room; installation of hand rail
and guard rail around the existing
ramp and stairs at the south end
of the building, hand rail and guard
rail with access gate around stairs
in the scale room, installation of a
doorway, including new door, and
closing off existing entryway into
the south wall of the scale room.
Contractor shall furnish all of
the materials and perform all of
the labor necessary to complete
the project, including removal and
disposal o f old materials. The
project must be completed no later
than October 31,1999. Construc

may be picked up at the office of
the County Court, Morrow County
