Blu Blakely, of Blu Blakeley Construction, installs a window at the

Mustangs take two
from Rangers

The Heppner Mustangs trav­
eled to Dufur on Friday, April 9
and took both games of the double-
header, 8-6 in eight innings, and
6-4 in seven innings in the night­
cap.
The Mustangs avenged an ear­
lier season loss to the Rangers and
improved their record to 4-3.
Heppner travels to Pendleton on
Friday, April 16, to play the Bucks
JVs in a doubleheader.
In the first game, the Mustangs
jumped out to a 3-0 lead after two
innings, only to have Dufur take a
4-3 lead in the third.
Heppner scored three runs in
the top of the fifth with the help
o f a solo home run by Cory
Bennetto to take a 6-4 lead, only
to have Dufur come back to tie
the game at 6-6 after five.
Tim Dickenson led off the top
of the eighth with a walk and went
to third on a sacrifice bunt by Bias
Elguezabal. Dylan Pettyjohn
tripled to score Dickenson and
scored on a Derek Gunderson
single.
Elguezabal got the Rangers out
in the bottom of the inning to pick
up the win. David Bates started
the game for the Mustangs and
combined with Elguezabal for 12
strikeouts.
Proposal to aid
rural stations
Senator Ted Femoli (R-John
Day) asked his fellow senators
Thursday to support him in
returning fuel supplies to 10
rural communities who currently
have none.
The stations were closed last
year when the deadline expired
to
remove
"Leaking
Underground Storage Tanks,"
commonly referred to as
"LUST."
"We need to get rid of LUST in
rural Oregon," Senator Femoli
joked. "But more importantly,
we need to return fuel to these
rural communities whose only
stations have been closed."
All Oregon gas stations were
required to start using safe
underground storage tanks in
1998 to stop leaks that have the
potential to damage drinking
water
supplies
and
the
environment. Many small rural
stations had trouble meeting
these requirements and therefore
missed state imposed deadlines.
"These are mom and pop
operations," stated Ferrioli.
"The absence of fuel in these
communities means people have
to drive several miles to get
fuel."
The proposal. Senate Bill 5544,
provides up to $45,000 to help
the 10 stations immediately
begin removing the tanks. All
stations are at least five miles
from other operational gas
stations.

City releases strategic plan
Heppner city manager Jerry
Breazeale has provided the
fo llow ing
inform ation
concerning the Heppner strategic
plan.
What is it?
The Heppner Strategic Plan is
a document that states the
vision, principles and goals the
Heppner area community has set
for itself, defining the kind of
community we would like to be
and providing direction for how
to get there.
The original strategic plan was
written in 1992 and was known
as "Vision 2000: Goals and
Strategies".
The Heppner
Coordinating Council, an open
membership group of interested
citizens and community leaders,
has maintained the document
and done periodic updates.
Why it's important.
A community should agree on
its vision and goals for economic
development,
types
of
businesses to attract to town,
what
environment
and
atmosphere the community
should have. Losing the Kinzua
mill recently makes this strategic
plan revision very timely.
Livelihood and quality of life is
important to this community.
Almost all funding sources,
whether federal, state or private,
require that proposed projects
have community support and are

Chamber
Marsha Sweek. director of the
Morrow County Museum, will
be the featured speaker at the
April 21 Boardman Chamber of
Commerce meeting.
"Marsha is Recognized as an
expert in rural
museum
development and will share
guidelines that have helped other
communities establish historic
collections and museums," says
Chamber President Arlene
Walters.
Kathy Moore, Boardman City
manager, will also be on the
agenda, inviting community
participation to gather and
discuss options for a city
transportation plan.
Chamber of Commerce
meetings are open to all
interested persons. April 21 is
"Secretaries Day"; chamber
members are invited to bring
their secretary and treat her to
lunch. Taco salad will be the
entree and the Driftwood RV
Park Recreation Room, 800 W.
Kunze Road, is the location for
the noon meeting.

The Alien Coloring Contest
attracted 120 entries and the six
categories were won by Jason
Kendrick, two, Sarah Kendrick,
well thought out. A typical
funding requirement is that the
project be in a community
strategic plan that was developed
with public participation.
Why YOU should care.
Some projects affect everyone,
directly or indirectly.
For
exam ple,
infrastructure
improvements may affect you
through increased taxes or fees.
Do you just like looking at our
historic buildings?
Should
efforts be devoted to their
upkeep? Maybe it would be nice
to know an assisted living
facility will be there for you ...
years from now. What should
our community look like 20
years from now? We need to
plan now for the future, as well
as immediate needs.
What's been going on so far,
and what's to come.
In response to an article in the
Gazette-Times a group of
community people from outlying
areas and town residents have
been working on a draft of the
new strategic plan. They would
like to get your feedback and
comments. Volunteers will be
interviewing
with
various
community
organizations,
groups,
businesses
and
individuals. They want to know
if you support the draft vision,
principles and goals, as well as
which projects you would

Arts and Crafts Club will meet on
Thursday, April 22 at 1 p.m. at 4
Kate’s Pizza in Heppner.
After lunch, members will dis­
cuss the pros and cons of disband­
ing the club due to lack of inter­
est.
All members are urged to at­
tend.
