Heppner Ranger District
Proposes
Rimrock Environmental
Impact Statement
The Heppner Ranger District is
beginning analysis for the de
velopment of the Rimrock En
vironmental Impact Statement
(EIS). The project area is located
on the Heppner Ranger District
and lies approximately 25 miles
southwest of Heppner, Oregon.
The analysis area contains
approximately 41,800 acres
within the Umatilla National
Forest in Grant, Morrow, and
Wheeler counties, Oregon. It is
within the boundary of the Wall
watershed, which includes
Lower, Middle, and Upper Big
Wall; Porter; Lower and Upper
Wilson; and Indian subwater
sheds.
The purpose of this proposal is
to develop and analyze a mix of
actions that respond to needs
identified in the Wall Ecosystem
Analysis (September 1995).
These needs focus on the imple
mentation of ecosystem manage
ment projects that are designed
to promote long-term resilient
and sustainable watershed con
ditions.
Proposed activities include
5,200 acres of commercial
thinning using ground-based and
helicopter logging systems; 380
acres of precommercial thinning;
prescribed underbuming of 50-
80% of the analysis area;
rehabilitation of 11 aspen stands;
maintenance and restoration of
in-channel fish structures on Big
Wall and Wilson creeks; 37
miles of road resurfacing; 47
miles of road improvements;
decommission/obliteration of 34
miles of road; installation of 3
low-water fords designed for
fish passage on Forest Road 23
and 2300100; and the replace
ment of one low-water crossing
with a culvert on F.S. Road 23.
The Notice of Intent (NOI) for
this project was published in the
February 25, 1999 issue of the
Federal Register. A Draft EIS
should be available in July 1999,
with the Final EIS and Record of
Decision scheduled for comple
tion in November 1999.

Marine Lance Cpl. Mathew
R. Mickel recently completed an
exercise in Kuwait while assigned
to the 13 th Marine Expeditionary
Unit, embarked aboard the ships
of the USS Boxer Amphibious
Ready Group.
Marines from Mickel’s unit
participated in Exercise Eager
Mace, a 25-day exercise involv
ing combined arms training. The
exercise was conducted to im
prove the bilateral interoperability
between Kuwait and U.S. military
forces, said a news release.
The 1997 graduate of Thurston
High School in Springfield joined
the Marine corps in August 1997.
He is the son of Starr Mickel of
Imgon.

East Central Oregon (CAPECO)
is currently developing the Sum
mer Youth Job Training Plan or
1999 (May 1 - September 30,
1999). Planning estimates are
based on service and expenditure
levels from the previous summer
program wherein CAPECO uti
lized $266,018 in federal Job
Training Partnership Act (JTPA)
funds and provided education,
training and job placement ser
vices to 186 economically disad
vantaged youth in Morrow and
Umatilla Counties. Curing the 1999
summer program, youth will par
ticipate in one or more of the fol
lowing activities: paid work expe
rience, internships, work ethics
training, and basic skills instruc
tion. Services are provided by
CAPECO in collaboration with
local schools, private business,
and public organizations. For more
