Osmin - O'Brien
Staci O ’Brien and Jess Osmin, both of Heppner, announce their
engagement.
The bride-elect is the daughter of Burke and Ginger O ’Brien of
Heppner. She is a graduate of Heppner High School and works at the
Red Apple.
Osmin is the son of A1 and Donna Osmin of Heppner. He is a
graduate of Heppner High School and Blue Mountain Community
College, Pendleton. He is currently associated with the Osmin Ranches
in Heppner.
The couple will be married Saturday, Dec. 12 at the Lutheran Church
in Heppner.
County helps buy CSEP vehicles
Morrow County Jias assisted
with the purchase of two
vehicles to haul the recently
delivered
decontamination
trailers.
The trailers were provided to
local emergency responders in
Boardman and Heppner through
the
Chemical
Stockpile
Emergency
Preparedness
Program (CSEPP). * The trucks
will be used to move the trailers
to the point of greatest need if
there is an accidental release of
chemical warfare agents stored
at the Umatilla Chemical Depot.
Umatilla County has taken
similar steps to purchase trucks
for the Umatilla and Hermiston
Fire Departments.
The Morrow County Court has
authorized purchase of an
International 4900 Senes truck
from Brattain International
Trucks of Portland for the
Heppner Volunteer Fire District.
The truck will be specially
configured to meet all the
requirements of an emergency
service vehicle.
In related action, the county
will provide $50,000 through an
intergovernmental agreement to
the Boardman Fire District for
their purchase of a similar type
vehicle.
It is estimated that the vehicles
will be delivered in May or June
of 1999.
In addition to the vehicles, both
fire departments will receive
$2,500 to provide security
fencing and utility outlets for the
trucks and decontamination
trailers. When completed, this
will allow the departments to
keep the trucks and trailers in a
ready state in all weather
conditions.
"This is a very important
event," said Dan Knoll, Morrow
County Emergency Management
public information officer. "It is
another example of the CSEP
P r o g r a m 's
c o n tin u e d
commitment to provide local
emergency response personnel
with the equipment they need to
protect themselves and our
citizens if there is ever an
accident at the Umatilla
Chemical Depot."
Casey Beard, the Morrow
County Emergency Management
director said Russ Salter and his
staff at FEMA gave support in
providing
this
"critical
capability".

The board of directors of the
Morrow County Historical Soci­
ety were guests o f the Irrigon
Chamber of Commerce on Nov.
3.
Several important reports were
heard at the m eeting. Don
Eppenbaugh gave a report on the
Lewis and Clark Historical Com­
memoration Celebration sched­
uled for 2003-2006. This is par­
tially funded by federal grants.
There was a campsite in Irrigon.
A report was heard on the
Morrow County Chronicles. The
committee expressed wishes for
articles from the northern part of
the county.
The lighting celebration and a
visit from Santa will be Sunday,
Dec. 6 at 5 p.m. in Irrigon.
Jean Nelson gave a report on
the Century Farms in the county.
A display and short history of
Century Farms is being planned,
with Diana Kincaid, Fran Barnett
and Barbara Bloodsworth work­
ing on the project.
A by-law committee was ap­
pointed to check the original by­
laws and make any changes
needed. The committee will in­
clude Barbara Bloodsworth and
Kathryn Hoskins. The project for
decorating the courthouse with
Christmas lights was discussed.
Harold “Shorty” Peck, a former
vice president, was appointed as
an honorary member of the soci­
ety. The new members, Diana
Kincaid and Fran Barnett, were
welcomed by the group.
An election of officers was
held as follows: president, Delpha
Jones; vice president, Barbara
Bloodsworth; and secretary, Ruth
McCabe.
A visit to The Dalles to the in­
terpretive center was discussed
and a date for early spring was
suggested.
The group heard a talk by Bev
Bridgewater on the Imgon irriga­
tion project which included win­
terizing imgation systems, drip ir­
rigation, controllers and other
points of interest to the irrigation
farmers.
Those present from the soci­
ety were: Sue Vinson, Kathryn
Hoskins, Diana Kincaid, Barbara
Bloodsworth, Don Eppenbaugh,
Delpha Jones, Ruth McCabe, Jean
Nelson and Fran Barnett.

Lodge meets

The Holly Rebekah Lodge met
recently for their regular meeting,
with Vice Grand Marlene Gray in
the chair for the Noble Grand.
A report was heard from Luella
Taylor concerning a planned
cookbook as a money making
project. Recipes from members
who have passed on would be
greatly appreciated.
Certificates for paid-up mem­
bership, the arthritic foundation
and one community service were
presented from the Rebekah as­
sembly.
Ginnie Martinez was appointed
on the community service com­
mittee. A report was also given
on holiday baskets for shut-ins and
a donation to the Neighborhood
Center.
Ill members and friends were
remembered with cards. Francis
Murty, a member in a nursing home
in the John Day area, was remem­
bered.
The next card party will be
Saturday, Dec. 5. The money
from these parties is used for up­
keep of the hall. All are invited to
attend. Refreshm ents will be
available, and prizes given.
The lodge supper committee for
December is Kathy Clark and
Barbara Gilbert.
The installation of subordinate
Grange officers and a school of
instruction is planned for Sunday,
Dec. 6, with the Umatilla Pomona
Grange giving the instructions. A
potluck dinner will follow. All of­
ficers and members are invited to
attend.
