Sheriffs Report
The Morrow County ShentTs
Office (MCSO) reports handling
the following business during the
past weeks:
MCSO received a report of a
gray motor home pulling a red Es­
cort on 1-84 eastbound driving er­
ratically and running vehicles off
the road.
MCSO received a report of a
male, apparently drunk, who
w ouldn't leave a residence in
Boardman.
MCSO received a report of a
juvenile problem in Imgon. One
juvenile allegedly said they would
kill the resident’s dog if it wasn’t
tied up and then left. They came
back to the residence with base­
ball bats and rocks.
MCSO dispatched to the
Boardman Police Dept, a report
o f a large deg that wouldn’t let
tenants in their apts. in Boardman.
MCSO deputy responded to
A.C. Houghton school for a re­
port o f juvenile harassment.
MCSO dispatched to the Hepp-
ner Police Dept, a request for an
officer concerning vandalism.
MCSO received a report of a
fight between three men and then
more men at the Senior Center in
Irrigon. An officer was unabie to
locate anyone.
MCSO dispatched to the Hepp-
ner Police Dq>t. several reports
of shots fired near the Heppner
Cemetery.
MCSO received a report of a
suspicious vehicle blocking a
driveway in Irrigon. Two other
vehicles pulled up with at least six
females getting out of the ve­
hicles. All was okay, the first ve­
hicle turned out to be disabled.
Aug. 26: MCSO received a
report of a disoriented male, 18-
20 years old, on a woman’s front
steps in Boardman.
MCSO received a request to
deliver a message from a man in
AZ. to his wife staying at her
sister’s home in Irrigon.
MCSO received a report of a
van broken down on Highway 730
that was broken into and items
stolen.
MCSO received a report of a
duplex in Irrigon broken into with
the house vandalized and a refrig­
erator stolen.
MCSO received a report of a
man allergic to spray that was
being sprayed in lone.
Oregon State Police arrested
Josephine Hargraves, 58, for Theft
II and Computer Crime.
MCSO received a request for
an officer for a vehicle parked on
property in Heppner. It turned out
to be a civil problem.
MCSO received a report of ju­
veniles putting rocks and sticks on
the roadway on Highway 74.
MCSO received a report of a
house broken into in Heppner.
MCSO dispatched to the
Boardman Fire Dept, a report of
a fire alarm in Boardman. The call
was cancelled in route.
MCSO received a request to
contact a trucker concerning a
family emergency.
MCSO received a report o f
shots fired in an alley behind a
residence in Heppner.
MCSO deputy, Heppner Police
Dept, responded to a report of a
vehicle parking along a driveway
in Heppner. A man at the resi­
dence demanded an officer or he
would take matters into his own
hands.
MCSO received a report of an
open door at a residence in
Boardman. All was okay.
MCSO dispatched to the
Boardman ambulance a report of
a woman who had vomited blood
and fainted in Boardman. The
patient was transported to Good
Shepherd Community Hospital in
Hermiston.
Aug. 27: Heppner Police Dept,
arrested Dan Mathews, 43, for
Failure to Appear/Possession of
Less Than I oz. Marijuana, Fail­
ure to Pay Fine/Driving While Li­
cense Suspended. Mathews was
lodged at the Umatilla County
Shen f f s Office jail.
MCSO received a report of an
entry alarm at Sam Boardman
Elementary school.
MCSO deputy responded to a
report o f an RV wreck at the
Boardman rest area.
MCSO received a report that
the shot fired the previous night in
Heppner was a dog shot. The dog
showed up with a bullet wound in
its shoulder.
MCSO received a request for
an officer in Boardman.
MCSO received a request for
a deputy concerning a theft by
deception.
MCSO dispatched to the Hepp­
ner Police Dept, a request for an
officer concerning incidents hap­
pening the previous day.
MCSO received a report of an
assault of a woman who was beat
up in Imgon.
MCSO received a report of a
car in the canal by the west irri­
gation district shop.
MCSO dispatched to the
Boardman Police Dept, a report
of a Nintendo stolen from the Trail
Apts, in Boardman.
MCSO deputy cited Leona
Lyons, 54, for Harassment.
MCSO received a report of
loud music in lone.
MCSO received a report of a
theft in Heppner.
MCSO received a report of a
pickup driving too fast and run­
ning stop signs in Irrigon.
Aug. 28: MCSO received a
report of a cut phone booth cord
and the lock on the Little League
candy shack broken at the Imgon
Manna.
MCSO dispatched to the Or­
egon State Police a report of a
possible drunk dnver on 1-84 west­
bound.
MCSO received a report of a
gray Ford Escort Wagon pulled
out of the West Extension Imga-
tion Canal in Irrigon. Three juve­
niles (10-12 years old) had been
seen a month earlier allegedly
driving the car down Canal Road.
MCSO received a report of
dogs found-one female chocolate
lab and one male gray schnauzer
mix.
Sheriff Drago requested extra
weekend patrol on Shaw Creek
and Blake Roads as log trucks
were speeding and driving reck­
lessly.
MCSO received a report of a
burglar alarm at the Irrigon Medi­
cal Center. The alarm was can­
celled.
MCSO dispatched to the
Boardman ambulance a report of
a 67 year old female with previ­
ous chest pains anlfl nilmbness in
her arm having chest pains again.
MCSO received a report of a
possible drunk driver headed to
Boardman from Imgon on High­
way 74 in a flatbed truck. An of­
ficer was unable to locate the ve­
hicle.
MCSO dispatched to the
Gilliam County Sheriffs Office a
report from a woman in Condon
that her 12 year old grandson had
locked her out of the house and
was inside breaking things.
MCSO received a report that
a man had tried to run another man
off the road near Heppner. Rich­
ard Loid, 31, was cited for Reck­
less Endangering.
MCSO dispatched to the
Boardman Fire Dept, a report of
a car on fire on Wilson Road near
Laurel Lane.
MCSO deputy, Heppner and
Lexington ambulances responded
to a report of a strange man at a
residence in Lexington who ap­
peared to be sleeping but wouldn’t
wake up. The man was trans­
ported to the detox center in
Pendleton.
MCSO dispatched to the
Boardman Police Dept, a report
o f a dom estic dispute at the
Outback Apts, in Boardman. A
man would not let a woman back
into their apt. The subjects had
restraining orders against each
other.
MCSO received a report of a
subject parked in an old station
wagon at the Morrow County
School District office parking lot
in Lexington who was bothering
customers at the MCGG Cenex
Store.
MCSO received a report of a
woman who said she had been
raped a week or so ago by a man
from lone. The woman did not
want to press charges and is mov­
ing away.
MCSO received a report of
suspicious activities and persons
in Heppner.
Aug. 29: Boardman Fire Dept,
and Boardman ambulance re­
sponded to a report o f a rollover
car accident-injuries occurred.
MCSO dispatched to the Or­
egon State Police a request for a
m essage to be d elivered to
Cutsforth Park. A man with a
heart condition needed assistance
in getting an elk out.
MCSO dispatched to the City
of Heppner a report of a major
sewer problem.
MCSO dispatched to the Hepp­
ner Police Dept, a report that the
cafeteria door at the Heppner El­
ementary School was unsecure.
MCSO dispatched to the Hepp­
ner ambulance and Lexington
EMTs a request for an ambulance
in Lexington.
MCSO received a report of a
possible DUII just entering Mor­
row County.
MCSO received a report o f a
theft at a hunting camp.
MCSO received a report of
garbage dumped at the Irrigon
Cemetery.
MCSO dispatched to the Hepp­
ner Police Dept, a report o f a sus­
picious person at a Heppner resi­
dence. An officer was unable to
locate anyone.
Heppner Police Dept, arrested
John W. Roberts, 49, for DUII.
MCSO received a request for
a deputy concerning something
that might occur up Shaw Grade.
MCSO received a request for
an officer concerning a male sub­
ject on the mill premises who was
asked to leave, but wouldn’t.
MCSO received a request for
an officer concerning juveniles in
the park.
Aug. 30: MCSO dispatched to
the Boardman Police Dept, a re­
port of a situation that may esca­
late into a domestic dispute.
MCSO received a report of a
county truck in Imgon that was
broken into and the face o f the
radio stolen.
MCSO deputy cited Wesley
Medley, 18, Gabriel Escobedo, 19
and Issac Reyes, 19, with Crimi­
nal Trespass I.
MCSO received a report of a
purse found on the Heppner/
Condon Highway belonging to a
Heppner resident.
MCSO received a report o f an
elderly overweight man pushing a
van on the shoulder of 1-84 west­
bound.
MCSO received a report of a
domestic dispute in the Boardman
area. A man threatened his
girlfriend’s father with a shovel.
MCSO received a report of an
ATV missing with a possible sus­
pect in Irrigon.
MCSO received a report of a
sewer and waterline problem at
Cutsforth Park.
MCSO received a request for
assistance in serving an eviction
notice.
MCSO dispatched to the
Boardman Police Dept, a request
from a man for an officer because
his wife took his car without his
permission. Both the husband and
wife were on the title of the car.
MCSO received a request for
an officer concerning two women
involved in a dispute.
MCSO deputy, Heppner Police
Dept, responded to a report of a
man hit on the head with a fist.
Three people were in the apt. who
wouldn’t leave.
MCSO received a report of a
woman following another woman
and becoming a problem.
Boardman Police Dept, re­
quested backup for a suspicious
vehicle at the Trail Apts, in
Boardman.
Aug. 31: MCSO received a
report of an unsecured gate at the
Umatilla Fish and Wildlife Refuge
at Patterson Ferry.
MCSO received a report of a
cow hit on Highway 207.
MCSO received a report of a
boat in distress on the Columbia
River one mile west of Boardman.
The boat was grounded.
MCSO received a report of
cows in a yard on Highway 74.
MCSO dispatched to the
Boardman Police Dept, a report
of a wallet of an lone man lost at
Sailboard Beach in Boardman.
MCSO received a report of a
cell phone lost at the Irrigon Mar­
ket.
MCSO received a report of a
BP gas credit card stolen out of a
purse on Slaughterhouse Road.
MCSO received a report of a
dog jumping out at kids as they
walked home from school. The
dog almost attacked a man who
attempted to help the kids.
MCSO received a report of
two runaway juveniles who had a
weapon.
MCSO received a request for
extra patrol at A.C. Houghton El­
ementary School to slow down
traffic when kids are arriving at
school between 7-8 a.m.
MCSO dispatched to the Hepp­
ner Police Dept, a report of a con­
trolled bum at Church and Jones
streets in Heppner.
MCSO deputy and Boardman
Police Dept, responded to a re­
port o f a man’s son beating on his
daughter. One juvenile, 15, was
arrested on two counts of Assault
IV, Criminal Mischief II and MIP-
tobacco. The juvenile was lodged
at the Umatilla County Detention
Center.
MCSO received a report of a
window broken out of a truck and
the stereo system stolen.
Sept. 1: MCSO dispatched to
the Boardman ambulance a re­
quest for an ambulance for a
woman with a diabetic problem.
The patient was transported to
Good Shepherd Community Hos­
pital in Hermiston.
MCSO received a report o f a
pickup idling for 30 minutes by the
Catholic Church in Boardman. The
pickup them left.
MCSO dispatched to the
Boardman Police Dept, a report
of a car keyed in Boardman.
MCSO dispatched to the
Boardman ambulance a request
for an ambulance for an elderly
woman who fell and possibly
broke her hip. The patient was
transported to Good Shepherd
Hospital in Hermiston.
MCSO received a report of
neighbors harassing a woman’s
horse and finally hitting it with a
car.
Heppner, lone fire depts. and
Oregon State Police responded to
a report of a grass fire close to a
bam on Baseline Road off High­
way 207.
MCSO dispatched to the Hepp­
ner ambulance a request for an
ambulance for an elderly woman
who fell at St. Patrick’s Senior
Center.
MCSO deputy and Oregon
State Police received a report of
a man shoving an elderly woman
at the Lexington CENEX station.
They left in two different vehicles
northbound on Highway 207. Of­
ficers were unable to locate them.
MCSO dispatched to the
Boardman Police Dept, a report
of a trespasser at Frontier Trailer
Park.
MCSO and Oregon State Po­
lice received a report of someone
in a beige truck heading toward
Hardman from Heppner throwing
something out of his window and
breaking another person’s back
vehicle window.
MCSO received a report of a
speeding tan/brown station wagon
in Imgon with juveniles throwing
dust and rocks.
MCSO dispatched to the Hepp­
ner, lone and Lexington fire depts.
on standby a report of a bam fully
engulfed on Baseline Road. The
fire had restarted from an earlier
fire.
MCSO received a report of a
two-tone light brown truck that
tried to run another car off the
road in Irrigon.
MCSO dispatched to the
Boardman Police Dept, a report
of a white goat in the road on Wil­
son Road. The owner was reunited
with the goat.
MCSO received a report of a
possible DUII eastbound on 1-84.
Four teens were in the vehicle
speeding and throwing cans from
the vehicle.
Sept. 2: MCSO received a re­
port of a lost cell phone between
Hermiston and Boardman.
MCSO received a report of a
m otor vehicle accident near
Tower Road. It was a non/block-
ing, non/injury accident.
MCSO dispatched to the Or­
egon State Police a report of a
vehicle doing 75 mph plus, on I-
84 westbound.
MCSO received a report of
trucks following a vehicle too
close.
MCSO received a report of a
suspicious vehicle at Rivercrest
Farms.
MCSO received a report of a
vehicle keyed in Irrigon.
MCSO dispatched to the Or­
egon State Police a report o f a
truck carrying explosives that had
blown a tire on 1-84 eastbound.
MCSO received a request to
deliver a message of a death to
people camping at Bull Prairie
campground.
MCSO received a report of a
one year old and two year old
walking on Skyview Drive in
Boardman unsupervised. The
babysitter was located.
MCSO received a report of a
vehicle in another person’s drive­
way sitting too close to the road
in Lexington.
MCSO dispatched to the Hepp­
ner Police Dept, a report of four
youths messing around with a
woman’s pickup. She yelled at
them and they left.
MCSO dispatched to the
Boardman Police Dept, a report
of a window broken out at the
Boardman Post Office.
Sept. 3: MCSO dispatched to
the Boardman Police Dept, a re­
port o f a kid spraying “freon”
around a man’s window on Co­
lumbia Drive at 5 a.m. The fumes
burned the man’s eyes. The man
agreed it wasn’t a life-threaten­
ing situation and agreed to con­
tact the police in the morning.
MCSO dispatched to the
Boardman ambulance a report of
two pickups with three or four
guys and one man on the ground.
The caller didn’t believe the car
was just being worked on. An of­
ficer was unable to locate anyone.
MCSO and Heppner Police
Dept, received a report of a bro­
ken window on a vehicle at the
fairgrounds and the snack shack
door was open.

BMCC, CAPECO partners
In recent years, eastern Oregon
communities have been selected
for the siting of four prison
facilities. These facilities need
staff for every area of operation,
from cooks to clerks to
correctional
officers.
The
majority of the staff have and
will continue to come from the
local communities.
Since the siting of the Two
Rivers Correctional Institution in
Umatilla, representatives of
several local agencies have been
meeting with representatives of
the Two Rivers facility and other
correctional
officials. One
important issue for local
agencies during these meetings
has
been
employment
opportunities for local citizens.
This past spring Blue
Mountain Community College
and Community Action Program
East Central Oregon forged a
partnership to develop an eight-
week, pre-employment course
for local citizens who may be
interested in pursing a career in
corrections.
The course, Careers in Oregon
Department of Corrections, or
CODOC, was first offered this
past summer term. The program
proved very successful, with 15
area residents entering and
completing the program, and
approximately
30
people
indicating an interest in taking
the course at a later time, said a
BMCC news release.
That later time is now. The
CODOC program is scheduled
to begin October 12 at BMCC’s
West Campus in Hermiston. In
order to be admitted to the
CODOC program applicants
must possess a high school
diploma or a GED and a valid
driver's license, pass a drug
screening and a criminal history
investigation,
successfully
complete the ASSET placement
test at BMCC and complete an
evaluation
and
interview
process.
The course is designed to
introduce participants to state
government and to provide
specific information about the
field of corrections, including
security
writing,
resume
preparation and successful
interviewing techniques.
During the final four weeks of
the program, participants will
complete tours of Eastern
Oregon Correctional Institution,
Two
Rivers
Correctional
Institution, attend an inmate
orientation session and a facility
staff meeting and complete
individual on-the-job training
assignments.
Although local corrections
officials support the philosophy
of the CODOC program, it is not
associated with nor endorsed by
the Department of Corrections,
said the release.
A total of 20 credits from
BMCC will be awarded to those
who complete the program. Area
residents who are interested in
