I am in favor of the present system. Obviously, the county judge would have to be elected at large. 1 do not believe that we would benefit from the creation of district commission­ ers. In so many other areas of the country, district elections have served to create factionalism within a community. We need to encourage the members of the county court to consider county­ wide goals and to do this, we need to elect our representatives at large to serve at large. Do you think the present Morrow County juvenile court system should be retained or should jurisdiction be trans­ ferred over to circuit court? Why? What are your qualifica­ tions for serving as juvenile court judge? We should retain the current system because of the attention to the youths in the sys­ tem and the efficiencies obtained in having the current system. Lo­ cal youths, local control. My qualifications for being the juve­ nile judge are my past court ex­ perience, police experience and my commitment to the youth of Morrow County. I have dealt with almost every type of juvenile of­ fender in my career. William “Bill” Doherty drive the economy, but rather to create an environment in which the economy can flourish. Incineration is a solution to the storage of obso­ lete chemical weapons. The De­ pot has been a good neighbor for 57 years and have earned my sup­ port in the final cleanup of the weapons. Outline a brief plan to allo­ cate Morrow County’s tippage fees, or if you are satisfied with the present plan, explain that: My pledge is to return to the origi­ nal agreement of distributing the fees to the com m unities im ­ pacted. Forty percent of the fees divided equally among five com­ munities, 50 percent of fees allo­ cated by population (based on P.S.U.’s population studies), 10 percent applied towards multi­ community needs, i.e. Lexington would qualify for 35,000; lone, 40,000; Heppner, 60,000. Briefly outline a plan to allo­ cate county services, such as road construction and mainte­ nance, among the communities: Road construction/maintenance- 1) designate a crew to maintain roads in the north end of our county, 2) concentrate on main­ taining safe roads in the south end of our county, 3) put all new road construction up for bid; law en­ forcement-1) propose contractual agreements between the Morrow County Sheriffs Department and communities to reduce adminis­ trative costs. Are you in favor of establish­ ing a road between lone and Boardman? Why or why not? We have a road between lone and Boardman. Two overdue im­ provements (Rietmann/Proudfoot comer and the Juniper problem) would make this route better than some state-maintained highways in Eastern Oregon. The proposed new route has to secure the proper easements and right-of-ways be­ fore the voters make a decision on funding. Do you agree with the cur­ rent county system of two com­ missioners and a judge elected at large? Why or why not? If not, what system would you propose? The current system fits Morrow County. It allows an elected citizen to have direct con­ trol over the policy and budget­ ing of county services. The voter can approve or disapprove via the b allot. A lternative forms o f county government are designed to distance administration from the property taxpayer. Do you think the present Morrow County juvenile court system should be retained or should jurisdiction be trans­ ferred over to circuit court? Why? What are your qualifica­ tions for serving as juvenile court judge? Retained. Under the current system, individual cases can be transferred to circuit court. Eighty percent o f the juvenile cases don’t need to be reviewed under adult criminal guidelines. The extra cost to the sheriff s de­ partment treating each case as an adult criminal would be over­ whelming. Qualifications: parent and school board member with common sense and experience. Returning county government to its original purpose-providing services that individuals alone cannot provide. What major project would you like to see accomplished? Please outline a brief plan to help North Morrow County ac­ commodate growth: County government has strayed from the original role of providing services to the unincorporated areas of the county. The county’s responsibil­ ity is to provide services that in­ corporated areas and individuals cannot provide alone. These in­ clude proper road construction and maintenance, law enforce­ ment and prosecution, health and senior services, planning and tax collection. Between 1970 and 1995 he operated a logging business, a general contracting business, a weed and pest control business and a flight service; "all of these enterprises require significant budgeting expertise and compliance with the technical rales and regulations of governmental agencies ranging from the Forest Service to OSHA". "As Public Works director, I am responsible for development and management of a 4.2 million dollar annual budget and have gained considerable experience with the workings of the county court," he said. Why would a voter select you over your opponent? I have been totally self-sufficient all of my adult life, and I know the value of productive work, having had ample opportunity to experience it. I believe that government also must produce, and must do it within the limits of available resources. I also believe that the direction chosen for the future should be dictated by the people, that election to public office is not an invitation to pursue personal agendas. If elected, what is the biggest challenge facing you? To sustain and improve services and infrastructure in a climate where demand continues to increase while available resources become more limited. What major project would you like to see accomplished? What is your first priority? I would like to see the safe completion of the disposal of the chemical stockpile, with one or rfiore cooperative agreements which assist in generating funds to alleviate the stress on roads, sewer and water systems, medical services, schools, and other facilities which must be provided by Morrow County during the period of tremendous population growth anticipated by the project. I would also like to see implementation of the strategic plans developed by the various communities, particularly water and sewage treatment projects; this is the first step in attracting businesses which will provide employment opportunities for Morrow County citizens. Please outline a brief plan to help North Morrow County accommodate growth: A good plan should create liaisons with the port, the cities, and appropriate county departments in order to accomplish the goals already identified in the strategic planning sessions held in the impacted communities. Having served on the committees devising the Transportation System Plan, Urban Growth Management Agreements and Small City Transportation Plans, I believe that compliance with these plans, the purpose of which was to accommodate growth, will be most effective. How can you assist South Morrow County in retaining and creating jobs? Retaining and creating jobs is an issue of interest throughout the county; the Willow Creek communities pose some added consideration because they must factor in the reality of geographic isolation. However, research into realistic economic development projects should continue and I also believe we might be well served by communicating with similar communities to discover what successes have been developed elsewhere. What is the major problem created by the plan to incinerate chemicals at the Army depot. How would you address this problem? Currently, the major problem seems to be the anticipated strain on county services and infrastructure and the apparent unwillingness on the part of the Army or Raytheon to share the responsibility for ultimate financial impacts. I would aggressively pursue any and all means, legislative or legal, to extract reasonable compensation from appropriate sources. Outline a brief plan to allocate Morrow County's tippage fees, or if you are satisfied with the present plan, explain that: The county presently allocates tippage fees to the communities at the discretion of the court, although the court is reviewing a plan to allocate fees to projects identified in the cities’ strategic plans. I believe that a better course is to allocate the fees in accordance with the needs identified through the SCERT process, which creates a prioritized list of projects developed pursuant to public input at public meetings based on economic devel opment considerations. Briefly outline a plan to allocate county services, such as road construction and maintenance, among the communities. Some county services, such as transportation, involve systems rather than specific projects; for these, creation of long-range plans, and compliance with those plans will be most beneficial for the county as a whole. Other services, especially social services and law enforcement, must be examined in cooperation with the professionals responsible for providing those services to see that those resources are located in and targeted for the areas where the need is greatest. Do you agree with the current county system of two commissioners and a judge elected at large. Why or why not. If not, what system would you propose?: The current system has served this county well; it is familiar to Morrow County citizens; and the people rejected a proposed alternative, at the ballot box just three years ago. I have worked in and with this system, I am comfortable with it as. it exists; and I believe it enables the people to have a stronger voice in government when there is direct accountability between the citizen and the persons they elect. Do you think the present Morrow County juvenile court system should be retained or should jurisdiction be transferred over to circuit court? Why? What are your qualifications for serving as juvenile court judge?: I am in favor of retaining local control in all instances, including the juvenile court system. The reality here is that a transfer would leave us at the mercy of distant and heavily scheduled judges, neither of which bodes well for maintaining the current level of services to Morrow County youth. I have already obtained personal instruction regarding the juvenile code and will pursue the additional training and educational materials which I have discovered are available for juvenile judges. With my youth background, my 20 years of financial background, and my dem onstrated leadership background, I have the combination of skills to not only be a judge, but also effectively run the county and represent each of us in front of the state legislature and federal government. If elected, what is the biggest challenge facing you? We must get the CSEPP program and Army impact fees resolved. It will take someone with excellent communication. skills and decorum to get these issues finalized. I have the skills to accomplish those goals and to see that we are protected from chemicals at the depot, our freeways, rail and water. What major project would you like to see accomplished? What is your first priority?: We need to lower our sex and child abuse in the county. Let's identify the "at-risk youth" at an early age. Educate them and their parents. Offer classes for the parents on "how to deal with anger", "how to handle problem youth", and "how to be a better parent". Please outline a brief plan to help North Morrow County accommodate growth.: The Army impact fees will play an important role in helping to accommodate growth in all Morrow County. My plan would involve all the mayors in the county to assure that needed infrastructure is addressed. That would include water, sewer, roads, police and fire protection. How can you assist South Morrow County in retaining and creating jobs?: An untapped source of jobs that we need to look into are computer businesses. Today people are able to access the Internet and conduct business from their homes. We can market all of Morrow County as a great place to live and work. Marshall graduated from Wallowa High School and graduated from Blue Mountain Community College with an associate degree in accounting. Marshall is employed with Genesis Financial as vice president of agricultural lending. He has 20 years of banking experience. Marshall has been chairman of the board of the Heppner Christian Church (two years); chairman of Heppner Coordinating Council (two current problem is that the CSEPP program is still not fully functional. Outline a brief plan to allocate Morrow County's tippage fees, or if you are satisfied with the present plan, explain that: My plan would be to set up a county­ wide committee to look at the list of projects communities have already put together in their strategic plans. From that list the committee would prioritize and recommend to the court those projects best suited for funding. This would be done twice a year. Briefly outline a plan to allocate services, such as road construction and maintenance among the communities: The county has put together a five- year road plan that is very comprehensive and addresses many needs in the county. This plan should be continually updated and added to as projects are completed. The other "needs" of the county should be addressed in a similar manner. Are you in favor of establishing a road between lone and Boardman? Why or why not?: This issue, like the Youth Accountability Camp, is an issue that needs public input and a "straw ballot," after all the facts have been gathered by the voters. Until a route has been established, the costs are pinned down, and the benefits discussed, I do not think anyone can make in informed decision. Do you agree with the current county system of two commissioners and a judge elected at large? Why or why not. If not, what system would you propose?: I think the system is working in its present state. My concern is for the future. If the county does grow as it is projected, then I'm not sure we do not need to look at expanding the court to include more commissioners who represent more of the county. Do you think the present Morrow County Juvenile Court system should be retained or should jurisdiction be transferred to circuit court? Why? What are your qualifications for serving as juvenile judge?: After talking with Judge Carlson, Judge Wallace and our juvenile director, I think it's important to keep local control of the court. Morrow County has proven you don't need to be a lawyer or police officer to be judge. I have a caring heart and a concern for our youth. Dan Brosnan, 54, Republican candidate for Morrow County Commissioner lives in Heppner. He and his wife, Dons, have two children, Damon, 29, and Darci, 26. He graduated from Heppner High School and attended Blue Mountain Community College. He served with the U.S. Air Force, achieving the rank of E-4, for two years in Louisiana and two years in Japan. Brosnan was employed with the Oregon State Police, 25-1/2 years, retiring in 1993 with the rank of captain. Brosnan served on the St. Patrick's Parish Council; is presently the chair for the Morrow County Museum Committee; is a member of the Oregon Livestock Growers; was vice-chair for the Heppner Coordinating Council one year; and was a member of the board of directors of the Heppner Chamber of Commerce one year. If elected, w hat is the biggest challenge facing you?: Unifying and preparing Morrow County to meet the challenges posed to us, such as crime, family violence, safe and timely destruction of agents at Ordinance and defending against attacks on our continued responsible use of our natural resources. The first priority must be to get all safety equipment in place and functional and to provide adequate training to citizens and first responders.
