Contractor hired for SWOT analysis In order to respond to the effects of rapid economic growth and the anticipated creation of a significant numbers of new jobs in Umatilla and Morrow Counties, the Morrow Umatilla (Region 12) Workforce Committee is using the Strengths Weaknesses opportunities and Threats (SWOT) Analysis process to assess the capacity of the regional workforce development system to respond to this growth. This process will provide assessment and guidance to the region to help workforce programs take advantage of the opportunities associated with this expected growth in employment., said a news release from the committee. The outcome of this analysis additional ability to provide skill training through schools and public and private agencies to sustain family wage jobs. The release said that the analysis will ensure that employers will be able to find employees with basic and technical skills. The committee brings together private sector business and industry leadership, schools, public agencies, business and industry representatives to discuss local needs, set priorities, leverage funds and promote partnerships for workforce related programs in the region, continued the release. * The Region 12 Workforce Committee has hired consultant Richard Bittmger to conduct a SWOT analysis of the workforce system in our region. Bittmger, from Eugene, lived and worked in this region until recently. He has a strong familiarity with the region's workforce issues, geography, demographics and community development partners they said. He will coordinate this analysis with other local community and organizational efforts, such as the HUES Economic Impact Study, to avoid duplication of efforts. During 1995, Bittmger conducted and authored "An Assessment of Workforce Development Needs and Issues in Morrow and Umatilla Counties". The SWOT analysis will be a continuation of the information gathered in Bittinger's document. The committee says it anticipates the completion of the SWOT analysis by the end of January 1998 and plans to share the result through a public meeting process sometime in February. "We loaned out $20,600 and we think that was pretty good," Raver said. Under the program the bank made no interest, no fee loans up to $1,000 just in time for Christmas shopping.
