A good time was had by all

The Heppner High School
class of 1946 held their 50th
year reunion Friday, Aug. 16,
at the Heppner Elks Lodge.
A prime rib dinner was serv­
ed to 27 classmates, spouses
and guests. Fifteen of those at­
tending were from the original
class of '46, which graduated 16
students, in addition to five
who were in the military ser­
vice.
This was the first reunion of
the '46 class by themselves, so
everyone got reacquainted and

CHARTER REyiSION
NOTICE IS HEREBY GIVEN
that a ballot title for a measure
referred by the City of Hepp­
ner, has been filed with the
County Clerk of Morrow Coun­
ty on August 13, 19%, for an
election to be held November
5, 19%, in the City of Heppner.
The election will be at the polls.
Any registered voter dissatis­
fied with the ballot title may file
a petition with the Morrow
County Circuit Court for
review on or before 5:00 p.m.,
August 23, 19%. Any person
filing a challenge must also file
a copy of the challenge with the
Morrow County Clerk, 100 N
Court St., Heppner, by the end
of the next business day after
the petition is filed with the Cir­
cuit Court.

QUESTION:
SHALL A NEW CHARTER
FOR THE CITY OF HEPPNER
BE ADOPTED?
PURPOSE:
The existing City Charter was
adopted in 1974. Changes in
State law have made some pro­
visions of the exising Charter
obsolete.
In February, 1996 the City
Council created a five member
City Charter Committee to de­
velop an updated Charter. The
committee met four times,
researched state laws, studied
charters from other cities, and
developed a new Charter for
voter consideration.
The most important changes
would adopt state election
laws, give the Mayor a vote on
Council matters, and lists
responsibilities for the City
Manager.

The Planning Commission of
the City of Hepppner will hold
a public hearipg qn Monday,.
September 2^ 996, beginning
at 7:00 p.m. at Heppner City
Hall, 188 West Willow Street,
to consider a recommendation
to the City Council on a pro­
posed ordinance revising
manufactured home standards
for the City of Heppner Code,
Title 11; Revoking all mobile
home provisions; and declaring
an emergency.
Subsequently, the City
Council of the City of Heppner
will hold a public hearing on
Monday, September 9, 1996,
beginning at 7:00 p.m. at
Heppner City Hall, to receive
the Planning Commission's
recommendation on the above
described ordinance and to
consider adoption of the same.
Copies of the ordinance are
available at City Hall for public
examination.
These are public meetings
where deliberations of the Plan­
ning Commission and the City
Council will take place. Any
person may appear at the
meetings and discuss the pro­
posed ordinance with the Plan­
ning Commission or the City
Council.
