Volunteers needed for CASA program
Imagine you are a child and
you are in court, even though
you have not been charged
with any crime. You have been
taken away from your parents
and are now living with a foster
parent or a distant relative. You
may have been abused, ne­
glected or have parents who
have committed a crime. You
may be only a few months or
a few years old. You are a ward
of the court. You are a victim
who needs someone to speak
for you.
The Court Appointed Special
Advocates (CASA) program
was established to help ensure
that children in this situation
have an advocate. Oregon law
states that any child who has an
abuse or neglect petition (call­
ed dependency petitions) filed
on their behalf gets a CASA
volunteer. But there aren't
enough caring people to *go
around. Even though Morrow
County has one of the highest
abuse rates in the state, there
are currently only two active
CASA volunteers. Abused and
neglected children of Morrow
County need your help.

their first case. Their duties in­
clude investigating all relevant
information about the child's
case, and they have a legal right
to obtain records from the State
Office for Services to Children
and Families, Juvenile Depart­
ments, mental health, police,
doctors,
psychologists,
lawyers, schools, hospitals, etc.
In court a CASA volunteer
advocates for the child, assur­
ing that all relevant facts are
brought before the judge.
They also visit the child to be
sure they are safe; participate
in negotiations for treatment
plans for the child; participate
in child planning meetings, and
make independent recommen­
dations to the court, when they
differ from other parties of the
proceedings.

Following court decisions,
CASA volunteers monitor
court orders to ensure com­
pliance and negotiate with
other parties to be sure they are
fulfilling obligations to the
child.
It only takes 10 to 15 hours a
month to work as a CASA
volunteer and those involved in
the program express great
satisfaction in this work. What
greater thing could we do than
to advocate for a child?

The Planning Commission of
the City of Heppner will hold
a public hearing on Monday,
August 5, 19%, beginning at
7:00 pm at Heppner City Hall,
188 West Willow Street, to con­
sider a tentative plan for the
proposed Lakeview Heights
Subdivision located on Morrow
County Map 2S 26 35, tax lots
900 and 905.
The City Council will conduct
a public hearing to review the
tentative plan after receiving
the Planning Commission's
recommendation and the City
Engineer's report at a meeting
to be held on Monday, August
12, 19%, beginning at 7:00 pm.
The public hearings will also
include consideration of
variances from City Subdivi­
sion Code improvement re­
quirements. Requested vari­
ances include, (1) relief from
public use land dedication re­
quirements; (2) relief from
sidewalk requirements and
seeking an alternative method
for construction of sidewalks;
(3) request to allow a gravel
" T " turnaround at the termius
of a City Street; and (4) relief
from requirements to place
electric power lines under­
ground.
Failure to raise an issue at the
hearings, in person or by letter,
or failure to provide sufficient
specificity to afford the Plann­
ing Commission or City Coun­
cil an opportunity to respond to
the issue precludes appeal to
the Land Use Board of Appeals
based on that issue.
Interested individuals may

more information related to the
proposed subdivision..
A copy of the application, all
documents and evidence relied
upon by the applicant, and any
applicable zoning and subdivi­
sion criteria including City
Code provisions are available
for inspection at City Hall at no
cost. Copies of the same will be
provided at a reasonable cost.
These public hearings will be
held in public meetings where
deliberations of the Planning
Commission and the City
Council will take place. Any
person may appear at these
meetings and discuss the ten­
tative plan and related
variances with the Planning
Commission or City Council.
At the hearings all interested
citizens will be given the oppor­
tunity to present and rebut
evidence orally or in writing.
The hearings will be open to
the public. At commencement
of the hearings the Planning
Commission Chairperson or
Mayor shall read the notice of
public hearing, and shall state
that notice requirements and
requirements regarding sub­
mission of the application have
been complied with. The appli­
cant will then be given the op­
portunity to explain his applica­
tion. The Chairperson or
Mayor will then enter any writ­
ten evidence or testimony re­
ceived in favor of the applica­
tion on the record. The Chair­
person or Mayor will then give
those in attendance who op­
pose the application an oppor­
tunity to explain their opposi­
tion and present any evidence
in support of their opposition.
The Chairperson or Mayor will
then enter any written evidence
received in opposition to the
application on the record. The
Chairperson or Mayor will then
allow an opportunity for
presentation of any rebuttal
evidence or testimony.
