Obituaries
Morrow County Jail dilemma

I was contacted today the Morrow County Sheriff s Office and
informed of the factthat the Franklin County Jail in Pasco, Wa.,
could no longer accept Morrow County prisoners because of their
own overcrowding. 1 spent last night beginning about 1:30 a.m.
drafting a search warrant to search a residence in Irrigon for stolen
property taken during three burglaries committed in the Board-
man area. We arrested two individuals and wanted desperately
to lodge them in jail. Because we were at our six-person cap in
Umatilla County and Franklin County wasn't accepting prisoners,
we had no choice but to release them.
In April the inter-agency drug task force processed 22 indict­
ments charging possession and sales of drugs in the Heppner
area. The task force was not able to jail any of these individuals.
Why? Because of the overcrowding in neighboring county jails
and the fact that we have no jail in Morrow County.
This situation is about to get worse because of the imposition
of Senate Bill 1145.
Historically when individuals violated felony probation, the
circuit courts in Oregon had the right to commit those people
to prison in the state system for a period of six months. This six
month period is set by statute. With the imposition of SB 1145
judges will no longer be able to sentence those violators to prison
for the six month period, but will instead have to sentence those
people to a county jail for that amount of time.
This places another burden on our county jail system which
we simply can't handle.
