    Hope, Valby to have guest preacher
The Reverend Grace Drake
will be the guest preacher on
Sunday, June 30, at the 9 a.m.
worship service at Valby
Lutheran Church, lone, and
the 11 a.m. service at Hope,
Heppner.
The Hope Lutheran con­
gregation will have a special
meeting after church to adopt
the second half of the church
annual budget and look at
ministry directions for the
future of the congregation, said
the Reverend Stan Hoobing,
pastor.
Pastor Hoobing and his
daughter, Rachel, will repre­
sent the Hope and Valby chur­
ches at the annual Oregon
Synod Assembly in Bend.
Bishop H. George Anderson of
the Evangelical Lutheran
Church in America (ELCA) will
be the preacher at service of
Holy Communion on Friday
evening and will share high­
lights of the ministry of the
ELCA.
Tony Becket, a member of
Valby and an active member of
Crossways Ministries, will
share his recent missionary trip
to the northern part of Panama
with the members of Valby
Caledonian Games
planned in Athena
The sound of bagpipes, the
colorful tartans, the sheep dog
trials, the flags fluttering at
Scottish vendors' booths-all
will be returning to Athena for
the 21st annual Caledonian
Games, a Scottish Heritage
Festival, on July 13-14. Events
will be held at the Athena City
Park from 8 a.m.-8 p.m. Satur­
day, and 8 a.m.-4 p.m. Sun­
day.
The Caledonian Parade on
Main Street begins at 9 a.m.
Saturday. The sheep dog trials
start at 8 a.m. The Scottish
Highland dancing competition
starts at 10 a.m. in the park. At
the same time, the piping com­
petition begins.
Onlookers may visit the clans
at the clan tent area. Clans
come from all over the Pacific
Northwest and are meant to
encourage historical and cultur­
al understanding of the Scot­
tish tradition.
Celtic harp performances
given by nationally known ar­
tist, Janet Naylor of Eugene,
will be offered in the park,
along with Scottish storytellers
and fiddling.
All events are free and open
to the public until 6:30 p.m.
Saturday, when the Scottish
Tattoo will be staged in the
school athletic field. The Tattoo
is traditionally a pipe band mar­
ching exhibition, but Athena's
Tattoo also has dancing and
Scottish athletic event demon­
strations, and a fiddling perfor­
mance by The Reel Fling from
Walla Walla. There is a $2 ad­
mission charge for the Tattoo.
"W e have pipe bands from
Athena High School, the Wes-
ton-McEwen Pipes and Drums,
the Boise Highlanders, and the
Elliot Bay Pipe and Drums from
Seattle, says chairperson Sue
Friese.
Athletes may register on-site
for the Saturday 8 a.m. Fun
Run ($15 receive a t-shirt), the
golf tournament on Sunday at
2 p.m., or the horseshoe tour-
mment at 2 p.m. on Saturday
and Sunday. Those attending
are welcome to toss the caber
and join in the Scottish athletic
events-there is no charge for
entering.
Caledonian Games programs
hold the entire schedules and
may be purchased at informa­
tion booths located in the park.
Church during coffee hour on
Sunday, June 30. He spent

with village residents.

PURSUANT TO OREGON
COMMUNITY DEVELOP­
MENT BLOCK GRANT PRO­
GRAM REQUIREMENTS.
WHEREAS let be known to
all persons of the City of Hepp­
ner that discrimination in the
sale, rental, lease, advertising
of sale, rental or lease, financ­
ing of housing or land to be us­
ed for construction of housing,
or in the provision of broker­
age, rental service because of
race, color, religion, sex, dis­
ability (physical or mental),
familial status (children) or na­
tional origin is prohibited by
Title VIII of the federal Fair
Housing Amendments Act of
1988, as amended, and
WHEREAS It is the policy of
the City of Heppner to support
the Fair Housing Amendments
Act of 1988 and to implement
a Fair Housing Program to en­
sure equal opportunity in hous­
ing for all persons regardless of
race, color, religion, sex, dis­
ability (physical and mental),
familial status (children) or na­
tional origin;
NOW, THEREFORE, BE IT
RESOLVED BY THE CITY
COUNCIL OF THE CITY OF
HEPPNER, that:
SECTION 1. Within the re­
sources available to the City

sources, the City will assist all
persons who feel they have
been discriminated against be­
cause of race, color, religion,
disability (physical and men­
tal), familial status (children) or
national origin in the process
of filing a complaint with the
Oregon Civil Rights Division
for the U.S. Department of
Housing and Urban Develop­
ment, Seattle Regional Office
Compliance Division, that they
may seek equity under federal
and state laws.
SECTION 2. The City shall
publicize this Resolution and
through this publicity shall
cause real estate brokers and
sellers, private home sellers,
rental owners, rental property
managers, real estate and ren­
tal advertisers, lenders, build­
ers, developers, home buyers
and home or apartment renters
to become aware of their res­
pective responsibilities and
rights under the Fair Housing
Amendments Act of 1988 and
any applicable state or local
laws or ordinances.

of Heppner is imposing a closed season for open
burning based on local fire safety concerns. This
burning ban is for the City of Heppner. A
reminder that open burning also includes a
“ burn barrel” . The closed season will remain in

hearings on Monday, July 8,
19% beginning at 7:00 p.m. at
Heppner City Hall, 188 West
Willow Street, to consider
adoption of the following or­
dinances: (1) An ordinance
amending City Code Section
5-3-1(B), related to curfew
hours for minor children and
declaring an emergency; and
(2) An ordinance adopting
Morrow County Ordinance
MC-C-3-% authorizing the im­
poundment of motor vehicles
involved in violation of licens­
ing, registraton or insurance re­
quirements and declaring an
emergency.

OF RATIO REVIEW
Notice is hereby given that
on July 1, 19% at 9:00 a.m., the
Board of Ratio Review of the
County of Morrow, Oregon,
will meet at the County Court­
house in Heppner, Oregon, to:
* Examine the assessor's cer­
tified ratio study.
* Make recommendations to
the assessor regarding changes
in property value resulting
from the effect of events or ac­
tivities occurring outside pro­
perty.
* Hear petitions for reduc­
tion of the real market or
assessed value of property
because of changes in the real
market value of the property
occurring after July 1 and on or
before June 30th of the prior tax
year.
Meetings to examine the cer­
tified ratio study will be held
between July 1 and August 10.
The exact time(s) of the meet­
ing^) will be posted 48 hours
prior to the meeting(s) at the
Courthouse in Heppner, Ore­
gon.
Hearings for appeals of prior
year's value will be held bet­
ween July 15 and July 31. A
schedule of hearings for those
who request to be present will
be posted 48 hours prior to the
meeting(s) at the Morrow
County Courthouse in Hepp­
ner, Oregon.
