A local physician has joined
with the schools to help fight
tobacco use among area youth.
Dr. Jeanne Berretta, Hepp
ner, has teamed up with Hepp
ner Elementary teacher Bill Ew
ing and Condon Grade School
teacher Molly Fatland in im
plementing the 1995-% Tar
Wars Program.
The Tar Wars program was
designed to increase students'
knowledge of the short term ef
fects of tobacco use; help stu
dents identify the reasons why
people begin to use tobacco;
and increase the students'
knowledge of how tobacco ad
vertising influences people to
buy and use tobacco products.
Students also designed their
own posters for a poster con
test. The posters emphasized
the positive effects of not using
tobacco. Sally Calvert was first
place winner in the contest,
Daniel Jepsen, second, and
Marcy Miller, third.

Advertisers are quick to give
ideas about how to spend in
come tax refunds. But instead
of purchasing more goods and
services, here are some other
ideas that may improve your
financial situation, says Carol
Michael-Bennett, Oregon State
University Extension home
economist in Morrow County.
Use tax refunds to reduce
credit card balances, suggests
Michael-Bennett. Credit cards
are a high cost method of bor
rowing. After lowering the
balance, make the largest pay
ment possible each month. If
borrowers make what the credit
card company says is the mini
mum payment, it will take a
long time to pay off the
balance.
Also try to limit the use of
credit cards, advises Michael-
Bennett. Cut them up if neces
sary.
Use tax refunds to start an
emergency fund or add to an
existing one. Generally, an
emergency fund should equal
two to six months of normal
spending. The Internal Reve
nue Service can deposit re
funds directly into savings ac
counts simply by attaching IRS
form 8888 to tax returns.
Contribute to an individual
retirement account, or IRA.
Employees who do not have a
qualified retirement plan may
contribute to a tax-deductible
IRA and employees who have
a qualified retirement plan
may, depending on income,
qualify for a tax deduction. In
formation on an IRA is avail
able in IRS publication 590.
O LC C distributes
Nov. revenue
The Oregon Liquor Control
Commission distributed $3.2
million from November
revenue, according to the agen
cy's monthly fiscal report.
Morrow County received
$752; the City of Heppner,
$403; Lexington, $78; lone, $68;
Boardman, $591 and Irrigon,
$244.
