County Budget Committee completes budget

The Morrow County Budget
Committee put a Christmas
wrap on the 1996-97 budget last
Thursday afternoon. The bot­
tom line results of the four day
budget marathon is a tax pack­
age to refer to the citizens of
Morrow County that is iden­
tical to last year's total tax re­
quirement of $4,094,973.
The total includes: the six
percent increase from last
year's tax base, which by Ore­
gon law, the voters are not ask­
ed to vote on; the amount of
taxes that the county antici­
pates as uncollectable; and the
Measure #5 compression.
The bottom line result is that
the voters will see an amount
on their mail-in ballots next
March of $3,160,155, which is
$52,914 less than last year's one
year special operating levy,
Judge Louis Carlson said.
Budget officer, Lisanne Cur-
rin, summarized the near week
long activity as "a great effort
on the part of the budget com­
mittee'' to hold the line on any
total tax increase.
Commissioner Ray French
noted that this is "a remarkable
feat” in that the cost of doing
business continues to rise and
the demand for services con­
tinues to increase. French also
noted that it is the court's
challenge to sort our those non-
mandated services that receive
greatest public support and to
find adequate funding for
them.
In his message to the budget
committee Dec. 18, Carlson
asked the committee to once
again develop a budget and tax
levy that met the requirements
of county government by pro­
viding basic funding for the
various deparments and agen­
cies who depend on government
for sustaining their services.
"This has not been an easy
process,” said Carlson. "W e
have once again put together a
budget document that puts to
work all of the tax dollars and
other county generated reve­
nue with micro-managed care.
I believe that we can succeed
simply because our manage­
ment staff and employees are
constantly finding ways to
stretch those tax dollars each
year.”
