City acquires new sludge truck

The truck is a 1991 Mac with
a 4,000 gal tank. It takes the
sludge from the treatment
plant's holding tank and
spreads it on local farmer's
fields.
Aquisition of the sludge truck
marks the final piece of the ci
ty's sewer treatment plant
renovation project. Marks said
the Environmental Protection
Agency will inspect the system
in August for final certification.
The city of Heppner is cur
rently waiting on approval of a
building permit before it can go
ahead with construction of
restroom facilities at the city
park.

A team of tourism and
economic development officials
will tour Heppner, Wednes
day, May 17, as an aggressive
tourism planning project for
the six counties of north central
Oregon gets underway.
The tour will encourage
discussion among participants
in order to generate tourism
projects and strategy ideas.
Persons interested in the direc
tion of tourism and develop
ment efforts in Morrow Coun
ty are encouraged to attend a
meeting with tour officials on
May 17 at 4-6 p.m. at the Hepp
ner Ranger District Office for an
open discussion on tourism
and business opportunities.
Public input is desired, said a
news release.
The North Central Regional
Strategies Board, representing
Morrow, Grant, Gilliam, Sher
man, Wasco and Wheeler
counties, has authorized Mi
chael Wetter & Associates, a
Salem-based consulting firm, to
develop and implement a
tourism strategic plan to help
create a foundation for tourism
growth and development in the
region.
An intensive tour of the six
counties launches the two year
project. The tour will identify
attraction development, busi
ness and downtown develop
ment, and marketing oppor
tunities. It originates in The
Dalles on May 15, and returns
there four days later.
Representatives from the
Oregon Economic Develop
ment Department, the Division
of Tourism, Rural Development
Initiatives, Oregon State Parks,
the John Day National Fossil
Beds Monument, the U.S.
Forest Service, and the Region
al Strategies Board will par
ticipate in the tour. They will be
joined along the route by local
officials, planners, businessper
sons, organization represen
tatives, and residents who will
participate as the tour moves
through each county.
The consulting team led by
Michael Wetter & Associates is
taking a unique approach for
this project. A multi-discipli
nary team will meet informal
ly with interested parties to
brainstorm and trade ideas, in
stead of having formal public
meetings. "We want to change
the way tourism planning is
done," said Wetter, team lead
er. "Planning in the past has
been too much time writing
reports and not enough time
developing and implementing
ideas v The people that we put
ig the field will be looking for
opportunities, solving pro
blems, and providing real ex
pertise to the business people,
city managers, parks staff, and
others that are on the front
lines of the tourism economy."
The tourism plan will serve
as a blueprint for future
tourism and economic develop
ment in the region. Funding for
the project was provided by the
Regional Strategies Board, lot
tery funds, and the U.S. Forest

The board of directors of the
South Morrow County Scholar
ship Trust announce the reci
pients of the 1995 $500 scholar
ships. They are Ethan Bum-
side, Dani Hill, Jenny Krein,
and Mark Moeller.
Ethan Burnside, the son of
Thomas and Laura McElligott,
Heppner, is a senior at Hepp
ner High School. He plans to
attend Oregon State Universi
ty, and earn a BS degree in
electronic engineering.
Dani Hill, a Heppner High
School senior from Lexington,
has selected marine biology as
her field of study at the Univer
sity of Oregon. The daughter of
Steve and Tana Hill, she has
been involved in volleyball,
basketball and track, as well as
drama club. After receiving her
bachelor's degree, Hill plans to
get a MA and do research in
marine biology.
Jenny Krien, who has been
selected for "W ho's Who in
American High Schools", is a
senior at Heppner High
School. She plans to attend
Willamette University and ma
jor in biology/exercise and sport
science. She plans to earn a BA,
a MA, and eventually a Ph.d,
then pursue a career in a re
creational and/or fitness man
agement facility. She is the
daughter of Bob and Joy Krien,
Heppner.
Mark Moeller is this year's
recipient of the Kinzua Cor
poration award. He is the son
of Chuck and Donna Moeller,
Mark Moeller
Heppner, and a senior at
Heppner High School. He
plans to attend Eastern Oregon
State College, and major in pre
medicine. After EOSC, medical
school, and internship, Moeller
plans to return to a rural area
like Heppner, and practice
medicine.
Moeller's scholarship is from
the interest of the investment
of Kinzua Corporation of Seat
tle, a $10,000 gift. Each year a
$500 gift is given in honor of the
corporation.
Out of 14 applicants, the four
students were selected on the
basis of academic achievement,
chosen field of study, financial
need, school participation,
degree of effort the student has
made in seeking sources for col
lege, and personal characteris
tics for success and school
citizenship, said the Reverend
Stan Hoobing, South Morrow
County Scholarship trust
president.
The board of directors of the
scholarship trust include the
Reverend Hoobing, president;
Bill Reitmann, vice president;
Sharon Harrison, secretary;
Bob Kahl, treasurer; Dana Reid,
George Koffler, and Jim Swan
son. "W e will be happy to
speak to individuals or groups
about our program and how
you can invest your money at
tax savings in the future of our
youth," said the Reverend
Hoobing.
