Heppner students serve as pagers
other six help in the House of
Representatives.
The Jepsen boys were assign­
ed to serve D istrict 59
Representative Lynn Lundquist
in the Oregon House. They
started their day with a tour of
the State Capital and then were
introduced and attended the
opening ceremonies at the
legislature. They spent the
balance of their day with
R epresentative L undquist.
"Lundquist and his wife Bar­
bara served as excellent hosts
and both boys really enjoyed
the experience," said the
Jepsens. They are the sons of
N ancy and Bill Jepsen,
Heppner.
Matthew and Daniel Jepsen,
recently served as honorary
pages in the Oregon State
Legislature in Salem. Both are
students at Heppner Middle
and Elementary school.
O n April 3, Matthew, a
seventh grader, and Daniel, a
fourth grader, accompanied
their grandparents Bob and
Suzanne Jepsen of Heppner to
the state capital.
The boys were chosen to
serve a day in the legislature by
submitting an application ear­
ly in the year. Twelve honorary
pages are selected for each day
that the legislature meets. Six
serve in the Senate, and the
Barbecue slated at WCCC
" I " should bring dessert and
" J " through " Z " salad.
John and Pat Edmundson,
Bob and Suzanne Jepsen, Jim
and Cam Wishart, and Ray and
Norma French will host this
family barbecue.
The Willow Creek Country
Club will have its first family
barbecue of the season on Sun­
day, April 23, at 4 p.m.
Each family should bring
their own meat. Those whose
names begin with "A " through

A guest speaker will discuss
the Certificate of Initial Mastery
(CIM), the Certificate of Ad­
vanced Mastery (CAM), and
outcome-based education.

"Creating the Future" will be
held Tuesday, April 25, at 7
p.m. at the Heppner High
School cafeteria.

Tourism announces photo contest
The Morrow County Tourism
Committee is sponsoring a
Morrow County photo contest.
The contest will run from April
18 until June 15.
Claudia Hughes, chairperson
of the committee, explained,
"There is almost a constant
stream of requests for in­
teresting pictures of Morrow
County. Yet residents of the
county know the real pictures­
que areas of the county a lot
better than a professional
photographer ever could. By
sponsoring this contest we
hope to catch the beauty and
enjoyment that is here, and be
able to use a local photographer
in our tourist pam phlets."
There will be three categories
in the contest, but there will not
be age distinctions within the
categories: tourist facilities or
sites; community events or
premises; and scenic land­
scapes (all seasons).
A first, second and third
prize will be awarded of $25,
$20, and $15 for each category.
Use of any photo for publicity
purposes would be credited to
the photographer. Entries must
be no smaller than 3 x 5 inches,
and no larger than 8 x 10 in­
ches. All entries are to have the
category entered, the entrant's
name, address, phone number,
and where the picture was
taken on the back of the photo.
Winners must be willing to per­
mit reproduction of their pic­
ture and furnish a negative if
requested. "We are sorry, but
we w on't be able to return
photographs, as the number of
entrants we hope to receive
would make it an impossibly
large task ," said Hughes.
There is no entry fee to enter
the contest.
Entries may be submitted in
a sealed envelope at any of the
city halls in Boardman, lone, Ir-
rigon or Heppner. They also
may be submitted to members
of the Tourism Committee.
Questions regarding the con­
test may be directed to Hughes,

481-2356. "We hope to catch
the beauty of the county," said
Hughes, "as we who live here
see it and enjoy it. It would be
wonderful if every photog­
rapher in the county submitted
their best shots for us to choose
from. And who knows, if we
used their picture in our adver­
tising, they might be dis­
covered."
Volunteers needed for city
summer youth program
All interested persons desir­
ing to work with the City of
Heppner Summer Youth Pro­
gram are invited to a meeting
Thursday, April 20, at 4:45
p.m. at Lea Calvert's classroom
at Heppner Elementary School.
The time is 4:45 p.m., not 4
p.m. as announced earlier.

The District Attorney's office
at the courthouse in Heppner
reports handling the following
business during the past week:
April 6: Vernon Malachi, Ir-
rigon was convicted of Rape I,
Sodomy I, Sexual Abuse I and
Contributing to the Delinquen­
cy of a Minor in connection
with an incident that occurred
in January. Malachi purported­
ly subjected his 14 year old
step-daughter to these crimes.
He will be sentenced upon
receipt of the pre-sentence in-
vestigtion by the court;
Ruth Ann Koonce, Board-
man was convicted of Posses­
sion of a Controlled Substance.
She was ordered to have her
driver's license suspended for
six months, pay a $2,500 fine,
suspended on the condition
that she served 18 months pro­
bation and undergo evaluation
and tre a tm e n t for d ru g
dependency and undergo ran­
dom urinalysis;
Donald Caraway Weems, Ir-
rigon was convicted of Criminal
Trespass in connection with an
incident that occurred at the Ir-
rigon Marina. It was alleged
that Weems broke into a lock­
ed m e n 's room . He was
sen ten ced to p ro b atio n ,
ordered to pay restitution of
$45 for a broken lock and 30
days in jail, jail sentence
suspended on the condition
that he be a law abiding citizen.
April 7: Cyrus Katchia, Warm
Springs, was convicted of
felony Driving While Supsend-
ed and ordered to pay a $250
fine, fees and assessments. He
was put on probation for two
years.
April 13: Ermelio Garcia,
Boardman, was convicted of
Rape III and sentenced to 90
days in jail. He was ordered to
be deported to Mexico as he
was determined to be an illegal
alien at the time of the crime;
Tony Garcia-Ramirez, Board-
man was convicted on two
counts of Illegal Possession of
a Forged Instrument. He was
ordered to probation on the
condition that he legalize his
immigration status, pay a $500
fine and perform 62 hours of
community service;
William Brooks, Portland was
convicied of being an ex­
convict in Possession of a
Firearm. He was sentenced to
pay a $1,000 fine, three years
probation and was ordered to
perform 80 hours of communi­
ty service.

ed after a visit with her
daughter and family, Mr. and
Mrs. Greg Leyva, in Wilbut,
WA.
-:-Mr. and Mrs. Steve Myers
are the proud parents of a girl,
Sara Michelle, bom at Vanden-
burg Air Force Base, in Califor­
nia. The young lady weighed 7
lbs, and joins a sister at home.
Maternal grandparents are Max
and Betty Breeding of Gres­
ham, and Lydia Wilson of
H eppner. Fraternal grand­
parents are Charles and N an­
cy Myers, Independence, MO.
-:-Faye Ruhl and son Dick,
and Florence Grey, spent
Easter in Hermiston, and got
aquainted with Faye's great-
grandson, Hoyden Le Ruhl,
son of Mr. and Mrs. Pallock.
-:-Plans are completed for the
Salt Lake City Bus trip spon­
sored by the Morrow County
Historical Society. Please notify
the committee if you are plan­
ning on attending, as reserva­
tions must be completed for
motel housing. The bus will
leave the St. Patrick Center,
May 11 at 7 a.m.
H C C to discuss gap study findings
The Heppner Coordinating
Council will meet on Tuesday,
April 25, at 7:30 a.m. in the
GEODC office.
Pat Middleberg from the
Regional Services Institute at
Eastern Oregon State College
will be present to discuss the
results of the recently com­
pleted gap study.
The study is designed to
determine what goods and ser­
vices are being purchased out
of the local area that might be
offered locally either through
expansion of an existing
business or through recruit­
ment of a new business.
Businesses, households, and
high school students were
surveyed for the gap study.
The public is welcome to at­
tend the meetings of the Hepp­
ner Coordinating Council.
