Much legislation on private property
To the Editor:
I just attended Oregonians In
Action's Land Use Forum in
Wilsonville on February 18,
what an enlightening experi
ence.
There is so much legislation
pending in the House and
Senate which supports private
property rights. Every Orego
nian is affected when one per
son loses even one of their
rights.
Folks, this is a civil rights
issue. We need support, where
are you? Why aren't you on the
phone calling your senator and
representative (state and na
tional) supporting basic human
rights?
I understand our illustrious
governor owns 10 acres of river
front property which he plans
to build a home on. Could it t>e
he will have to deal with the
same regulatory defeats as we
do, or does being an en
vironmental supporter have its
own rewards? Perhaps if he
feels the agony of defeat, he
will be less inclined to veto
basic human rights dealing
with private property when
they cross his desk.

In the past few weeks you
have seen several letters or ar
ticles concerning the Morrow
County budget and the one
year operating levy which will
be voted on in the forthcoming
election. Some discussion has
been given as to whether one
or both of these items is an in
crease or a decrease compared
to last year. I do not believe that
this is the main issue which
should concern us. What is of
concern is how will we be serv
ed by our county government?
Will the county be able to meet
its obligations and provide the
services that we need? Have
the county's leaders done their
best to serve the citizens of
Morrow County and managed
the county's resources to the
best of their abilities?
I was asked to serve on the
budget committee this year and
participated in the process that
generated the one year operat
ing levy which you will be
voting on March 28. During

As one who has worked
closely with the Willow Creek
Park District's Pool Commis
sion (the group that developed
the proposed pool plan for
south Morrow County), I am
writing in hopes of dispelling?
some misconceptions about the,
district's swimming pool con
struction and operation ballot
measures.
It seems that some local
residents are under the impres
sion operation of a pool that
has too many expensive frills.
Actually, the $975,000 bond
measure before the voters asks
only for funding to construct a
simple bathhouse and a basic
pool containing four 25 meter
lanes with a shallow wading
"fa n " area and a water slide.
The "extras" envisioned for
the new pool will be paid for by
private contributions, dona
tions, grants, and other non-tax
sources. Pool supporters have
set a goal of raising a total of
$250,000. These funds will pay
for "extras" such as the indoor
and multi-purpose exercise and
meeting room. To date, the
People for the Pool have rais
ed about $15,000, and, if the
pool measures are approved,

Congratulations to the
members of Ruth Locust
Chapter No. 32 of Heppner,
Oregon, Order of the Eastern
Star.
One hundred years young.
Their devotion to the principles
of brotherly love, relief and
truth is outstanding. The
history of this chapter, their
leaders and the dedication to
the youth.
The Rainbow Girls, were
given training in pride, self
worth, public speaking, morals
and manners. This helped
many to become leading citi
zens. Dot Halvorsen, I take my
hat off to you, as their mother
advisor.
This past year the General
Grand Chapter (world wide-
membership) voted to admit to
membership many of these
young women, their mothers,
sisters and Bethel girls. If in
terested they should contact
the Worthy Matron Patricia
Hyatt, the Worthy Patron John
Wood or secretary Dot
Halvorsen.
Virginia Wilkinson (Mrs.
Dick) was worthy grand
matron of Oregon in 1971-72.
She was and is loved and
the former Kinzua Corporation
has pledged to donate $45,000
to the project. Voter approval
will also provide the necessary
leverage to apply for other
grant funds. So, while these
frills will definitely enhance the
attractiveness and community
value of the pool facility, they
will not come at any additional
costs to the taxpayers.
What happens if pool sup
porters fail to raise the addi
tional non-tax funds? Simple.
The "extra" amenities will be
cut from the project and we will
end up with a nice, but basic
outdoor pool facility.
Finally, another misconcep
tion about the pool measures is
that voters can vote to approve
the bond (Measure 25-13) while
rejecting the pool operating
levy (Measure 25-14). Actually,
both measures are written so
that if one fails the other is
rendered invalid. Therefore,
-the effort to construct and
operate a new pool depends on
affirmative votes on both
measures.
Now, remember to vote. The
fate of the pool is in your
hands.

The Arbuckle Nordic Ski
Club will meet Tuesday, March
28, at 7 p.m. in the Episcopal
Church Parish Hall.
The meeting will include a
review of the recently com
pleted BMCC cross country ski
instruction class, discussion of
affiliation with the Oregon Nor
dic Club, nominations for next
year's officers and determina
tion of the dues structure for
the coming year.
The club reports that, despite
poor snow conditions, the cross
country classes were successful
and enjoyed by all who par
ticipated. Anyone interested in
joining the Arbuckle Nordic
Club is encouraged to contact
a club officer. Officers are John
Edmundson chairman; Dave
Fowler vice chairman; or Bill
and Sherry Ewing, secretary
treasurer.

Pool will benefit everyone
To the Editor:
People of Morrow County, I
would urge you to vote yes for
the pool. I think the design of
the pool is neat and real
useable. There is lots of room
for everyone. I like the idea of
the inside therapy pool. It is not
just used for medical reasons.
The young and old alike can
use it. It has many purposes.
Lap swimming for one, water
aerobics, walking and it can be
used all year round. It's the
best exercise you can do, for it's
a low impact exercise. I know
this from experience. I recent
ly had back surgery and I have
pain doing exercise on equip
ment and such, but I feel no
pain when in the water and do
ing exercises. I feel this pool
will benefit everyone.
Let's get Morrow County
back into shape and have some
fun all year around. Please vote
yes for the pool.

Many Masons belong to
Eastern Star. We as members
are related to them through
blood or marriage.
The Masonic lodge in Hepp
ner, celebrated their 100 years.
Their history is fascinating. So
many helped in the flood and
all the history of the town.
We support cancer research
(funds stay in Oregon, heart,
diabetis, lupus (a form of ar
thritis) Masonic and Eastern
Star Home at Forest Grove,
Estarl (a scholarship for
religious training it is non
denominational and open to
all), the Shrine Hospital and
three other scholarships.
The Masons and the Star
members, support the schools
and many are active in their
own church.
This homecoming party will
be April 9. I hope to see many
who still belong but have mov
ed away. Heppner you will be
proud.

Commends high school students
Nordic ski club plans meeting
Bartenders have to get in on
the act too. After all, it's St.
Patrick's
weekend.
A
bartender's race has been
planned for Saturday, March
18, around 1:15 p.m. after the
bed race.
The race consists of a "small
obstacle course on foot, which
will be a timed event, regarding
a green liquid," said event
organizer Kathy Cutsforth.

this process it became apparent
to me how difficult it has been
for the county to maintain the
level of services which are pro
vided for its citizens while
simultaneously keeping oper
ating levies in check. Inflation
and other cost increases con
tinually erode the amount of
services our tax dollars can
provide.
The county leaders and the
budget committee were very
concerned that the voters were
getting the most service that
could be provided while main-
taning the tax to individuals at
current or lower levels. I believe
that the county leaders have
done a good job of managing
the resources of the county and
are doing their best to obtain
the maximum return on every
tax dollar spent.
1 urge you to support our
county government and vote to
pass this levy.
