Gibson and his wife, Gwen,
have been pioneering a univer
sity campus ministry in Mexico
City for the last three years.
"W e have found this to be a
strategic time for ministry in
students' lives as they search
for answers amidst economic
uncertainty and urban pres
sures common to large cities,"
says Reverend Gibson.
The Gibsons have returned
to the United States to visit
churches and give reports of
their ministry. "The thrust of
my services," Reverend Gib
son says in regards to his mis
sions presentation, "is to pre
sent the need of a young world

generation to reach it."

barbecue
Sunday
The South Morrow County
Scholarship Trust Committee,
will behostingthe St. Patrick's
Day lamb barbecue at the
Morrow County Fairgrounds,
Sunday March 19. The dinner
will take place from 11 a.m. to
3 p.m. during the annual auc
tion and the St. Pat's team rop
ing event at the arena.
The menu will include bar
becued lamb, beans, cole slaw,
French bread, ice cream and
beverage. The cost is $6 per
person and $20 per family.
Proceeds from the event will

terns. This tax asking is over $2
million down from a construc
tion bond defeated last Sept.
The tax rate to fund these im
provements will be $1.96 per
thousand assessed valuation,
which would amount to $98 for
a homeowner with a $50,000
home; $980 on the owner of a
$500,000 business; and $1,960
on a $1 million ranch. How
ever, because of Ballot Measure
5, the tax for combined school
operations will go down $2.50
per thousand. So, even if the
bond passes, the combined tax
rate for schools would go down
54 cents per thousand.
-Measure 25-13, a Willow
Creek Park District bond for
$975,000 to construct and equip
a swimming pool in Heppner.
The construction will cost 45
cents per thousand assessed
valuation. A person with a
$50,000 home will pay $22.50
per year; one with a $500,000
business will pay $225 a year;
one with a $1 million ranch will
pay $450 a year. This measure
cannot pass unless a compa
nion three-year serial levy for
pool operating expenses also
passes.
-Measure 25-14, a Willow
Creek Park District three-year
serial tax levy for pool
operating expenses at $36,000
per year. The levy will cost 16
cents per thousand assessed
valuation for three years. A
person with a $50,000 home
will pay $8 a year; one with a
$500,000 business will pay $80
a year; one with a $1 million
ranch will pay $160 a year. This
measure cannot pass unless the
$975,000 pool construction levy
also passes.
The tax rate for the combin
ed levies will be 61 cents per
thousand. One with a $50,000
home will pay $30.50; one with
a $500,000 business will pay
$305; and one with a $1 million
farm will pay $610.
