Heppner has some new
neighbors this sum m er-som e
very nosy neighbors.
The new neighbors actual
ly are four students from
Oregon State University who
will be conducting a survey in
Morrow County and their
"n o s y ” questions are for a
good reason.
The Morrow County Court
has commissioned Oregon
State U niversity to do a
special $16,000 Extension Ser
vice study evaluating the
economic structure of the
county. In order to do so, the
surveyors need to collect in
formation on pattern of sales,
p ay ro lls and p u rch a se s
am ong th e g o v e rn m e n t,
h o u se h o ld s,
b u s in e s s e s ,
farms and ranches in Morrow
County and the economic in
teraction between them and
with other entities outside the
county. The county govern
ment hopes to use the infor
mation to analyze the impact
of changes in economic activi
ty in Morrow County, such as
the loss of a business, grazing,
or irrigation, for example. The
information could also assist
p re se n t and p ro sp e ctiv e
businesses in determ ining
their goals and identifying op
portunities for diversification.
"M orrow County is at a hell
of a crossroads," said Morrow
County Com missioner Don
McElligott, who believes the

study is vital for a county fac
ing potentially devastating
changes. "W h at happens if
we lo se g r a z in g ? " said
McElligott.
The surveyors will visit
homes, businesses, farms and
ranches and government of
fices and will conduct quite
lengthy and detailed inter
views. They hope to contact
every business in the county.
The surveying team stresses
that it is important to be
prepared and to be patient.
Questions range from the
structure of the business to
the amount of sales, pur
chases and payroll to taxes
paid. While the questions can
be very personal, the survey
ors stress that the information
collected will be strictly con
fidential and will be tabulated
to yield results for the county
as a whole, not for any one
firm or individual. Those in
terviewed will be assigned a
number for confidentiality.
The project is scheduled for
completion in July of 1995.
The Morrow County Sur
vey Team consists of Heidi
Wurdinger, 22, of Mt. Angel,
and Johnna Glascock, 21,
Lakeview, both of whom have
