D istrict Ranger, Delanne
Ferguson, made a decision to im
plement the Spring Improvements
and Construction project on the
Heppner Ranger District. The
project will involve placement of
five spring boxes, PVC water
pipes, and new water troughs.

HEARING
On Monday, November 9,
1992. at 7:00 pm at Heppner Ci
ty Hall, the City Council of the
City of Heppner will hold a
public hearing on a proposed or
dinance. The ordinance proposes
to amend Ordinance No. 465. the
City of Heppner Zoning Or
dinance, to establish a recrea
tional vehicle permitting process,
and declares an emergency.
The public hearing is where
deliberation of the City Council
will take place. Any person ma>
appear at the meeting and discuss
the proposed ordinance w ith the
City Council.
Copies of the ordinance are
available at City Hall for public
examination.

Prescribed Burn project on the
Heppner Ranger District. The
prescribed burn will improve
forage utilization patterns of
wildlife and livestock by improv
ing the quality and quantity of
forage in the meadow.

Measures 5 & 6 would each:

Cost us about one-half billion dollars
in higher electric bills.
The immediate shutdown of Trojan, called for in
Measures 5 and 6, would leave no time to develop
new replacement power resources...power
shortages in Oregon could result.
Studies estimate that the immediate shutdown
of Trojan, as called for in Measures 5 and 6, would
cost Oregon ratepayers about one-half billion
dollars more than the plan for an orderly 4-year
phaseout of Trojan.
Im m ediately cut off nearly 20% o f our
state’s electricity supply.
Cause about 1,000 w orkers at Trojan
to im m ediately lose their jobs.
Measures 5 and 6 would completely cut off all
electricity produced by Trojan shortly after the
November election. With the region’s electricity
supplies already tight, we can’t afford the immediate
loss of Oregon’s single largest power plant.
Measures 5 and 6 would immediately force
nearly 1,000 men and women at Trojan out of
work. The existing 4-year phaseout plan would
allow time for Trojan workers to be retrained and
find new jobs.
Stop the Immediate Shutdown
