Fawbush dangerous to rural way of life
To tae Editor:
Considering the fact that
W i\ne Fawbush has been in the
Staie Legislature for 16 years, he
ob\ iously is responsible for many
ot the problems we currently
face.
Wayne spent lots of time in
Halfway this past year charming
the folks and listening to their
problems. What did he do? He
and his Portland pal. Sen. Dick
Springer (a lawyer). District 6.
put together a ghastly bill that
would tell grazers in Halfway,
Vale and Ontario now they could
or could not graze and utilize
their own private property. And
this is to protect the spawning
grounds of native salmon. But
there are no native spawning
grounds for salmon in these
areas.
How uo you folks in Halfway
feel aoout this? If this bill doesn’t
pass, you can thank Sen. Gene
Timms, who used to be our
elected Senator, but was
redistricted out of our area. He
really raised a ruckus at the las'
Agriculture and Naturai Resource
committee hearing about this bill.
And now this card-lock
business. Talk about another stab
in the back to Eastern Orego­
nians. Wayne and his West-side
buddies really did a number on us
with tnis one, too. He voted yes
on SB 1215 to take away our abili­
ty to pump gas for ourselver dur­
ing the day and at night when the
gas stations have closed.
Wayne must think we’re pret­
ty stupid if he thinks we are go
ing to let him consistently take
away our rights. Wayne Fawbush
is dangerous to our way of life
and he needs to go.
Wes Cooley wants this job.
Why don’t we give him a chance?

People lose if Clinton-Gore win
To the Editor:
As Americans are struggling to
sort out the rhetoric in the elec­
tions this fall. I am concerned the
public does not understand the
impact to rural, resource com­
munities that the election of
Clinton-Gore would have on our
families. Bill Clinton said in
Portland recently that he will
bring the people of the Pacific
Northwest and his administration
to the table to work out our
issues. Folks, we have talked,
worked, compromised, and it is
never enough. Clearly the
Democratic/environmentalist fac­
tion in Congress want us off the
land and out of the forests.
Clinton-Gore talk more lock-up
of federal lands and yet, in
Oregon and Washington we have
nearly nine million acres of dead
and dying forest that need
management. The Senate heard
testimony on a forest health
amendment recently and were
they able to talk, agree, or work
with us on this issue? No. They
rvoted party lines on this massive
problem that never should have
entered the political arena. A few
days ago, the Federal Lands and
Families Protection Act, a
labor industry bill so critical to
timber families failed. It failed
because the Democratic votes
weren't there to support people.
Where is the priority? With bugs,
birds, and fish.
How will we as a nation pro­
duce raw materials if timber,
mining, agriculture, and oil ex­
ploration are curtailed?

To the Editor:
So you want to stop this little
smear campaign. Weil, just who
started this game of dirty tricks?
I have eight mailings from Wes
Cooley calling Wayne Fawbush
everything from an idiot to an
S.O.B This is typical GOP
negative campaigning while not
dealing with the real issues.
Living in Bend, Oregon while
driving with a California driver’s
license for 11 years. Isn't that a
bit much for a candidate who is
running for Senate District 28? It
all depends on whose bull is be­
ing gored. Playing by GOP rules,
I could live in Prineville and be
a candidate for mayor of Bend.
If elected, I could then intend to
live in Bend.
The real hard GOP has two
primary planks in its platform: 1.
To transfer the wealth from the
poor to the rich: and 2. to secure
the ownership of the land for
those who deserve it-those who
have the money. The other planks
destroying oui economy and yet
many in Congress refuse to see
it. We need leaders who will
stand up to the environmental in­
dustry and look at the hard facts.
Tourism isn't going to save our
rural economies, it takes a solid
infrastructure such as timber and
agriculture to build from. We
have retooled the mills and many
of the lost jobs were replaced
w ith higher skilled placements for
those employees. We do not ex­
port logs from federal land and
70 percent of America’s national
forest land base is off limits to
timber and grazing. We have
over three million acres of old
growth in Oregon and Washing­
ton; we haven’t cut the last tree
in the west: we lose more trees to
wildfires than to harvest and I'm
sick to death of hearing these
misleading untrue statements
from Clinton. Gore, AuCoin. and
Ferguson.
Do Clinton-Gore care that our
jobs are leaving the nation for
resource production in Russia,
Canada, and Japan? Do they
believe the Endangered Species
Act should be amended to inlude
people? Do they believe in the ab­
solute protection of private pro­
perty rights? No. They believe in
more lock-up. more preserv
ation, less individual rights for
communities and families. If you
think we need balanced en­
vironmental decisions please take
the time to be informed about the
candidates. We all have a lot to
lose in November.

are window dressing to lure peo­
ple to the party. It is truly the par­
ty of the rich and famous.
Now they want a change-a
change to what? When we send
a freshman candidate to the
legislature they learn two things:
1. to respect their peers, be quiet,
listen, don't make waves; and 2.
the location of the bathroom. This
is not the kind of representation
that I want. We need effective
leadership and we need it now.
If you want something to worry
about, read on. The supreme
court has been saying: when the
farmers of our constitution gave
us the right to bear arms, they
were not referring to our in­
dividual rights but to the militia.
If George Bush is reelected, he
will appoint another justice to the
supreme court. Then you can kiss
your guns goodbye; and Roe vs
Wade will be history.

neighbors to learn more about
Randv Miller, candidate for
Secretary of State. I think you
wiP like what you see.
Oregon is in dire need of
leadership in state government.
Our institutions of education,
human services, and public safe­
ty depend on it.
Rundv Miller may be the most
qualified person to seek s*atewide
office in many years. He has
distinguished himself during 10
years in the Oregon legislature as
a leader who is fair, articulate,
and a man of integrity. He is a
respected businessman and
attorney.
I enthusiastically support Ran­
dy Miller. I hope >ou will also

Defeat Measure 9
To the Editor:
There seem to be two kinds of
people in the world: open-
minded, and close-minded. The
open-minded look at everything
they encounter as new and ex­
citing information, and have a
capacity to grow, change their
minds, learn and formulate dif­
ferent conclusions. When they
run into difficult information,
they try to learn more before for­
mulating a response, and enjoy
the challenge.
The close-minded persons look
through the information presented
to them, and choose those tidbits
that reinforce the ideas that they
already have in their minds.
They, when presented with a new
and/or difficult situation, rely on
their previous conclusion, no
matter its validity, to carry them
through the upset created by
“ change. ” They tend to misquote
data and ideas because of this; the
Bible, scientific works, etc. get
“ picked through" for tidbits to
support these old prejudices. I
believe that these people have a
mental framework that simply
cannot handle a change -in fact,
it terrorizes them.
These are the same persons
who refuse to acknow ledge errors
and learn or change. Now that
communism is gone, who do we
blame? I voted for this govern­
ment, I can’t be wrong, the
world’s gone to hell, so there
must be a reason. The economy
is a disaster, at the hands of my
own vote? This is the stuff that
schizophrenics are made of. No
wonder there’s a fervor. Gotta
blame, gotta blame.
The few close-minded conser­
vative leaders are able to
manipulate others into believing
almost anything. The close-
minded persons simply du not
have the mental capacity (not
necessarily IQ related) to do
otherw ise; the fears they have ot
AIDS, poverty, unemployment,
etc., simply cannot be handled
within their grey matter. A good
God simply would never do this,
so it must be human caused. I’m
a good. God-fearing, hard­
working, patriotic soul, so it must
be caused by the others that aren't
like me.
These people have enough
cognitive power to rationalize
their thoughts and actions, and
feel that their beliefs and actions
are the right, chosen path. They
also elevate their beliefs above
others, and even proclaim their
ideas to be “ the word of God” ,
or at least similar to the word.
Once their thoughts and pre­
judices co-mingle with "the word
of God” as they perceive it,
others' ideas and beliefs don’t
have a chance.
Religious zeal has been a pro­
blem for governments for forever
in time. I guess our collective
wish in America was that we
were somehow “ above” that,
that our Christian ethic was above
all tolerant, accepting, inclusive
and forgiving. Sorry, when the
stress factors get too high, such
is not the case.
The challenge is thus: a vote,
especially on a constitutional
amendment, is a matter of laws
and procedures. It is not a
religious act and is not based on
Measure 7 will adversly affect business
a religious principle. The separa­
tion of church and state is fun­
damental to the union. Good
Christians have been a significant
reason for the success of
America, their ethics, hard work
and principles of justice have
been invaluable. So have the con­
tributions of atheists, Jews, Bud­
dhists, and all other peoples. No
people may self-elevate their con­
tribution above the contributions
of others. (If this were the case,
only those that have given their
lives in service to the country
should be allowed to vote.) All
the rest of us have the respon­
sibility of inclusion, not
exclusion.
Oregonians have endured 20
years of hating the mis-applied
and misunderstood “ quote” of
Tom McCall about come visit,
but don’t stay. The message of
this amendment is much, much
worse and the impact for Oregon
will be more severe, more
damaging and more lasting.
I am a fifth (at least) generation
Oregonian, bom in Eugene, rais­
ed in a small rural town on a dairy
farm, a high school letterman and
valedictorian, a Viet Nam
veteran, a small businessman
gone broke, a property owner and
an Oregon Republican (which has
a special meaning to me), and a
believer that Oregonians do not
want this kind of state
constitution.
I am not qualified to judge who
is fit to participate in this state’s
democracy and who is not. What
I am should not and does not mat­
ter. A law abiding, vote-by-vote
“‘political agenda” is the
American way. Using the fear of
a political agenda is a scam and
a sham, or an agenda of their own
that's not what they claim. If you
don't like my vote, change my
mind or vote against me. A
political agenda to be feared is the
out-of-state, big money organiza­
tions that try to make up Orcgo-
nians’ minds for them.
Remember the pressure to not
pass the bottle bill? Just think
what the $2 million spent on this
measure could have done in
Oregon.
Oregon does not need a bad
reputation. Business and tourism
will suffer as well as individuals.
Measure 9 is bad legislation and
bad lawmaking. Tell the world
again that we are progressive, in­
telligent and tolerant-not reac­
tionary and fearful bigots.
To quote Jonathan Nicholas of
“ The Oregonian,” when talking
about inspirational Oregonian
Ron Schmidt: “ He taught me
what it takes to be an Oregonian.
It has something to do with be­
ing willing to take risks, with car­
ing, with being decent, with be­
ing a maverick, with being
forgiving, with never, ever being
afraid. But mostly, it has to do
with recognizing that being an
Oregonian is a responsibility, not
a right. It has to do with
cherishing this place, with rever­
ing its special magic.”
Simply: vote no on Measure 9.

To the Editor:
I am asking the voters of
Umatilla and Morrow Counties to
elect a person with integrity and
experience as district court judge,
Jeff Wallace.
Jeff is from the Milton-
Freewater area. It's important to
have the eastern part of Umatilla
County represented in our state
and county offices. Too often,
this area is unrepresented.
Jeff Wallace will ably serve as
district judge. I've known Jeff for
many years. He's a very compe­
tent and professional attorney
who has most recently been the
Morrow County prosecutor. He
has handled drug cases, drunk
driving and other types of
criminal cases. He has been
representing the people of the
State of Oregon.
Jeff has also represented
private clients while in his own
law practice in Milton-Freewater
That will give an added dimen­
sion to his ability to be a fair and
impartial judge. He has been a
trial lawyer with many years of
courtroom experience.
Please elect the only candidate
from Milton-Freewater and the
only candidate who has lived in
this area all his life. He’s also the
only candidate with the wide
range of legal experience which
this judge poJtion calls for. That
candidate is Jeff Wallace.

To the Editor:
With all of the campaign ex­
citement and publicity on the
Nov. 3 ballot there is an issue that
has not received much publicity.
Measure 7. Measure 7 proposes
a split tax roll allowing
“ business” property to bear
larger tax than “ residential” pro­
perty. On the surface this might
sound appealing particularly since
the advocates say that this would
raise more funds for our schools.
Wrong.
This is not true. All that this
measure does is replace with local
taxes an equal amount of dollars
we would be receiving from the
state and then only if we had a tax
base of a sufficient amount to
cover the required funds. We do
not have such a tax base.
Secondly the term “ business
property’ includes farms and
apartment buildings. Only the
single family home occupied by
the home owner would be ex­
empt, not second homes or vaca­
tion cabins.
This measure will adversely af­
fect business development in
Eastern Oregon. Our economy is
very fragile. We have affordable
housing shortages in many of our
communities. This measure will
further delay any private enter­
prise housing developments as it
would add 15 to 20 percent to the
operating costs of an apartment
project.
The only effect of Measure 7,
as I see it, will cost us jobs, in­
creased taxes and give Salem
more funds and leeway to stall off
doing anything constructive to
solve the states budget crisis.

To the Editor:
I would like to take this oppor­
tunity to voice my support for Jeff
Wallace in his effort to be elected
district court judge. Having
worked with Jeff for the past
several years, I feel secure in
voicing support for his candidacy.
As president of the Morrow
County Sheriff’s Employee
Association, I recently conducted
a poll of the membership regar­
ding the district court judge’s
race. Our entire membership
voted to endorse Jeff Wallace.
Mr. Wallace has an extensive
background in criminal law and
lias served as a prosecutor in both
Morrow and Umatilla counties,
in his present position, as district
attorney of Morrow County, he
has worked tirelessly to prosecute
the cases presented to him, while
maintaining a friendly and ap­
proachable demeanor to those ht
works with.
Jeff is an Eastern Oregonian
who will serve the voters of Mor­
row and Umatilla Counties well.

To the Editor:
I am writing to tell you about
a very remarkable person deser­
ving of our consideration. This
person is a native of eastern
Oregonian, schooled at Baker
High School, Eastern Oregon
State College, Duke and Oxford
Universities. He has spent the
past six months--seven days a
week, 12 to 14 hours a day-
going door to door and meeting
die people of Eastern Oregon.
This person is our candidate for
state representative Michael
Payne.
I personally know Michael to
be one of the brightest candidates
in Oregon. He never stops work­
ing, and he is running an amaz­
ing grass-roots campaign
When Michael Payne did noi
have a big campaign budget, he
stretched his dollars by hand­
painting and assembling all die
lawn signs we see from the Snaxe
River to the edge of P 'e Danes.
Michael Payne doesn’t spend his
campaign contributions on din­
ners in fancy restaurants; Michael
instead carries a sack lunch
everywhere he goes and stays
with supporters, not in motels.

really understands the criminal
justice system.

Protect interests
of North end
To the Fditor:
Seldom is there an issue as
critical as the race for Morrow
County Commissioner. The north
end of the county must continue
to have representation on the
county court. Without that broad
representation, the entire county
will suffer.
Ed Glenn from Boardman, is

that the interests of the north end
will be fairly represented and
considered for the next four
years. Ed knows the problems
